00:31Andy Burnham has entered Downing Street promising immediate action on issues affecting households and communities across the country.
00:39The former Mayor of Greater Manchester becomes the UK's fourth Prime Minister in five years and the seventh since 2016.
00:47His early focus has been on the cost of living, housing and changes to the way public services are delivered.
00:54In his first speech as Prime Minister, Mr Burnham said he wanted to provide what he called breathing space for
01:01people facing financial pressure.
01:04He also set out a longer term ambition for changes to the economy and public services.
01:09One of the first commitments announced by the new Prime Minister was a plan to end rough sleeping.
01:16The government has promised an additional £340 million over five years for that work, funded from within the existing housing
01:24department budget.
01:25I will bring forward a new plan for Britain, a 10-year plan, laying out a path from where we
01:35are now to where I believe we all want Britain to be, wherever we're coming from, whatever party we support.
01:43He has linked that plan to create a new economy and putting what he describes as life's essentials back under
01:50public control.
01:51We will help more young people into work by changing the education system and giving them more support, more mental
02:00health support.
02:02And we will build more council homes.
02:06That is the fair and sustainable way to bring the welfare bill down, to meet our fiscal rules and to
02:18honour our commitments on defence to our international partners.
02:23Alongside those longer term ambitions, his government has announced an immediate measure on household bills.
02:29BAT on domestic electricity costs is being reduced, with the government saying the change is expected to lower the average
02:37bill by £45.
02:39The measure is expected to cost £850 million in 2026-2027, with the government saying it will be funded through
02:48savings from the cancelled digital ID programme.
02:51We will help people to live well, building a more preventative state, investing in people's health.
02:59We will help people's success rather than paying for failure.

03:15Alongside Andy Burnham's introduction into the Prime Minister role, there's been a major reshaping of government roles.
03:22John Healy has been appointed Chancellor, replacing Rachel Reeves, who confirmed she would not serve in the new Cabinet.
03:27Other senior appointments include Ed Miliband becoming Foreign Secretary, Shabana Mahmood remaining as Home Secretary and Louise Hague taking on
03:37the role of First Secretary of State in running the Cabinet Office.
03:41Angela Rayner has returned as Housing Secretary months after leaving that position.
03:46Stephen Kinnock has been appointed Secretary of State for Wales.

03:57Several ministers remain in their current roles, including Heidi Alexander as Transport Secretary and Douglas Alexander as Scotland Secretary.
