00:01Russia thought it was being clever. An operation carried out beneath the ocean's surface was
00:06supposed to allow the Kremlin to test a secret weapon designed to shatter undersea cable
00:10infrastructure. Russia wasn't ready to attack, not yet, but it wanted to make sure that it could,
00:16when it wanted, and that those attacks could happen right under the collective noses of
00:20NATO's members. But something went wrong. Russia's submarines were trying something nasty,
00:25but NATO showed up and saw it all happening. The Kremlin has been exposed, however, the wider
00:31picture is that Russia's exercise exposes a key NATO vulnerability, meaning more needs to be done
00:36to ensure that Russia can't do damage in the future. We take you to Svalbard in the spring.
00:42Deep in the Arctic water surrounding this archipelago, which lies between Norway and the
00:47North Pole, Russian submarines were carrying out a training exercise. Aboard, they carried some
00:52sort of secret weapon, Reuters reports, and they were training to use that weapon to disable
00:57undersea cables, which are the backbone of global communication, without leaving a trace.
01:02This is as Russian as an operation can get. What the Kremlin wants to be able to do with this
01:07secret weapon is create as much damage as possible, while giving itself the plausible deniability needed
01:12to argue against NATO escalation. It's sneaky. A dirty tactic pulled right out of Putin's KGB playbook.
01:19And in the spring, Russia's submarine crews were training to pull off this tactic perfectly.

01:40It was carried out by Russia's Gugi Undersea Warfare Directorate, which is among the most
01:45secretive units in the Russian military. Gugi specializes in using deep-sea submersibles,
01:50not all of them crewed, to deploy destructive technology below the waves. That's what Gugi
01:55was training to do in the spring. And the choices of Svalbard was no coincidence. Beyond being close
02:01enough to Russia to enable a rapid withdrawal, as well as a full deployment, Svalbard is home to
02:06exactly the type of infrastructure that Russia wants to target. About 750 kilometers north of mainland
02:12Norway, it's part of NATO's waters, but located at enough of a distance that damage could theoretically
02:17be done before NATO can respond. Svalbard is also home to a pair of fiber-optic cables,
02:24each running about 1,400 kilometers at depths of up to 2,700 meters, which connect the Svalbard
02:30archipelago to mainland Norway. Those cables are key to communication between Svalbard and Norway.
02:36Among the data they carry are communications from SvalSat, which is the world's largest commercial
02:41satellite ground station, and is used by NASA to communicate with spacecraft and satellites.
02:47These cables cannot go down. But in the spring, Russia was training to one day take them out for
02:52good. It was all very sneaky, a dress rehearsal for something much worse to come in the future.
02:57And in the Kremlin's ideal world, Gugi and its submersibles would have carried out their training
03:02operation without NATO being any the wiser. But things didn't go to plan for Russia. If they had,
03:08we wouldn't be telling you about this operation because we wouldn't know that it had happened.
03:11Russia's secret training exercise was disrupted by the very NATO powers that it was supposed to hurt.
03:17As Russia's subs got to work, Norway and the UK knew that something was afoot. They created a joint
03:23operation with involvement by the US to track and confront the Russian vessels at sea.
03:28We don't know exactly what role the US played in this operation. It's likely that America provided
03:33intelligence, perhaps even being key to detecting that Russia's submersibles were in play.
03:37However, the UK and Norway did the lion's share of the work. They deployed vessels of their own,
03:43which disrupted the Russian exercise and ultimately prevented Gugi from completing its exercise.
03:48Russia was humiliated. Its crews left Svalbard soon after being discovered, Reuters report,
03:55and its vessels were later reported to have returned to their base in Orlenia Guba.
03:59If all of this is sounding strangely familiar, there's a good reason why. Though we're getting
04:04more details about the Russian training exercise and the joint operation that stopped it now,
04:09all of this happened in the spring, April to be exact. And we can look to that month for vague
04:13reports from the time of a covert Russian operation that was foiled by UK and Norwegian forces.
04:19Those reports revealed that a trio of Russian submarines had been stopped in their tracks
04:23and that the UK had unleashed HMS St. Albans, which is a frigate, along with Merlin helicopters
04:29and the fuel tanker RFA Tidespring to track the Russian submersibles. At the time, the UK's former
04:35Defence Secretary, John Healy, only mentioned Norway by name as an ally in the operation. We've since
04:41found out that the US was also involved. Our armed forces left Russia in no doubt that they were
04:46being monitored, that their movements were not covert as President Putin planned, and that their
04:51attempted secret operation had been exposed. We watched them, we were able to track them,
04:56we dropped sonoboys to demonstrate to them that we were monitoring every hour of their operation,
05:00Healy said at the time. So why are we covering this operation in September? Because new details have
05:06emerged. The alleged new weapon we touched on earlier is one of those new
05:10details, as is the fact that the NATO allies didn't stop at simply thwarting the Russian operation.
05:16After Russia's Kula-class submarine and pair of Gugi submersibles were caught in the act,
05:21officials from Norway and the UK took their findings and presented them to the Kremlin,
05:25according to Reuters. This was a very purposeful move. Just like that, two unnamed officials told
05:31Reuters, NATO showed Russia that it was aware of the new Russian technology, with the goal being to
05:36make Russia hesitate to use it in the future. After all, what use is a new secret weapon if the
05:41secret is out? Beyond that, NATO, the UK and the US haven't provided any comments on what was
05:46presented to the Kremlin, or about the spring operation, beyond what we already know. Norway's
05:51Defence Minister Torres Sandvik did offer a comment, stating,
05:55"...through our joint operation, we sent a clear message to Russia that they cannot operate covertly.
06:00We've made it unequivocally clear to Russian authorities that any attempt to target our
06:04critical infrastructure will be detected and met with consequences," he said, before adding,
06:10"...it is in no one's interest to escalate tensions in the high north."
06:14That could be disputed. It certainly isn't in NATO's interest to see tensions rise,
06:19but that's exactly what Russia does want to see. More tension creates more possibility for division
06:24within NATO as allies are left on edge by what Russia is doing. And there's one more thing to
06:29cover before we move on. What is Russia's secret weapon, and what does it do? Unfortunately,
06:35there are no clear answers to those questions coming from anybody at the moment, likely because NATO
06:39doesn't want to reveal how much it knows about Russia's secret weapon beyond demonstrating that
06:44the alliance knows that the weapon exists. We know that the weapon is supposed to leave behind
06:48no ability to trace what it is or who used it. That would likely mean it isn't some form of
06:54undersea explosive, which will leave debris that could be tracked back to a perpetrator.
06:58Maritime Executive notes that it's also unlikely that the new weapon has anything to do with
07:03physical cable cutting or anchor dragging, both of which can be traced back to a perpetrator,
07:08as the vessel involved will likely be tracked in the water, lingering around undersea cables.
07:13Beyond that, it's hard to speculate. Some sort of signal disruptor that can be deployed,
07:18used and then recovered, perhaps. Until the UK, Norway or the US say more, we're not going to know.
07:24So, let's move on to what we do know. Russia's spring training exercise was disrupted by several
07:29NATO allies coming together. However, it's not like that exercise was a one and done thing.
07:35It's more the tip of a massive iceberg, as what we're seeing here is the expansion of a Russian
07:40undersea strategy that's been formulating for decades and carries an immense amount of risk for
07:45NATO. To understand what all of this really means, we need to explore the importance of the undersea
07:50cables that Russia is targeting and, crucially, what NATO can do about Russia's plans. But before we do,
07:56this is a reminder that you're watching the military show. There's a lot more where this
08:00comes from, so make sure you're subscribed and have notifications enabled if you're getting value
08:05from the channel. Though the nature of Russia's spring exercise, particularly the use of a new
08:11secret weapon, is new, the purpose behind it isn't. Russia has long presented a threat to
08:16NATO's undersea security through sabotage operations and the drifting of vessels over these cables.
08:22Reuters highlights this, noting that we've seen a marked increase in ships sailing slowly over
08:26undersea cables since at least 2023. These cables handle all sorts of roles. Many are used for
08:33communication and others are used for power. What Russia appears to have been doing is carrying out
08:38something called drifting, where it sends vessels to the approximate locations of these cables. Armed with
08:43undersea scanning equipment, those vessels linger in one place for long enough for Russia to create
08:48what amounts to be an underwater map of the cable networks, which will enable attacks in the future.
08:54At least, that's the theory, and it's backed up by the sheer scale of these drifting incidents.
08:59In the North Sea alone, drifting rose by 52% in 2025, up to 13,079 drifting incidents recorded.
09:07And it's not just waters that are important to Russia being mapped out either. Reuters say that China
09:12China has been doing something in the waters close to its territory. In a March report, Reuters said
09:17Chinese government and university records have uncovered a trail of similar operations,
09:21carried out in Pacific, Arctic and Indian waters, over the last five years. These operations involved at
09:27least 42 research vessels, as China looks to gather as much information about underwater terrain as it can.
09:33The same outlet also notes that 2025 saw drifting activity in the South China Sea rise by 88%,
09:40with 18,401 drifting events recorded. Now, drifting isn't illegal, especially when carried out in
09:47international waters. And that's NATO's big problem, especially when it comes to Russia. The Kremlin can
09:53approve these operations, claiming that it wants to carry out deep sea research. But what it's really
09:58doing is determining the locations of undersea cables that can be cut, causing severe problems for
10:03NATO in the event of a war. And cutting has been happening. Since October 2023, at least 11 cables
10:10have been damaged or outright sliced open in the Baltic region. The Bulletin of the Atomic Scientists
10:16adds more, noting just how important these cables are. Almost 1.6 million kilometers of these cables have
10:22been laid, and they carry 97% of all intercontinental data flow, covering everything from data related to
10:28global financial systems to mission-critical information for militaries. In fact, these cables
10:34facilitate over 80% of America's military communication. And given how important the US
10:39is in the NATO ecosystem, that means the cables also account for a huge portion of European military
10:45communication. It's becoming increasingly clear why Russia is running secret exercises that revolve around
10:51these cables. They're vital for NATO. So vital that Forbes' Ariel Cohen has labelled undersea
10:57infrastructure a weak spot of America's national security. If Russia is able to cut enough of these
11:03cables, it could devastate the operations not just of the military, but of private companies including
11:07Google, Amazon and Meta. If those company services go down, the knock-on effect from social to economic
11:13would be incredibly disruptive. As Cohen points out,
11:16The ocean floor has quietly become one of the most contested battlegrounds on the planet.
11:21A dragged anchor doesn't trigger a NATO Article 5 response, and that's exactly why it works.
11:26This is what Russia banks on. It can do an immense amount of damage without triggering a full-blown war.
11:32That's why we're seeing the number of instances of drifting and sabotage rise.
11:36All of this has been predicted for a while, which makes it even more concerning. Back in July 2025,
11:42the Guardian wrote that undersea cable attacks backed by Russia and China were going to rise,
11:46and that's exactly what we saw by the end of the year, per Reuters figures.
11:50The same outlet adds that it's not just the lack of response such attacks trigger that's
11:54attractive to Russia. The deniability involved is also right up the Kremlin's alley. If a Russian
11:59anchor is dragged along the seabed and just happens to hit a cable, purposefully of course,
12:04Russia can simply hold its hands up and say, whoops, it was an accident. It's not our fault that
12:09there was a cable where one of our ships just so happened to drop anchor. We'll put it bluntly.
12:14The network of almost 600 fibre optic cables that run along the ocean floor is responsible for 99%
12:20of the internet's operation and $10 trillion of financial transactions every single day.
12:26If enough of them go down, the entire world is plunged into chaos. It may sound hyperbolic,
12:31and Russia's plans will likely focus on cables most directly tied to NATO,
12:35but there is a very clear geopolitical crisis developing here. And when Russia is carrying out
12:40training exercises where it deploys secret weapons, even if it's caught doing it,
12:45then NATO has some very clear signals about Russia's plans, should the Kremlin decide to go
12:49to war with NATO. And even if a war isn't in the offing, these types of cable attacks can still
12:54cause
12:54major problems for NATO's allies while giving Russia that deniability we talked about.
12:59Enough to cause problems, but not enough to kickstart a conflict. That may be the balance that Putin wants
13:05to strike, and NATO needs to be more prepared than it's ever been before to deal with this issue.
13:10All of which brings us to the key questions. How is NATO dealing with this emerging Russian threat,
13:15and what can it do to improve what it's doing? As impressive as the joint operation carried out
13:20by the UK, US and Norway was, it was still a response, rather than a proactive defence. However,
13:26it was likely a response built on the back of effort being made to track Russian submarines,
13:30allowing for NATO assets to be sent to disrupt Russian plans in the first place. Back in August
13:352025, Newsweek revealed that NATO allies have kickstarted several projects to counter Russia's
13:41submarine threat. For instance, July 2025 saw NATO scientists set sail on the NRV Alliance, on which
13:48they headed around Svalbard and the Greenland Sea. Small boats were deployed from this main ship,
13:53which dropped buoys carrying hydrophones, which are microphones that record sound underwater. This was
13:59a test, as the signals being picked up by the hydrophones came from the NATO ship. However,
14:04it's this type of low profile technology that could be used to pick up on the sounds made by
14:09submarines under the waves in the future. Other technology used for these submarine tracking
14:13purposes includes magnetic anomaly detectors, radars and infrared sensors, though acoustic sensors are
14:20the most effective, says the Royal United Services Institute think tank. These technologies are useful to
14:26NATO, but more must be done to counter Russia's underwater threat. What we typically see are
14:31operations carried out by NATO members, but not collectively by NATO itself. The UK's Atlantic
14:36Bastion is a good example. Announced in 2025, the program was called a world-leading response to the
14:42resurgence in Russian submarine and underwater activity, and it was kicked off by an investment of
14:4715 million pounds, approximately 19 million dollars, attracting proposals to develop new anti-submarine
14:53sensor technology from companies all over the UK and Europe. Engelsberg Ideas adds that this project
15:00will incorporate the use of artificial intelligence and that it's eventually intended to cover the coast
15:05of Western Europe and stretch to the eastern Greenland coast. However, the plan doesn't cover the
15:10possibility that Russia could exploit gaps south of Greenland, either for its sabotage operations or a more
15:16devastating nuclear strike from a submarine. And that ultimately is the point. Projects like Atlantic
15:22Bastion are important, but they're too often compartmentalised within NATO, helping to protect
15:27the alliance, but created and spearheaded by one or two nations. A cohesive plan is needed. The Baltic
15:33Century program shouldn't operate in isolation from Atlantic Bastion, for instance. They should both be
15:39part of a wider strategy to counter Russia's undersea plans. NATO may also need to start developing a
15:45fleet of specialised repair and inspection vessels, especially as most of what's available is privately
15:50owned, limited in number, and designed for peacetime operation, rather than a naval war zone. Within
15:56individual governments, War on the Rocks points out, responsibility for undersea cable infrastructure
16:01is often split between multiple departments, creating yet more friction. And with much of the undersea cable
16:07network that exists being privately owned, there's also a transactional element to the protection of this vital
16:13infrastructure that needs to be overcome. Russia thrives in exploiting fractures, and in NATO's
16:18approach to undersea cables, it has plenty of fractures to take advantage of. Make no mistake
16:23about it, there will be more from Russia to come. What happened in the waters near Svalbard is just one
16:28example of how Russia has been expanding its underwater capabilities. The secret weapon exposed in that
16:34exercise is being joined by all sorts of plans. In May, United24 media reported on Russia developing a new
16:41project that will allow it to plant nuclear missiles on the Arctic Ocean seabed. A couple of months before,
16:47the Center for Maritime Strategy reported that Russia has also been expanding its underwater robotics
16:52capabilities, to the point where it's now able to field a mixture of surface and deep sea platforms
16:57that can carry out reconnaissance work and conduct operations on the seabed. Autonomous vehicles are in
17:03place along with unmanned submersibles, and should all be causing alarm bells to ring around NATO.
17:08NATO members hit back in Svalbard. That's an encouraging sign. It shows that several members
17:14can cooperate to stop Russian undersea operations. But what we're seeing emerge here may be the site
17:19of a key conflict between Russia and NATO. Russia clearly thinks so. It's developing an undersea force
17:25to be reckoned with. NATO has to take this force seriously, using the Svalbard incident as the
17:30inspiration to develop a stronger, more cohesive and much wider framework for dealing with what Russia has
17:35planned. If nothing happens, the Kremlin will just keep prodding and poking NATO and its members. And if
17:41any evidence of that were needed, we only have to look at what happened at Leipzig airport in August.
