00:04These bin bags have been left baking in the sun through what is on course to be the hottest
00:08summer on record, with the waste bins being left untouched by both Medway Council and
00:15a state management company Orbit.
00:17That's quite mild at the moment.
00:19It's been as tall as me at some point.
00:21They keep sending out a private company just to clear the excess, but bins are contaminated
00:26so it's a problem that's never going to end really at the moment.
00:29I'm going to be honest with you guys, this right here is not doing anything to block
00:34out the smell here.
00:35It's absolutely revolting.
00:37You've got rubbish piled all the way up to the rafters.
00:40You've got rotting food, you've got furniture buried in amongst the bags here.
00:46It's little wonder residents are keeping their windows closed during these summer months.
00:53Well, it's very bad, bad for my health, bad for breathing.
00:56I have asthma, for example.
00:59You know, I have asthma.
01:00Our neighbours have the kids.
01:03So how kids, they cannot open windows.
01:07It's very bad.
01:08So why aren't these bins being collected?
01:11Well Medway Council say the rubbish is contaminated, while people living here, they just want the
01:16whole situation sorted out.
01:18So, Orbit needs to make sure that the ground is clear.
01:23The council needs to make sure that the bins are emptied.
01:26And if they've got a problem with the bins, they need to make somebody accountable.
01:30This is ridiculous.
01:33Medway Council say Orbit is responsible for the bin store at the private development and
01:39that access to the bins has been obstructed by the sheer amount of waste on the ground.
01:45In a response to us, Orbit said that the current situation is unacceptable and that it would
01:52clean out the store last Friday.
01:54But when I came down on Monday morning, all the rubbish was still there.
02:00It was only after Orbit were contacted again, the store was finally cleaned out.
02:05And even then, there's still some rubbish left behind.
02:09But with the promise of a deep clean on the cards, the stink here might finally be on the
02:15way out.
