00:00Okay, welcome to week four in our course on cyber strategy and planning.
00:06So week four represents a shift in our focus here a little bit.
00:11We're going to go from, we've been focused on strategy, on the theory behind strategy,
00:16how to create a strategy, and talked about the characteristics of a strategy.
00:21So just to review, a strategy is designed to tell us what it is we are trying to accomplish in
00:33a very general sense.
00:37So if you just think of strategy as what.
00:39We're going to transition now to the operational, more into the operational planning side,
00:45and this is what we will concern ourselves with in the rest of the course.
00:48So the relationship that we are looking to understand here is between strategy,
00:56which articulates what it is we're trying to do, to an operational plan,
01:02which is going to articulate how it is we are going to accomplish the strategy.
01:07So the plan is going to be in more detail.
01:10And without getting into the nuances of the different levels of war,
01:15what I'd just like to do is to have you just take away from this,
01:19the notion that strategy is what I'm trying to do in a very big sense, long term.
01:25Remember all the things that we talked about and that we read in the first three modules.
01:31And then the plan is going to be more of the details behind the execution of that strategy
01:39and the different ways that we might do that.
01:42So to prepare you for this, for this module four here,
01:47there's some readings on operational art and on building a conceptual framework for cyber effects.
01:55So the expression operational art is used to, in a very broad sense,
02:00to talk about the way that you take the strategic intent, if you will,
02:06and the strategic principles that you built your strategy around
02:10and how you translate them into actions, a plan and then ultimately into actions.
02:16And that's the operational art that we're referring to here.
02:20So the readings are designed to give you both a broad understanding of that operational,
02:27of what we're trying to accomplish in this operational space,
02:31as well as I've included a reading in there from the Joint Staff Publications on Cyber Operations
02:39that is designed to give you some specifics,
02:42although I've only outlined one chapter in there for you to read,
02:47but to show you, to give you some specifics about how Joint Doctrine
02:51would have you executing cyber operational plans.
02:56So Doctrine, in a very broad sense, a very general sense,
03:01what is doctrinal is Doctrine tells you how you're going to do certain things,
03:07the process by which you are going to do them.
03:10So Joint Doctrine would be something,
03:12it's a process that would influence the way you would think about going from the strategy,
03:18which you may or may not have developed,
03:20it may have been developed by the civilian leadership,
03:23to the tactical actions on the ground,
03:26and it will guide you through a way of getting a process whereby you would get to that point.
03:33The purpose behind Doctrine is to standardize the way that a military operation
03:38or a military organization executes operations.
03:41So again, in this module,
03:45the intent is to introduce you to the operational planning piece
03:52and to operations, if you will.
03:54And there are some readings in there that are fairly specific in terms of doctrine.
03:59There are some readings in there that talk about the operational art,
04:02you know, trying to understand how we come to understand the relationship between strategy
04:09and tactics in our operational plan.
04:12And some examples of the last reading is, you know,
04:18there's a discussion about operational art for cyber planning.
04:21So that's the intent of module four.
04:25So what we should, the objective is what we should come out of module four with
04:29is an understanding of what a plan, an operational plan is.
04:33And again, the doctrinal, the book will give you the joint staff publication,
04:37will give you some specifics on that.
04:39But understanding, beginning to get a sense, rather,
04:42for how we're going to translate these large strategic principles
04:47and the theory of strategy into the tactical actions that you're going to need to accomplish.
04:53And we're going to do that through operational plans,
04:57the linkage, again, between the strategy up here and the tactics down here.
05:03This course is not designed to give, to be, to make you a cyber tactician.
05:08It is designed to help you understand cyber strategy and strategy in a big sense and planning,
05:16because the planning side of this thing is probably the most critical
05:19because it's what links together the strategy with the individual actions.
