00:26What I will say is this, that this Prime Minister has said throughout that he wants to devolve power,
00:34that big decisions over people's lives need to be taken as locally as possible.
00:38Yet what this social care plan does is the complete opposite by effectively nationalising and centralising adult social care,
00:48which is currently carried out by local councils all over the country.
00:52And so I can't quite work out what Mr Burnham really believes in.
00:56Does he believe in devolution or does he believe in centralisation?
