00:00The Commission on Audit flags irregularities in the Department of Labor and Employment's TUPAD cash-for-work payouts from 2025.
00:08TUPAD stands for Tulong Panghanap Buhay sa Ating Disadvantaged or Displaced Workers.
00:13It hires indigent job seekers in exchange for cash assistance.
00:17State auditors say 2,731 beneficiaries received payouts despite failing to submit the legally required documents to prove eligibility.
00:25Also, 2,781 senior citizens received TUPAD payouts even though the medical certificates they provided did not come from licensed
00:34doctors.
00:35COA says the questionable payouts amount to more than 18 million pesos, which should have gone to legitimate beneficiaries.
00:41Because of this, the audit team couldn't tell whether the beneficiaries were medically fit for their assigned work and if
00:47they actually performed it.
00:48This involves Dole offices in Eastern Visayas, the Davao region, Soxxarjan, and Paraga.
00:54Also, 1,275 beneficiaries in the Zamboanga Peninsula were paid higher than what they were supposed to.
