00:00A senior finance ministry official has told the High Court that companies were assessed
00:05for Jana Wibawa projects only if they were listed in letters from the Prime Minister's office.
00:11Zamzuri Abdulaziz, the Ministry's Deputy Secretary-General for Policy,
00:15was testifying in Muhyiddin Yassin's corruption trial.
00:19Zamzuri said he was the Procurement Division's secretary when the assessments were carried out
00:24in 2020 and 2021. The companies assessed by the Ministry's Technical Committee included KCJ
00:32Engineering Sendirian Berhad, Sutracom Sendirian Berhad, and Nepturis Sendirian Berhad.
00:37According to Zamzuri, KCJ Engineering would not have been assessed if it had not been named in
00:43a letter from the then Prime Minister dated November 13, 2020. The court also heard that the PMO later
00:51recommended Nepturis and Sutracom in letters dated February 3 and March 17, 2021.
00:58KCJ Engineering later secured a RM62 million road project, Nepturis obtained a RM141 million
01:05police headquarters project, while Sutracom was awarded a RM605 million road construction and
01:12upgrading project. Zamzuri testified that a contractor's letter of interest had no value
01:19and would not proceed to assessment without a minute from the PMO. However, he maintained that
01:25under procurement rules, the Prime Minister had no legal authority to direct that a project
01:29be awarded directly to any company. Muhyiddin faces seven charges linked to Janowi Bawa,
01:36including abuse of power and money laundering involving funds allegedly solicited for Bersatu,
