00:00Meta platforms agreed to make major changes to Facebook and Instagram and pay up to $18 billion to resolve claims
00:07by most U.S. states that they designed those platforms to addict children and misled consumers about their safety.
00:13The settlements announced on Wednesday and a federal trial that had been one of the highest-profile tests of allegations
00:19that social media companies harmed children.
00:25While Meta will not undergo a fundamental overhaul, the Accords represent a sweeping effort to define how it serves young
00:32users.
00:33We protect our children from so many daily dangers.
00:38But we can't adequately protect them from harms Meta hides and lies about, or from designs that are built to
00:45suck our children in.
00:46With this settlement, that is changing. In the coming months, our children and teens will be safer on Instagram and
00:53on Facebook.
00:53As big as Meta is, it doesn't stand alone.
00:57We're continuing our fight across social media, including our litigation against TikTok.
01:04And we'll continue to demand better from all parts of this industry through our ongoing work with the legislature, our
01:11defense of SB976, California's Social Media Algorithmic Harms Bill,
01:17from continuing industry challenges, and through our enforcement work under California's existing consumer protection and privacy laws.
01:25We'll continue to do all we can to ensure our children are safe online, no matter what platform they log
01:32into.
01:32In addition to platform and policy changes, Meta has agreed to pay the states joining this agreement up to $17
01:40billion over 10 years.
01:43California alone will receive $1.5 billion to $2.1 billion if this settlement is approved by the court.
01:51How the majority of this money will be spent will ultimately be decided by the legislature and the governor,
01:56but it is earmarked in the proposed settlement for purposes related to the prevention or remediation of mental health or
02:03other harms to young Californians associated with social media use.
02:07Meta agreed for the next decade to restrict teenagers' use of Facebook and Instagram to two hours a day and
02:14block all usage from midnight to 6 a.m. absent parental consent.
02:18These limits could be tightened if other social media companies adopt similar terms.
02:23Meta will also enhance measures to prevent children from accessing age-restricted content.
