"I WOULD HAVE TO STOP YOU NOW"

Presiding Officer Chiz Escudero interrupted House prosecutor Rep. Leila de Lima’s opening statement following repeated objections from the defense during the impeachment proceeding on Wednesday, July 29.

00:00Mr. Senate President, Mr. Presiding Officer, Honorable Senator Judges,
00:42That a budget is intended for confidential operations does not mean that the conduct of the officials involved in the
00:49handling of people's money
00:50is exempted from the demands of transparency, scrutiny, and accountability.
00:58Public office is a public trust.
01:37The Constitution entrusts this court with a solemn duty to determine whether the respondent vice president committed culpable violation of
01:45the Constitution,
01:46graft and corruption, and betrayal of public trust.
01:50The evidence will show that she did.
01:53This case, Article 1, is about $612.5 million in confidential funds entrusted to VP Sara Duterte through the Office
02:04of the President and the Department of Education.
02:07This is not about one missing receipt.
02:09This is not about a clerical error or accounting mistake.
02:13The evidence will reveal a pattern, a systemic course of conduct that, taken as a whole, demonstrates graft and corruption.
02:21and betrayal of public trust.
02:24With the permission of the Honorable Dilema, yes, Counsel for Respondent.
02:31Again, Your Honours, I think we have to object to the statements being made by the Honorable Dilema, with all
02:37due respect, of course.
02:38Your Honours, they can do that through the offer of their evidence, Your Honour.
02:42Chair will instruct the Honorable Dilema to kindly limit her statements.
02:46I was listening intently in the beginning.
02:48It was okay, Honorable Dilema, but later on, you did make conclusions of law already, which are the chair orders
02:54to be stricken from the record.
02:56You may wind up, Honorable Dilema, but kindly avoid conclusions of fact and law.
03:01Your Honours, please.
03:02If I may just be given just a few seconds.
03:05Your Honours, ang naging problema natin nung huling pagkakataon na pinayagan natin yung ganitong statement, at nasabi na nga ng
03:12presiding officer, is kahit naman i-strike off the record natin.
03:16Eh narinig na po, at nasabi na.
03:17So, to allow, Your Honours, again, a continuation of such, is really goes into the matter of fair play, Your
03:26Honour.
03:29Honorable Dilema, kindly wind up.
03:31Again, you were forewarned beforehand to kindly limit your statements, hence you are faced again with a similar situation.
03:37Kindly wind up, Honorable Dilema, and call your witness.
03:39Ang dami pong malalampasan sa aking opening statement, because it is supposed to be an overview of the case, the
03:48overview of the evidence.
03:50To let the witness speak, not the counsels, insofar as the evidence is concerned, or conclusions of both fact and
03:56law.
03:56Kindly wind up, Honorable Dilema.
04:00I submit, Your Honour, and so I will wind up.
04:21When the Filipino people entrusted their money to Vice President Sara Duterte, was that trust honored?
04:29That question will not be answered by politics, by general denials, by press releases.
04:37It will be answered by the witnesses, by the documents, by audit, and by the evidence, and the prosecution is
04:44ready to present it.
04:46Sa kapuuan ng ebidensya, makita ang hindi lang mga simpleng irregularidadan nangyari.
04:51Objection, Your Honour.
04:52Again, objection, Your Honour.
04:53Again, objection, Your Honour.
04:54An systematikong para, Honour, this is out of time.
04:55I would have to stop you at this point.
04:57The continuing objection of the respondent is duly noted.
05:00I would have to stop you at this point.
05:02And I have to stop now.
05:03My due apologies, but kindly call your witness already.
05:06Thank you, Your Honour.
05:07I submit.
05:07Thank you very much.
