Changemaker for Inclusive Governance, Peacebuilding, and International Cooperation (Jubaland State of Somalia)

Strategic Leadership for a Resilient and Inclusive Jubaland

Hon. Abdirahman Abdi Ahmed is recognised as an Icon of Change 2026 for his distinguished contribution to public policy, strategic development, institutional strengthening, humanitarian affairs, peacebuilding, investment promotion, and international cooperation in Jubaland State of Somalia.

As Minister of Planning, Investment and International Cooperation, Hon. Abdirahman occupies a strategically important position at the intersection of government planning, economic transformation, international partnerships, resource mobilisation, and sustainable development. His leadership reflects an understanding that meaningful development requires more than individual projects or short-term interventions; it requires strong institutions, coherent planning frameworks, strategic partnerships, responsible investment, and policies capable of responding to the complex realities facing communities.

His public service represents a commitment to strengthening the foundations upon which sustainable development can be built, linking governance with economic opportunity, humanitarian response with durable solutions, investment with resilience, and international cooperation with locally defined development priorities.

-----

From Humanitarian Response to Long-Term Development

Hon. Abdirahman’s career demonstrates a progression across several interconnected dimensions of public service. His previous service as Minister of Humanitarian Affairs and Disaster Management provided him with direct experience in responding to humanitarian challenges and disaster-related vulnerabilities, while his earlier leadership within the Ministries of Interior, Federal Affairs and Reconciliation and Youth and Sports broadened his experience in governance, reconciliation, institutional administration, and youth development.

This combination of experiences is particularly significant in a development environment where humanitarian needs, displacement, climate vulnerability, governance, peacebuilding, and economic development are closely interconnected. Effective public policy in such contexts requires leaders capable of moving beyond emergency response toward longer-term systems that reduce vulnerability and strengthen community resilience.
