00:19With security tightened around Chief Minister Hemant Sarain's residence, is Jharkhand heading for another showdown?

00:33Twenty days on, the streets of Ranchi continue to echo with the demands of protesting students.
00:39The August 10th, Vidant Sabha Gherao ended with police action, including lati charge and water cannons.
00:44But the crackdown has failed to bring the agitation to an end. Instead, the protest has intensified.
01:03Security has now been significantly strengthened around Chief Minister Hemant Sarain's residence.
01:09Students have warned that they will lay siege to the Chief Minister's residence after 15th August, if the government fails
01:15to act.
01:16The district administration and police are on high alert.
01:18Over 100 additional personnel have been deployed and barricades have been erected on key roads.
01:24Traffic has been diverted around Maurabadi.
01:26Drones and plainclothes police have also been deployed.
01:29Look at this massive barricading. That's the main premises of Chief Minister's residence.
01:35Heavily fortified and barricaded security deployment apparatus has been placed.
01:40And even on the boundary line, the boundary area of the Chief Ministerial residence, the periphery, has also been heavily
01:46fortified with these barricades throughout the 500 meter stretch.
01:50That's also adjacent to the residence of the Speaker of Jharkhand Assembly.
01:54And now, along with the security apparatus, the whole of this residential area have been fortified with the barricading.
02:01At the heart of agitation is protest leader Devendra Mathur.
02:05Hospitalised amid his anger strike, Mathur has now returned to Ranchi's civil surgeon, seeking permission to return to the protest
02:12site.
02:13In his letter, Mathur says students are fighting for their rights.
02:16For him, he says, the agitation is not merely a protest, but a responsibility and a source of hope.
02:24The BJP is backing the students and is now mounting direct pressure on the Soran government.
02:29Former Chief Minister Aghubar Das has threatened to go on a hunger strike if the state government fails to recommend
02:34the CVI probe into alleged examination irregularities.
03:02The BJP is also demanding an inquiry into the police action during the August 10th March.
03:09Meanwhile, the police crackdown is also translated into legal action.
03:13An FIR has been registered in connection with the Ranchi SNB March.
03:16It names 100 individuals, while another 500 protesters have been booked as unidentified.
03:46The standoff in Jharkand is far from over.

14:01so now this is a murder of democracy,
14:03those students who have been saying,
14:05you have imposed charges of attempt to murder against them,
14:10and where was any grievous injury to any policemen,

14:15don't criminalize an entire generation,
14:17just because they dare to question your government,
14:19Mr. Hemant Sorinji,
14:20and if your government is strong,
14:22if your governance is strong,
14:23answer the questions,
14:24why are you answering the questions with FIRs,
14:26lattes and barricades,
14:27a government that cannot conduct examination fairly,
14:30has no moral authority,
14:31to lecture students on discipline,
14:33and more so over large fabricated FIRs,
14:36you cannot manufacture a law in order crisis,
14:38and then use the crisis to silence,
14:40a legitimate student movement,
14:42the students are asking for their future,
14:43the government is giving them FIR numbers,
14:45and that to under section 109,
14:47as I pointed out,
14:48which amounts to attempt to murder,
14:50that tells you everything about the priorities of the government,
14:53if there is evidence against an individual,
14:55prosecute that individual,
14:56but blanket criminalization of student is nothing but,
15:00political intimidation,
15:01and the main demand of the student still remains unfold,
15:04the cancellation of CGL examination,
15:06see the High Court had written in its judgment,
15:09that if there be any foul play is discovered,
15:11at a later stage in the appointment,
15:14then the government has the right to cancel,
15:16now they are hiding behind that plea,
15:18and saying that the High Court has not allowed,
15:19that is valid misinterpretation of any law,
15:22Priti and what is happening on the streets of Rarchi,
15:26is absolutely shocking,
15:28the Chief Minister is not talking to them today.
15:31All right, Saral Patel, to bring you in,
15:34it's your government as well, Mr Patel,
15:36the Congress is supporting the Jharkhand government,
15:38are you supporting the deadlock that continues till now,
15:41where last night electricity was cut off,
15:44from the site where the students are protesting,
15:46and as the BJP spokesperson just pointed out,
15:49that now you are using the worst kind of political,
15:53and policing crackdown on the students.
15:56Priti, before I respond to your questions,
15:59I would quickly like to point out a few facts,
16:02that my friend from the BJP raised,
16:04you know, it seems that BJP is desperately,
16:06trying to create a false equivalence,
16:09between what happened in Rarchi and Jantar Mantar,
16:11but let us compare the facts,
16:13not the rhetoric,
16:13In Jharkhand, the state CID had already begun investigations,
16:17and 11 arrests were made,
16:19way before the students even started protesting.
16:22Within 48 hours of them protesting,
16:25Congress leaders, as you pointed out,
16:27despite being part of the government,
16:29went to the protest site,
16:30sat with the students,
16:31heard their grievances,
16:32and engaged with them.
16:33And when the confrontation happened in Rarchi,
16:36there was a restraint.
16:37Jharkhand police were identifiable with their name tags,
16:42there were no pilot guns,
16:44there were no AK-47s,
16:46there were no masked men operating alongside the police people,
16:50no nail-studded latis,
16:51and let me tell you,
16:52what else did not happen in Jharkhand?
16:55Nobody called the protesting students gutter generation,
16:58nobody called them Bangladeshis,
17:00nobody called them ISI agents,
17:02or Chinese agents,
17:03and nobody said that women protesters would enjoy getting raped.
17:07Now compare that with what happened in Jantar Mantar.
17:10For 20 days,
17:12the government did not engage with the protesting students,
17:16and this was 86 days after the need paper was leaked.
17:20And then came the brutal crackdown on the protesters.
17:25And in Jharkhand,
17:2698% of the students' demands have already been met,
17:31with the CBI investigation being the principal outstanding demand.
17:35So why is BJP so insistent on the CBI investigation?
17:40They have a track record of zero
17:42in all the 17 examination investigations that they have done.
17:47So this seems to me like a BJP trying to save the paper leak mafia.
17:52And my friend from Jharkhand was also saying
17:55that, you know,
17:56CGL should be cancelled.
17:59CGL examination...
18:00But Mr. Patel,

18:02you might make all the comparisons with Jharkhand,
18:05but that doesn't quite...
18:06and Jantar Mantar,
18:08but that doesn't justify what really is happening on ground.

20:07And as far as the CBI inquiry is concerned,
20:09let me tell you, Prithi, just 10 seconds,
20:11why are we demanding a CBI inquiry?
20:13Because 400 students got selected from state of Haryana,
20:16which is like 2,000 kilometers from here.
20:18And the regional language of Jharkhand is not known to people outside the state.
20:22So, how were they qualified?
20:23So, CBI is the agency.
20:2530 seconds, Mr. Patel.
20:27So, since 2015, there have been 152 paper leaks.
20:3117 investigations have been handed over to CBI.
20:34Yet, CBI's conviction record in this case is zero.
20:37In Jharkhand itself,
20:38GPSC2 examination scam came to 4 in 2012,
20:42when Arjun Munda government was in power, the BJP government.
20:47CBI investigation from 2012 to 2014 was performing at a good pace.
20:53Prithi, let me point out the same.
