00:06voted this week on a $19.9 billion plan to transform the region's largest airport.
00:13The project includes a $6.2 billion reconstruction of the main terminal,
00:18set to begin in late 2027, plus $3.75 billion for brand-new underground tunnels
00:25that will finally retire Dulles' notoriously slow people-mover vehicles.
00:30Construction on those tunnels starts in 2029 and wraps up by 2034.
00:35Dulles was the fastest-growing large airport in the country last year,
00:38with passenger traffic jumping past 29 million.
00:42And this fall, it's gaining a new 14-gate concourse,
00:45mostly serving United Airlines customers.
00:47To help pay for it all, the fee airlines pay per boarded passenger
00:51will climb from just $13 today to somewhere between $60 and $65 by around 2038.
