00:004 araw bago po ang State of the Nation address ng ating Pangulo,
00:04himayin po natin ang mga naging tagumpay ng hubung sandatahan ng Pilipinas sa nakalipas na isang taon.
00:09Paano nga ba patuloy na pinapalakas ng AFP,
00:12Undepensa at Servisyo para sa Bayan?
00:14Live natin mga kapanyang mga kanilang tagapagsalita,

00:19Welcome po sa Horizon Show in Pilipinas.
00:21Good morning, Joshua.
00:22Good morning, Diane.
00:23And thank you for having the AFP here this morning.
00:25Alright.
00:26Colonel, unahin po natin ang direktiba ng ating Pangulong,
00:281300 Marcos Jr. para sa buong AFP.
00:31Ano po ba ang nais ng ating Pangulo?
00:33Well, basically, katatapos lang din ng command conference natin,
00:37graced by none other than our commander-in-chief,
00:39si President Marcos Jr.
00:42And of course, inilata natin, inilatag natin kung ano na yung mga gains and accomplishments
00:48ng Armed Forces of the Philippines throughout this year.
00:51And ang guidance naman ng President to sustain these gains.
00:54And ang pinaka-highlight din is yung BARM elections na paparating.
01:02So this is one of the significant gains of the Philippines actually in the peace process.
01:09And yun nga, to make sure na maging peaceful nga ito.
01:13So makikipagtulangan tayo sa iba't ibang ahensya dyan as we continue with our internal security operations,
01:18transitioning to territorial defense.
01:21And of course, ang pinaka-importante dyan, yung ating mga humanitarian assistance and disaster response.
01:26Okay, speaking of gains, bukod po dyan, Karnot Padilla,
01:29ano po yung mga recent accomplishments ng AFP for this past year?
01:33Well, for the past year, tuloy-tuloy yung ating, of course, mission sa ating sandatahang lakas ng Pilipinas.
01:39So in terms of internal security operations, Diane,
01:41meron tayong around 800 plus na nan-neutralize sa ating mga communist terrorist groups.
01:51And ang magandang i-highlight dito sa accomplishment na 800 plus is 700 plus dito ay surrenderies.
01:59So makita nyo na when we open the doors of peace,
02:02mas pinipili nila na magbalik loob sa ating pamahalaan.
02:06So yun ang magandang i-highlight, not the exact number, but of course, ito ngang how this number,
02:13ano, paano natin nakuha itong numero na to.
02:16So with that, we also have our local terrorist group na nasa around almost 100.
02:23And ang malaking numero din dito, surrenderies pa rin.
02:26And dito sa LTG, ang magandang i-highlight dito is yung peace process natin.
02:33Dito daw po sa UN, nasa around 200 ang tinitignan nilang peace processes that are happening all over the world.
02:42And ang pinakasignificant doon is itong Philippines.
02:45So even the UN is monitoring itong magiging kahihinatnan po ng magiging election natin sa BARM.
02:53And of course, as I said, yung ating humanitarian assistance and disaster response,
02:57sa lahat naman ng sakuna, unang-una din po ang inyong AFP na tumutulong at patuloy mula sa pag-prepare
03:04hanggang sa actual na search and rescue operations.
03:07And of course, dito sa pag-pagbangon nitong mga lugar na ito.
03:13And ito nga, mainit-init na mga balita, yung territorial defense operations natin.
03:18So kung titignan nyo po yung ating territorial defense operations, patuloy natin na we're holding the line.
03:22Ang ating mga AFP are deployed all over these features, maintaining itong, of course, making sure nandyan yung ating sovereignty
03:32and our sovereign rights are maintained.
03:36And yan, patuloy yung paglawig ng ating alliances with like-minded nations and well-meaning nations.
03:43Nakikita nyo, napakaraming bansa ang kaisa natin dito sa usaping ito.
03:46And Colonel, paano po nakatulong yung legislative, yung suporta at legislative priorities ng kasalukuyang administrasyon
03:54pagdating naman po sa pagpapalakas ng moral, welfare at operational readiness ng ating mga sundalo?
04:00Well, una sa lahat yan, Joshua, yung modernization natin.
04:04So kung titignan mo, malaking tulong ang suporta ng ating policymakers dito sa pag-implement nga nitong modernization projects natin.
04:11And nakikita nyo nga na gumaganda na yung mga assets natin and mas modern na nga sila, mas malalakas yung
04:19mga capabilities nila.
04:21Andyan yung ating domain awareness na mga equipment.
04:25And makikita na natin na even yung alliances natin with like-minded nations and well-meaning nations na o-augment
04:32ito.
04:32And katuwang yan, yung paglabas ng revitalized SRDP law na priority ang indigenous materials and kung ano ang meron ng
04:43Pilipinas.
04:44Yung self-reliance defense posture.
04:47Lahat ito encompassing sa tinatawag natin comprehensive archipelagic defense concept.
04:52So yung konseptong ito, in a nutshell nga, komprehensibong pamamaraan kung paano natin poprotektahan ang ating bansa binang isang archipelago.
05:01So yun, sama-sama tulong-tulong tayo and malaking factor ang suporta nga ng ating mga policymakers dyan.
05:09Well, talakayin po ulit natin tungkol sa West Philippines yan, tungkol sa exclusive economic zone ng ating bansa.
05:15So paano po napapalakas po ng AFP yung ating presensya at maritime domain awareness patating po sa pagprotekta po sa
05:22ating teritoryo?
05:23Well, Diane, ang unang-una dyan, continuous yung presence natin dyan sa area.
05:29So we conduct regular maritime patrols by air, by sea.
05:33Lagi yan, hindi tayo nawawala dyan sa areas na yan.
05:36And of course, all over the Philippines.
05:39Kung makita nyo nga, with the modernization, nandyan dyan na din yung mga equipment natin.
05:43And itong nga shift natin from internal security operations to territorial defense, yung resources dito na si-shift natin towards
05:51territorial defense na rin.
05:52So we have more people on the ground, we have salient basis on significant points.
05:59Nandyan dyan na siya with the comprehensive archipelagic defense concept.
06:03Well, ito pong mga sunod-sunod na conflicts na naranasan natin sa West Philippine Sea at patuloy na agresibong aksyon
06:08ng China.
06:09Kumusta po ang moral ng ating mga sundalo?
06:11High moral pa rin naman ang ating kasundaluhan.
06:16Ang mga tropa natin on the ground, nandyan yung kanilang puso na talagang maglingkod dyan sa areas na yan.
06:23They are trained, they know itong mga rules of engagement, and they abide by them.
06:29Nandyan dyan naman tayo, we always support them. Ang buong sandatahang lakas ng Pilipinas, tulong-tulong tayo towards one goal,
06:36one mission.
06:37That is to protect our sovereignty, and of course, maintain our sovereign rights.
06:42How about naman po yung ating mga maingis ng Pilipino doon po sa may lugar?
06:46Well, ganun din tayo, nakikipagtulangan tayo dyan with other agencies as well.
06:50Ang AFP, nandyan dyan, we're doing our maritime patrols, and together with the Coast Guard and the BIFAR,
06:56lagi tayong nandyan sa area, naghahalinhinan tayo, and we augment and support each other dyan sa pagprotekta din sa ating
07:05mga maingisda.
07:06So, ang ating mga maingisda, patuloy lang nilang gawin ang kanilang hanap buhay, and enjoy the resources that we have
07:13in our own waters.
07:14Now, speaking of presence, Colonel, from your perspective po, paano po nakatulong yung mga joint at multilateral military exercise,
07:22tulad po ng mga balikatan, kasama po yung ating mga kaalyansang bansa?
07:26So, maganda yan. Nakikita natin nga yung support nitong mas maraming nations towards our own singular goal.
07:34That is to maintain a free and open Indo-Pacific.
07:37Pare-pareho tayo ng gustong mangyari.
07:39So, nakikita nyo dyan, nandyan dyan sila, bringing in their assets, their resources, augmenting us.
07:44And itong mga maritime patrols natin, kasama na din dyan yung ating multilateral maritime engagements.
07:52And kung makita nyo nga, yung balikatan exercises this year was really one of the biggest.
07:56Dati, two countries lang yan, US and the Philippines.
07:59Now, there's seven countries that are involved.
08:01And more and more nations are signing status of visiting forces agreements and meron nga pa rin tayong RAA, yung
08:08Reciprocal Access Agreement with Japan.
08:10So, nakikita natin na ang mga iba't-ibang nasyon all over the world, kaisa natin dito sa goal na ito.
08:18Okay. Nabanggit nyo rin kanina, Colonel Padilla, humanitarian assistance, especially ang EFP.
08:22Naasahan talaga natin kapag may mga disaster, you're always there to help and give assistance to our fellow Pilipinos.
08:29So, how ready are we? Kasi, syempre, marami pa po mga darating na kalamidad.
08:33Ano po ang mga nakalatag pa po nating plano para po sa sektor na ito, ma?
08:37Well, sa modernization natin, malaking factor itong HADR.
08:41Kasi, ang mission naman talaga ng inyong sandatahang lakas ng Pilipinas is to protect the people and to secure the
08:47state.
08:47So, una dyan yung ating mga kababayan.
08:50And meron pa nga tayong pinag-ahandaan, yung the big one.
08:53So, with all that, all the planning is in place. We are under the OCD dito.
09:00Of course, sila'y nagkukumpas din sa mga ganyan.
09:03And as we proceed with our modernization, kasama dyan yung mga equipment natin for HADR.
09:08And hindi lang equipment, of course, the skill sets of our personnel.
09:12So, meron tayong talagang mga specialized na units and personnel for different HADR operations.
09:19Okay. Well, we understand, Colonel. Balikan ko yung sa ating to maintain our sovereignty sa ating mga karagatan.
09:26We understand na patuloy yung ating mga sundalo.
09:29Pero paano po makikisa yung ating mga kababayan para sabihin na ang West Philippine CIA atin po?
09:34Well, napakalaking nga nyan yung rule ng ating mga kababayan.
09:38Kasi yung suporta po ng ating mga kababayan gives us the fuel to really perform our mandate and our duty
09:45to the letter.
09:46And dito sa latest survey, 83% of Filipinos are very much aware of the West Philippine CIA issue.
09:54So, sana maging 100% yan as we move forward and inform our kababayans to our transparency initiatives.
10:02But in simple ways, matutulungan nila tayo.
10:06Yun nga, yung suporta nila.
10:08And of course, hindi lang kasi ito sa karagatan.
10:10It involves our food security, it involves our energy security, it involves our economy in general, and national security overall.
10:20And makikita mo, ito kasing mga nangyayari dito sa West Philippine Sea, nakikita din natin ito even in the online
10:27domain, sa cyber domain natin.
10:31And ang great online presence ng Filipinos can help us so much in spreading the word to the whole world.
10:40We are all one voice dito.
10:44Uniting factor ang West Philippine Sea.
10:46Ang West Philippine Sea issue involves the Philippines in general and the Filipinos overall.
10:52Wala ditong usapang politika, kulay, race, religion.
10:57Kung wala, iisa lang yung sinasabi natin dyan, atin ang West Philippine Sea.
11:02And with that, they can help us in small ways, stop the spread of fake news.
11:07Yung mga misinformation, disinformation, malinformation, pag nakita natin na mali na nga yung naratiba, huwag na natin ikalat pa ito.
11:15And stop it from the source.
11:17And malaking tulong dyan ang mga Pilipino kasi lagi tayong online.
11:21So maraming paraan, they can also come and be part of the Armed Forces of the Philippines as reserve forces.
11:28Sa HADR, sila yung nakakaalam dun sa mga areas nila.
11:32So sila yung una din, first responders, and they are ating mga force multipliers for the Armed Forces of the
11:38Philippines.
11:39So in their own simple ways, there's a lot of things that our kababayans can do to help the Armed
11:46Forces of the Philippines.
11:47Saka lagi lang sa naman, shared responsibility nila nga, from AFP and for all civilians.
11:51Alright, panggulin na lamang po, we have a new leadership sa AFP.
11:55Ano po ang ating direction with the new AFP Chief of Staff ma'am?
11:58Yes, Diane, we have our newly installed Chief of Staff Armed Forces of the Philippines in the person of General
12:04Antonio Nafarete.
12:06And yun nga, sabi niya nung unang nakausap siya ng ating media,
12:10mainit ang pagtanggap ng sandatahang lakas ng Pilipinas sa kanya.
12:13And yun nga, agad po, he's already taking the reins and the helm of command, and we'll be having our
12:21command conference this afternoon.
12:22So makikita natin yung mga thrusts niya for the armed forces of the Philippines, and we're really looking forward dito
12:29sa kanyang leadership.
12:30Nasabi naman din niya na ipagpapatuloy din niya itong mga gains that we had during the time of General Browner
12:36Jr.
12:37And yun, after the command conference, we'll keep you posted kung ano talaga yung magiging mga guidance niya for the
12:47armed forces of the Philippines.
12:49Well, patuloy po, ang pasasalamat namin at pagsaludo namin sa bawat Pilipinong sundalo.
