00:05as he made tackling homelessness his first official policy announcement as Prime Minister.
00:10The new leader committed his government to finally ending long-term rough sleeping
00:14across the UK at the earliest opportunity.
00:17I commend him for what he said. I think they're fabulous words.
00:22My concern, two things. One is, my main concern at the moment is that
00:28how long is this going to implement? Because he's got a 10-year plan.
00:31He said it's the first thing he's going to do.
00:33It can happen to anyone, and it has. It's happened to me, and I've met a lot of people.
00:36This man's helping everyone trying to, and now hopefully Andy Burnham can help us.
00:41I don't know how he's going to find that, the budgeting, and also the social housing just doesn't exist.
00:47So there are two massive, massive problems, and how much control he has over that is different,
00:53you know, because that's the private sector. So how much can he actually do on that?
00:56You know, you've got to give him a chance. I hope he does. I think he's more down to earth.

01:04Well, Andy's done a brilliant job in Manchester, didn't he? So hopefully he can do the same
01:08in Liverpool and everywhere else where the homeless problem is.
01:12You know, we work on the streets with the homeless, and it's just getting out of hand,
01:15and do you need the help? Do you need the help? Desperately.

01:23I wish him well. I hope he does it. You know, I hope he finds the money,
01:27and I'm 100% behind him. Do you know what I mean? But from the immediate concern, obviously,
01:33is it doesn't stop the people right now on the streets. So my main concern is like the safety
01:40of people who are sleeping outside.
01:41Mr Burnham also announced a VAT for electricity bill payers in England, Scotland and Wales would
01:46fall from 5% to nil starting on October 1st. It would be paid for by cancelling the digital ID
01:52programme,
01:52which is expected to cost £1.8 billion over three years.
01:57I think they should scrap it. I think they should spend more money on the homeless people of the city.
02:00As everyone can see, there's tents everywhere around here, and it's just unbelievable.
02:04So the more money spent on homeless, there's some scrap, all that kind of stuff, is for the best.

02:12I agree with all that. I mean, you're talking to a guy who's not very IT-minded.
02:20Everyone's got their ID anyway on the system. You know, the government knows your ID,
02:24they're not your national insurance number, and the ones who shouldn't be in the country anyway
02:30are not going to be on the system anyway.

02:32So you may as well spend the money on helping the people to live better,
02:37because everyone's struggling at the moment.

02:41I don't like the idea of digital ID. It sounds too big brother-y. You know what I mean?
02:45You've got to give them a chance, but then again, you don't know what's going on in the background
02:49and who's influencing them as well.
02:51You could say one thing, but me, because then you're listening to other people in the background,
02:57that's realistically, you can't do it.
