00:02It's a simple safety measure.
00:04But since November last year, around 13,000 drivers in Canberra have been caught on camera
00:10not wearing a seatbelt or wearing one incorrectly.
00:13Now an administrative oversight has thrown those fines into doubt.
00:18The cameras are authorised for the use of a traffic offence control device.
00:22It's just that the disallowable instrument didn't include the word seatbelt.
00:25It means the evidence may not stack up in court.
00:27For the 6,500 people who have already paid their fines...
00:31We consider that once a person has paid their infringement that that matter is settled.
00:36And for the thousands of others who haven't...
00:38They can choose to pay the fine, they can choose to seek a withdrawal, they can choose to dispute.
00:44We're talking about thousands of people who are identified as not wearing a seatbelt
00:48or wearing it incorrectly. That represents a significant risk.
00:53The opposition says a complete review may be warranted.
00:56The Canberra Liberals are just examining all options and those options do include refunds.
01:02There's certainly a community expectation here that the government has monumentally stuffed up.
01:09Legislation will now be needed to fix the issue retrospectively and to ensure any fines issued are legal.
01:15While the Greens say they're disappointed by the bungle, they've pledged to work with the government to pass the legislation,
01:21saying the error should not be used as an excuse to be unsafe on ACT roads.
01:26They just好像 people who said that they're willing to do the same advance.
01:27And that's where they'll move towards their own contact spent.
01:27So, here's the desta place, New York University?
01:28That's that I did.
01:28The first start is here when the First and Lastcode were Origins.
