00:00What should we be looking out for in that speech tomorrow?
00:06Good morning. Well, as usual, the president will take stock of our progress in the past year.
00:13We have had so many challenges to deal with, from cost of living to our energy security, our competitiveness,
00:22looking overall at security landscape here in Europe and the support that we give to Ukraine,
00:27looking at children's safety online.
00:30So we can expect to look at the steps that we have done as commission and what we plan next
00:37for the incoming year.
00:40And it will for sure be an inspirational message, one that will speak directly to each of the 450 million
00:48Europeans.
00:49That will be, I hope, a lot of them listening to the State of the Union speech.
00:54Well, that's a good point, because often this is a very policy-heavy speech,
00:58not really focused on the millions of Europeans.
01:00But, of course, we'll have to tune in tomorrow to have a listen.
01:03But today, of course, you're presenting the much-anticipated Fair Labour Mobility Package, Commissioner.
01:08That's the biggest proposal of your mandate.
01:11Can you just tell us, in practical terms, what will change for European workers here?
01:18Yeah, it's a game-changer.
01:20I expect looking at a simple sentence that wherever you choose to travel in Europe,
01:27to study in Europe, to work in Europe,
01:29your social rights and your skills and your qualifications can travel with you.
01:34And that's the cornerstone of the single market, but also of the European social model.
01:39What we have seen in practice for decades in Europe and at the same time now as we speak
01:45is that maybe in order to get your professional qualifications recognized,
01:50when you move from your home state to another EU state,
01:54you have to make a lot of trips to different institutions.
01:57You have to wait for months, sometimes more than a year,
02:00before you can get into a profession.
02:03Even though you have the training, you have to pay for that.
02:06It's also very complicated for employers, especially SMEs, to get the talent that they need.
02:13I have met so many talented people that have wasted simply their skills,
02:19their training for months, for years,
02:21that have worked in underqualified jobs because they couldn't get their skills recognized.
02:28So what we will do with this package is include digital, AI, common frameworks,
02:34through legislation, through regulations and directives.
02:38This will be a strongly legislative package so that we will make it faster and easier
02:44for EU nationals to have their diplomas recognized.
02:47We are looking at actually moving everything that we can into an app
02:53with all the technical background that is needed.
02:56But we are also going to look at social rights.
03:00So workers that are posted, workers that are working cross-border
03:04or that have moved from the whole state,
03:06they need to have a safe, digital, social security pass.
03:12And we are actually going to present what it will be all about.
