00:00This attitude, I mean, that's the liberal Ontario attitude.
00:05Oh, we're the bully.
00:06Oh, let's stand up to the bully.
00:10And you don't have any self-reflection, madam, because you're the problem.
00:14Look in the mirror at your tariff codes.
00:17You are the problem.
00:18And you are the one who's aiding on the Canadian people to basically increase their support
00:27for people like Doug Ford and Mark Carney when they, quote, get tough and talk about their sovereignty.
00:34Okay.
00:34Mr. Navarro, why are we in a trade war with Canada today?
00:41Because Canada basically screws America.
00:45And they've been doing it for a very, very long time, dating back to the 1990s.
00:51Just as a little background, I actually have the most experience of anybody in the Trump
00:58administration negotiating with the Canadians because back when President Trump won the
01:05election in November, I was tasked with Wilbur Ross, who would become the Commerce Secretary,
01:12of renegotiating NAFTA, which would eventually become USMCA.
01:17And I was frankly astonished.
01:18I mean, I love Canada.
01:20We love Canada.
01:21Americans love Canada.
01:23The negotiators for Canada were essentially just backstabbing, double-dealing people that
01:31you really couldn't trust.
01:33And frankly, I was shocked at that.
01:36But what I also learned institutionally, which your C-SPAN viewers might appreciate as kind
01:43of a nuanced detail, when we negotiated NAFTA with the Canadians, they just ran circles around
01:51us.
01:52They played chess.
01:53We played checkers.
01:54They built in a number of really strong provisions that really harmed America.
01:59And I think from that point, they've always believed that they're better negotiators, smarter negotiators.
02:07This deal blew up for only one reason, politics across our border.
02:15We gave them a deal, which I'll be honest, made me uncomfortable because it was a good deal.
02:25It was as good a deal as Canada was going to get.
02:29We negotiated a very good deal, but it was like there's no way economically they should
02:37have turned it down.
02:39But Carney's rule here, Mark Carney, who leads Canada into the toilet, as it were, Carney's
02:46rule, seems to be that for every additional political point he can rise in the polls, trashing
02:54Donald Trump, his economy goes down by several more points.
02:59And that's the ugly problem we're in.
03:03And then he's got his like German shepherd kind of egging him on in Doug Ford.
03:10And both of these gentlemen don't understand they've got a glass jaw.
03:14I mean, our economy is so much bigger than Canada's that they need us more than we need
03:21them.
03:21And it's unfortunate that we gave them a really good deal.
03:26And there's an expression in-
03:28Speak to that deal.
03:29They retraded it.
03:31Go ahead.
03:31Speak to that deal.
03:32What were we asking that Canada wouldn't agree to ahead of negotiations breaking down last
03:38Friday?
03:40So the whole issue arose from what's called a Section 338 action against Canada.
03:52338 gives the United States trade representatives the power to impose tariffs where another country
04:00discriminates against the United States with respect to how it treats us.
04:06In other words, if Canada is doing something to everybody in the rest of the world, 338
04:12doesn't apply.
04:13But if it's just singling us out.
04:15So in the case of the 338, we've clearly got a major dairy problem with Canada.
04:24They've got triple digit tariffs on our dairy folks.
04:29And try as we might, dating back to the first Trump term, they just are unrepentant.
04:35They just stick it to us.
04:38So that's number one.
04:40Number two, they've completely cut off alcoholic beverages for sale in their stores, which is
04:48unbelievable.
04:49You can't go into a store in the provinces and buy Kentucky bourbon.
04:54They're doing that.
04:56And what's so interesting about that and what they do on autos is as they're kind of screwing
05:01us, they're getting into bed with the Europeans, the Japanese, the Koreans, and particularly
05:07the Chinese, and giving them much more favorable terms.
05:10So this was untenable for President Trump.
05:15We are the party and the people of protecting American jobs for blue collar factory workers
05:23and our farmers and ranchers.
05:26And so that's how this got started.
05:28So negotiations ensued.
05:31There was a pretty big, omnibus deal that was going to give them really favorable terms
05:37in terms of aluminum and steel, which we have another Section 232 on.
05:43And that's like our bread and butter here.
05:47And I just want folks listening here at C-SPAN to understand that this is not a partisan issue
05:54here in this country.
05:55This is not a Republican or Democrat issue.
05:57This is simply an issue of protecting our workers, our ranchers, and our farmers.
06:04And Canada has really been exploiting us, exploiting USMCA, not negotiating in good faith.
06:13And Carney, I mean, the worst thing that ever happened to Canada was when Carney made a come
06:19from behind victory.
06:21He was down, I don't know, 30 points.
06:24And then he started his Trump derangement syndrome rhetoric and surged to win.
06:28And somehow, every time Carney dumps on Trump, the Canadian people reward him with political
06:35support.
06:36I've said this repeatedly.
06:38I'm speaking right around to the Canadian people.
06:41I know a lot of them watch C-SPAN.
06:44You can't encourage Carney and especially Doug Ford to dump on the United States when we
06:51are trying our best to have a fair deal with you all.
06:56And you're just playing politics with somebody in a country which is far stronger economically
07:07than you are.
07:08And it just is not going to end well for Canada.
07:11And I predict that the deal you got that you turn your nose up, you're never going to get
07:17that deal again.
07:19Whatever you get is going to be less than that.
07:21And that's on Carney.
07:24And that's especially on Ford.
07:26Because if you look at the back channeling that was going on there, apparently Ford was
07:32like the devil in Carney's ears.
07:35Like, don't do this.
07:36Don't do this.
07:37And Carney, for whatever reason, backed down to the German Shepherd Ford.
07:42In terms of what we were asking.
