00:00is focused on hidden in plain sight, confronting the Muslim Brotherhood
00:06Network in America. You may notice that there are empty chairs on the Democrat
00:13side of the dais. The American people should ask themselves why not a single
00:20member of the minority decided that a hearing on terrorism was worth their
00:26time. It is an embarrassment and a disservice to the thousands of American
00:34victims of the Muslim Brotherhood, including most recently the dozens of
00:40Americans who died on October 7th at the hand of Gaza's Muslim Brotherhood branch,
00:48Hamas. Beginning in the 1990s, America has endured a litany of terrorist
00:56attacks that we must never forget. The first World Trade Center bombing, the
01:05Kobar Towers bombing, the East Africa Embassy bombings, the bombing of the USS
01:13Cole, and of course September 11th. Yet as America prepares to confront Muslim
01:21jihadist terrorists overseas, a different challenge was already emerging, one that
01:29did not seek to conquer America through military force, but through a long-term
01:35influence campaign from within. In 1991, the Muslim Brotherhood drafted what became
01:43known as the explanatory memorandum, discovered by FBI investigators in 2004 in Annandale, Virginia,
01:51just across the river from where we sit today. The memorandum described what it called a,
01:59quote, civilizational jihadist process in North America. And it explained that process in
02:09unmistakable terms. It declared that the Brotherhood's work in America was, quote, a grand jihad in eliminating
02:20and destroying the Western civilization from within and sabotaging its miserable house by their hands and
02:29the hands of the believers. But the memorandum did not stop at simply describing an objective. It also explained how
02:38to get there.
02:39It called on the Brotherhood to, quote, master the art of coalition building, and to, quote, absorb, contain, and
02:50cooperate with the existing Islamic organizations in order to advance its mission in North America.
02:59History has taught Americans the danger of dismissing determined jihadist movements because their ambitions
03:07seem too extreme to be real. The present members of this subcommittee will look at two questions.
03:16First, how the Muslim Brotherhood built its network in America. And second, what that network looks like today.
03:26The Muslim Brotherhood spawned Hamas, influenced the ideology of Al Qaeda, and gave rise to multiple terrorist organizations.
03:36Egypt, Saudi Arabia, the UAE, and now the United States have all designated the Muslim Brotherhood
03:43as a terrorist organization. One of President Trump's most important national security accomplishments in the
03:51culmination of a decade-long effort that I've been proud to lead in Congress through repeated legislative measures.
04:09In 2008, the Holy Land Foundation, then the largest Muslim charity in America, was convicted on 108 counts of funneling
04:22money to Hamas,
04:24laundering funds, laundering funds, and tax fraud. Five of its leaders received sentences of up to 65 years.
04:35Let me say that again. The largest Muslim charity in America, in 2008, funded Hamas.
04:45The same Hamas that murdered over 1,200 innocent Israelis, as well as civilians from 52 other countries on October
04:537th.
04:54The same Hamas that kidnapped children, that raped women and little girls, that held innocents hostage, including dozens of Americans.
05:03The Holy Land Foundation trial produced an extraordinary body of evidence, wiretaps, internal memos, organizational charts, meeting transcripts,
05:15laying bare the Brotherhood's sprawling American infrastructure.
05:21Most importantly, prosecutors identified what they alleged was a broader network of organizations operating within the United States.
05:33That list included the Islamic Society of North America, the North American Islamic Trust, and most notably, the Council on
05:43American Islamic Relations, CARE.
05:46These organizations did not appear overnight.
05:50They began on college campuses in the 1960s.
05:54They were built patiently, over decades, through exactly the kind of institution building and coalition building described in the explanatory
06:06memorandum.
06:06Now, let's look at the Muslim Brotherhood Network today and its influence in the United States today.
06:16In fact, just yesterday, Abdul El-Sayed, the son-in-law of a leading member of several Brotherhood groups, won
06:29Michigan's Democrat primary for U.S. Senate.
06:31Perfect timing for this hearing, probably explains why no Democrats are here and none intend to attend.
06:42Because their campaign is now openly embracing terrorist organizations waging war on America.
06:51Behind El-Sayed's political rise sits a much older and more entrenched institutional network.
07:00At the center of this sprawling network is the Council on American-Islamic Relations.
07:06CARE was founded in 1994 by Brotherhood affiliates.
07:12Omar Ahmed and Nihad Awad, two of CARE's founders, were both captured on FBI wiretaps at the 1993 Philadelphia meeting,
07:23where Brotherhood leaders plotted to undermine the Oslo peace process and rallied broad support for Hamas in the States.
07:33Months later, CARE emerged as a non-profit.
07:39Many people associated with CARE have actively aided terrorism and criminal efforts.
07:46For example, senior CARE official Ghassan El-Ashi was sentenced to 65 years for funneling over $12 million to Hamas.
08:00Randall Royer, a former CARE communication specialist, served 13 years for helping friends join the Taliban.
08:11Bassem Kafagi, CARE's former community affairs director, was deported after pleading guilty to fraud.
08:21And Muthana Al-Hanuti, former CARE Michigan director, was convicted in 2011 for violating U.S. sanctions.
08:31This pattern is not a coincidence.
08:35The Holy Land Foundation prosecution revealed that these organizations did not operate in isolation.
08:41They functioned as part of a broader Muslim Brotherhood ecosystem.
08:46When one organization collapses, another quickly emerges, often led by many of the same individuals.
08:56Consider the Islamic Association for Palestine, or IAP, one of the original Brotherhood organizations identified during the Holy Land Foundation
09:06trial.
09:07After IAP was driven into bankruptcy through civil liability for supporting terrorism, its leadership did not disappear.
09:18They simply reappeared elsewhere.
09:22Rafiq Jabeer, IAP's former president, became a founding board member of CARE.
09:31Osama Abur-Shayed, once employed by two Brotherhood organizations, including IAP, now leads American Muslims for Palestine, or AMP.
09:45Salah Sarsour worked for IAP before later joining IAP's board.
09:52He was recently arrested by ICE.
09:55The names change, the nonprofits change, but the people and the mission remains remarkably consistent.
10:04UAE rightly designated CARE as a terrorist organization in 2014, more than a decade ago.
10:11My home state of Texas has done the same.
10:13Today, this network sustains itself through interlocking nonprofit organizations, advocacy groups, litigation, political organizing, and taxpayer-funded grant programs.
10:28They file lawsuits.
10:31They lobby legislatures.
10:33They train activists.
10:35They organize on college campuses.
10:37They challenge school curricula and school policies.
10:42They conduct media campaigns and public advocacy.
10:46And they win statewide Democrat primaries.
10:52As recently as just yesterday.
10:55Consider how CARE's leaders responded after October 7th, when Hamas murdered more than 1,200 innocent people in Israel, the
11:05deadliest massacre of Jews since the Holocaust.
11:09CARE's executive director and co-founder, Nahad Awad, declared publicly that he was happy to see people breaking the siege.
11:18Happy at that horrific terrorist attack.
11:24Children murdered in their cribs.
11:28And Nahad Awad was, quote-unquote, happy.
11:33I can't even share the photos and video footage that I have watched of what transpired on October 7th.
11:42Because watching it will make you physically sick.
11:45On the very day that Hamas carried out its massacre, Zahra Ballou, executive director of CARE's San Francisco chapter, celebrated
11:55the attacks by posting, quote,
11:58We are witnessing decolonization.
12:01Months later, she referred to Hamas leader Ismail Hanayeh as a martyr.
12:09CARE California CEO, Hussam Alush, said, quote,
12:13Quote, Israel should be attacked.
12:18Understand, terrorists slaughtered entire families, kidnapped children and grandparents, raped women, and burned civilians alive in their homes.
12:32How do we know this?
12:35Because they recorded it themselves.
12:37In many instances, the terrorists took video footage of their heinous act, gleefully screaming,
12:46Allahu Akbar.
12:47They were proud of their barbarism.
12:52And CARE supported the attacks on Israel.
12:56CARE did not merely issue statements.
12:59They assisted the broader Muslim Brotherhood network as it coordinated legal support and strategic guidance for the violent campus encampments
13:10and riots at over 100 campuses around the country.
13:15The stories on college campuses were horrific.
13:20At the University of Washington, the granddaughter of Holocaust survivors was called names, spit at, laughed at, and told to,
13:30quote,
13:31Go back to the gas chambers.
13:35Not a lot of subtlety and nuance in that one.
13:38At Columbia, when Jewish students were engaged in a patriotic display of waving the American flag and the Israeli flag,
13:48an extremist posed with a poster saying, Al Qassam's next target.
13:56Al Qassam is the military arm of Hamas, responsible for conducting its terrorist organizations.
14:05Extremists are literally calling and advocating for the death of Jewish students on campus.
14:11And by the way, the extremist who was in that photograph was not from the Middle East.
14:18She was not Palestinian.
14:21She was a pretty blonde girl from Georgia who went to Columbia to be radicalized by zealots who hate America.
14:31The situation got so bad that the Orthodox rabbi on campus, Rabbi Elie Buechler, had to make this public statement,
14:41quote,
14:42The events of the last few days have made it clear that Columbia University's public safety and the NYPD
14:49cannot guarantee Jewish students' safety in the face of extreme anti-Semitism and anarchy.
14:57I would strongly recommend you return home.
15:04That is a university that is failing its most basic mission, which is to protect the safety of the students
15:11enrolled at that university.
15:14The events we witnessed on college campuses after October 7th did not emerge from nowhere.
15:22They were not spontaneous.
15:23They were not organic.
15:24They were the product of an organized network that has spent decades building influence inside the United States.
15:35Just look at this dais.
15:37My Democrat colleagues have chosen not to participate.
15:40That's their right.
15:41But an oversight hearing that one of the two major parties refuses even to see
15:50is exactly the outcome these organizations that we're discussing have spent 40 years working to produce.
16:02My promise to the American people is to hold accountable those who finance and support terrorism on American soil.
16:10No matter how many tax exemptions, charitable registrations or civil rights letterheads they hide behind.
