"IT'S BETTER TO SURRENDER..."   NBI Director Melvin Matibag addresses the media during a press conference at the bureau’s headquarters in Pasay City on Monday, Sept. 7, following reports on the possible surrender of former House Speaker Martin Romualdez.  Matibag says the NBI will carry out the necessary procedures if Romualdez turns himself in, including documentation, processing and coordination with concerned authorities as the case advances in court.
