00:08It's just after 7 and tanker driver Carlo Broa is on his morning run from the Kwinana
00:14fuel depot to a service station in Ascot.
00:17Within minutes he stopped.
00:1917 kilometres an hour instead of 100.
00:22A 45 minute crawl along the Kwinana freeway.
00:25It's an all too familiar story for fuel company Atlas.
00:28It can be anywhere from an hour to two hours that they're sitting in the traffic.
00:32And it's only going to get worse.
00:35The state and federal governments have committed 700 million dollars to widening this section
00:40of the Kwinana freeway with work due to begin next year.
00:44It's the first of many projects with billions of dollars to be spent upgrading roads.
00:49As Kwinana prepares to host AUKUS submarine support facilities, a defence manufacturing
00:55precinct and Westport, the state's future container port.
00:59The transformation could take at least a decade.
01:02This is off the charts and we've never seen anything like it.

01:09The Industry Council says Kwinana will be completely unrecognisable in just a few years.
01:16But as the suburb transforms, there will be growing pains.
01:20The challenge, keeping Kwinana moving while it's rebuilt.

01:27The fertiliser to grow our foods comes out of Kwinana.
01:30Even the oxygen going into our public hospitals comes out of Kwinana.
01:34Waste contractor Veolia is already planning to roster extra trucks and drivers to keep curbside collections on schedule.
01:43We'll at least need an extra two trucks on the road in that southern corridor.
01:47It just means it's an extra cost. We have to have extra trucks and extra drivers.
01:50By the time Carlo pumps his first delivery, he's already more than half an hour behind schedule.
01:57And the major roadworks haven't even begun.
