00:04I've been thinking a bit more about this shocking tip
00:06that we confirmed yesterday,
00:08the Victoria Police decision to stop taking cars away
00:11from dangerous drivers.
00:13Statewide, the impoundment program is operating
00:17at a reduced capacity.
00:18The official words are resourcing constraints
00:21impacting the vehicle impound support unit.
00:24I think the words probably should just be staff shortage
00:26at the impound lot.
00:27And it means for the next eight or nine days,
00:30only a fraction of the dangerous drivers
00:33that are pulled over by police
00:34will have their cars taken away from them.
00:36And it'll be the same again after January too.
00:39They'll manage to resource the impound lot properly
00:42for the road safety policing operation
00:46that runs Christmas to New Year's.
00:47But from early in the New Year,
00:49reduced capacity will kick in again.
00:52We don't know for how long.
00:53And it means groups of rogue drivers
00:57will be left on the roads with their cars.
01:00Officially, they're the unauthorised driver category.
01:04And that, you know, my God, that sounds innocuous enough.
01:05That sounds almost minor.
01:07No, that is the category of driver
01:09that is responsible for three quarters of the cars
01:12that police lock up every year.
01:15I went out and had a look with Nine News
01:18a couple of years back
01:19when there were some record numbers
01:20going through the impounds lots at the time.
01:23The vast majority of those cars
01:26taken away and impounded
01:28were for all the things
01:30that police are about to be going easy on.
01:32So in 2021, when I went for a look,
01:34there were about 11,500 vehicles
01:36impounded for that year before.
01:38Around half, 5,499 were for driving
01:43while disqualified or suspended.
01:44Another 20%, another 2,300
01:46were for unlicensed driving.
01:48One in 10 were for drink driving.
01:50Or for speeding at a high level.
01:52So it's serious enough
01:53that cars are taken away
01:54for all of these offences.
01:56But apparently, it appears now
01:57only when we can afford it.
02:01So under this new world of stretched resources,
02:04only a third of those caught
02:05will have their cars taken away.
02:07The other 70% get to keep the keys.
02:10Keep their wheels.
02:11What a joke that must be
02:13for police pulling them over.
02:14What a ridiculous message to be sending.
02:17I mean, what's next?
02:18Cutting back breath tests
02:20because it's too expensive.
02:21We've tried to get police
02:23to come on and explain it today.
02:24We've sent questions through
02:25to the police minister
02:26and to the road safety minister.
02:28Neither of them are available.
02:30But this has to be fixed
02:32or the entire stay safe on the road
02:34and police will be out there
02:36to keep you safe messaging
02:38becomes an absolute joke.

02:42If we're not taking the cars away,
02:44or we'll only take the cars away
02:45when we can afford to.
02:46The rest of the time,
02:47it's, off you go, sunshine.
02:49Please don't do it again.
02:52And there'll be a fine in the mail.

02:56I think it makes a joke of the message
02:58and messaging around road safety.

03:02we are going to take it all very seriously.
03:04Please stay safe on the roads.

03:07for all these various things.
03:10But if you get behind the wheel again
03:11and you're disqualified
03:12or you're unlicensed,
03:14you'll be able to keep going on your way.
03:15You won't lose the car.
03:18It must be so frustrating

03:34Oh, this is like the bail system
03:36for the Alan Labor government now with cars.
03:38You can't turn around and say
03:40we're going to pull over people
03:41for disqualified driving
03:42or driving while suspended.
03:44You've only lost your licence
03:45because you were either drink driving
03:47or driving excessively.
03:48So they're already bad drivers
03:50and now we're going to say to them,
03:51but you can keep your car.
03:51It's just ridiculous.
03:53Have you heard of this?
03:54I mean, are there a huge number
03:56of resources inside
03:57that would need to be inside
03:58the impound lot to keep it running?
04:00I wouldn't imagine
04:01there's too many resources in there.
04:02You put a big fence around it
04:03and make sure the cars stay in there
04:04and someone to sign an in and out.
04:06So I wouldn't imagine
04:07there's huge resources.
04:09But the message is quite clear
04:10that the government
04:11hasn't given the resources they keep.

04:14You've been at those press conferences
04:15where they turn around and say,
04:16we'll give the police
04:17every resource they need.
04:19Well, community safety
04:20is on our roads as well.
04:21It's not just in the crime.
04:22And we know that the numbers
04:24have gone up again
04:25in deaths on our roads.
04:26And we need to make sure
04:27that we keep them down
04:28as low as possible
04:29because every life matters.
04:30It's the second line
04:31of the statement yesterday.
04:32The reason this is happening,
04:34operating at a reduced capacity,
04:36this is a result
04:36of resourcing constraints.
04:38Well, that comes down to...
04:40There are resourcing constraints.
04:40What can that be?
04:41That has to be people or money, right?
04:43It's got to be people or money
04:44and it's probably a mix of both.
04:45You know, the government
04:46have cut $50 million
04:47from the Victoria Police budget.
04:49That's in their own figures.
04:50We can't deny it.
04:51And the second thing is
04:52there's 2,000 vacancies
04:53across our police rosters.
04:56So whether that's impacting it
04:58and maybe they're needing
04:59to get more people out
05:00back onto the street
05:00because they can't fill
05:01the 2,000 vacancies.
05:03But the government
05:03needs to be able to answer this.
05:05But at the end of the day,
05:06the traffic coppers out there
05:07who I've known many of them
05:08in my lifetime,
05:09they literally go to work.
05:10They cop the probably most abuse
05:12of all police officers,
05:13but they're there
05:14to keep our roads safe.
05:16At the end of the day,
05:17some of the fines they give
05:18is the fine that saves someone's life.
05:20Taking a car off someone
05:21may have saved a family.
05:22We'll never know
05:23what the prevention is
05:24when they do it.
05:25There's a 10-line statement
05:27and that's the only thing
05:29they've said publicly about it.
05:31No explanation for it.
05:32It talks about how there'll be
05:33other enforcement measures
05:34like penalty enforcement notices
05:36and referrals to court,
05:37but you're still keeping your vehicle.
05:40That seems completely counterintuitive.
05:43It's said this is the bail system
05:45where they turn around and say
05:46we're going to be tough on you
05:47and bring you to the court system,
05:48but then we're going to give you bail
05:49every time you re-offend.
05:51This is now with cars.
05:52Look, we're going to make sure
05:53we pull you over,
05:54but we're going to let you
05:55keep your car,
05:56whereas the idea this was brought in
05:57was because the evidence was there.
05:59Too many people

06:03because they had access
06:04to their vehicle.
