00:00Benjamin Netanyahu is a war criminal,
00:02the architect of a horrific genocide
00:03against the Palestinian people.
00:05He is responsible for the killing of more than 73,000 people,
00:09for the maiming of tens of thousands of children
00:12as those who survive undergo amputation without anesthesia,
00:16for the targeting of neonatal hospitals
00:18and maternity care centers,
00:20denying newborns even the chance to live,
00:22for the countless people he starved
00:24as he blocked food and humanitarian aid from reaching them,
00:26for the gunning down of hundreds of aid workers and journalists.
00:31And just last month,
00:32the UN confirmed that Palestinian children continue
00:35to be deliberately targeted and killed by Israeli armed forces,
00:38more than eight months after the so-called ceasefire.
00:42The list goes on and on,
00:44all as we, as Americans,
00:46pay for the bombs that do the killing.
00:48There is a reason the International Criminal Court
00:51issued a warrant for his arrest.
00:53As human beings, we have spent generations
00:55building a shared understanding
00:57that there are crimes so grave
00:58they offend all of humanity.
01:00Anyone, with their eyes,
01:03with their heart,
01:04with their conscience,
01:05should recognize the devastation he has wrought
01:07and understand that he belongs before a court of law.
01:11As I've said,
01:13I agree with the ICC
01:14that Benjamin Netanyahu
01:15should be arrested and tried for his crimes,
01:18as I do for anyone else charged by the ICC.
01:21My administration has reviewed every avenue available
01:25under applicable law
01:26to determine whether New York City could execute
01:28the International Criminal Court's arrest warrant
01:31if Benjamin Netanyahu came here.
01:33It is clear that we do not have
01:34the independent legal authority
01:36to enforce this warrant.
01:37The federal government, however, does,
01:39and I call on them to join the ICC
01:41and execute this warrant.
01:43And I want to be equally clear.
01:45Benjamin Netanyahu is not welcome in New York City,
01:48nor is any other war criminal at large.
01:50While we cannot end the genocide on our own,
01:53we can decide whether our silence
01:55will become another weapon,
01:56and we can examine every tool we have
01:59to defend the humanity and dignity of all people.
