00:10The move will allow the government to fast-track funding for relief and reconstruction as hundreds of people remain missing.
00:18The emergency declaration also gives the president powers to take measures that would normally need congressional approval.
00:25De la Esprea says the government will set up what he calls a miracle fund to collect national and international

00:33The money will go towards rebuilding hospitals, schools, roads and airports damaged by the quake.
00:39The government is also offering help with utility bills and rent for people who lost their homes, along with tax
00:45relief and direct financial support.
00:47Meanwhile, 496 people are still missing after Monday's earthquake which hit several cities in Western Colombia.
00:55De la Esprea says finding those people remains the government's top priority.
