00:41:16While the lifeboat protocol is fairly straightforward on the surface
00:41:20It's important that the people involved with the project
00:41:23Understand how it radically differs from other survival scenarios
00:41:27Against so-called apocalyptic threats
00:41:29Stutterproofing
00:41:31A traditional bunker built to protect the occupants
00:41:34From an environmental hazard
00:41:36For instance, a chemical attack or nuclear fallout
00:41:39Is typically sealed airtight
00:41:41And the occupants have their own electricity
00:41:43Air supply, provisions, etc
00:41:46The bunker's interior is isolated from the outside environment
00:41:50But the lifeboat's design is different
00:41:52It's not actually sealed
00:41:54Because it doesn't have to be
00:41:56It does have strong walls and protected access points
00:41:59But the outside environment is not the problem
00:42:01It's the lack of the Meyer-Joyce field
00:42:04That enables time to exist
00:42:06That makes the outside hazardous
00:42:08From a technological standpoint
00:42:10These differences make the lifeboat's operating principles quite different
00:42:14Particularly with regards to maintenance
00:42:16Compared to, say, the failure of the life support system
00:42:20In a hermetically sealed survival space
00:42:22Such as a bunker
00:42:23The failure of the stutterproofing system
00:42:26Has far more immediate and grave effects
00:42:28A traditional life support system can be repaired
00:42:31For instance, a failure in the CO2 scrubbers
00:42:34Would pose a significant threat
00:42:36But with replacement parts and tools
00:42:38Properly trained occupants could easily repair the system
00:42:41Before they would feel any ill effects
00:42:44In fact, almost any mechanical failure
00:42:46Short of a full-scale environmental breach
00:42:48Can be fixed as long as suitable repair materials
00:42:51And trained personnel are at hand
00:42:54But by its very nature, the stutterproofing is different
00:42:57If it fails, everybody within its area of effect
00:43:00Is immediately affected by the zero state
00:43:03And becomes frozen
00:43:04In a permanent zero state scenario
00:43:07That means they would have no opportunity
00:43:09To ever effect repairs
00:43:10There's literally no time to react
00:43:13The only exception would be personnel
00:43:15Wearing an activated chronon harness
00:43:17Such as the striker suit
00:43:19But given that repairing the stutterproofing system
00:43:21Is a highly technical, complicated process
00:43:24Requiring an exceptional proficiency
00:43:27In the operation and engineering of chronon technology
00:43:30This would be a scenario with a low probability of success
00:43:34It is therefore of utmost importance
00:43:36That the lifeboat's stutterproofing operates reliably
00:43:39And without faults
00:43:40With multiple fail-safe systems
00:43:42Because if it ever fails
00:43:44It's unlikely that it can be repaired or restarted
00:43:47Accordingly, once the lifeboat protocol has been activated
00:43:51There's no real way to deactivate it
00:43:53Other than removing the chronon field regulator
00:43:56This would be highly unadvisable
00:43:58As so doing could not only disrupt the stutterproofing
00:44:01But more importantly, without the CFR
00:44:04The lifeboat's rate of chronon particle consumption

00:44:40Spoilage becomes a non-issue
00:44:42Anything stored outside the stutterproofed area

00:44:47This advantage doesn't only apply to comestibles
00:44:51But also makes the storage of medicine, volatile chemicals
00:44:54And other similar articles far less of a problem
00:44:57Than it otherwise would be
00:44:59In fact, given the fact that the city of Riverport is vast
00:45:03Compared to the relatively small number of people
00:45:05Residing in the lifeboat
00:45:07In theory, monarch operatives could venture outside the lifeboat
00:45:11In cronon harnesses
00:45:13And actually enjoy freshly cooked meals
00:45:15Simply by entering a restaurant
00:45:17And finding the ready-made dishes
00:45:19That have been prepared
00:45:20Remove them from the zero-state to a stutterproofed area
00:45:24And enjoy them
00:45:25As hot and delicious as if they had been just prepared
00:45:28Which, in fact, they of course would be
00:45:31To be clear, this is not a recommended activity
00:45:34As it would be a foolish waste of resources
00:45:36To go after individual meals like that
00:45:39The above scenario is mentioned here
00:45:41Merely to illustrate the point
00:45:43Even though the lifeboat has been designed
00:45:45To operate for decades of subjective time
00:45:48It doesn't actually need provisions for that long
00:45:51If the lifeboat's own reserves start to run low
00:45:54A well-planned supply run into the city
00:45:57Could easily result in a great deal
00:45:59Of perfectly preserved supplies
00:46:01Another advantage
00:46:03Is that while the situation outside the lifeboat
00:46:06Would be dire
00:46:06People frozen in the zero-state
00:46:08Would not actually be dead
00:46:10If a solution is found to the end-of-time scenario
00:46:13Everybody would resume their everyday lives
00:46:16Most likely with no awareness of time ever having stopped
00:46:20However, it's hard to know
00:46:22What the exact psychological impact of that knowledge
00:46:25On lifeboat personnel will be
00:46:27There's a real concern that the pressure of knowing
00:46:30That they have sole responsibility
00:46:32For the survival of the human race
00:46:34And that there are billions of people
00:46:36Outside of the walls of the lifeboat
00:46:38Helpless and unaware
00:46:40Frozen eternally in that last moment
00:46:42May prove to be crushing for some
00:46:44On the other hand
00:46:46Knowing that their loved ones are actually not dead
00:46:49And may be saved
00:46:50And are in no distress
00:46:51Or indeed even aware of the situation
00:46:54May prove a powerful motivating factor
00:46:57That helps us eventually resolve the situation
00:47:00Of course, the solution to the problem
00:47:02Of a permanent zero-state
00:47:04Is not currently within our reach
00:47:06And we expect that finding one
00:47:07Will take subjective decades
00:47:09If it is indeed possible
00:47:11We can but try
00:47:13It's worth noting that
00:47:15Since the people outside lifeboat
00:47:16Are indeed not dead
00:47:18Merely stopped
00:47:19It should be possible
00:47:20For a team of personnel
00:47:22Wearing chronon harnesses

00:50:04But I want to reiterate our strategy for maintaining control of the city of Riverport
00:50:10As you all know, we can't actually directly control the city. We don't have the manpower and we don't have
00:50:17the actual authority. It's therefore vital that we maintain a good relationship with the media and the local authorities and
00:50:25have them do much of the heavy lifting for us.
00:50:29Ideally, everything we do should be either undertaken by the authorities under our discrete direction or, in cases where we
00:50:37take action ourselves, backed by the powers that be, creating the illusion that Monarch Solutions is working in cooperation with
00:50:46legal authorities.
00:50:48Make no mistake, although we've been successful thus far, the situation is not stable and it can change quickly.
00:50:55If key parties in the city lose confidence in us and our ability to handle the crisis, our control will
00:51:03erode very quickly. Therefore, we must nurture this relationship even as we conduct our own operations, some of which involve
00:51:11considerable troop mobilization and combat action.
00:51:14This is a constant balancing act, and while I'm confident we can pull it off, there's no room for error.
00:51:22We can't afford to grow complacent and sloppy.
00:51:25Fortunately, we are well prepared for this contingency. Long before we reached this point, we established a good rapport with
00:51:33the mayor, Riverport PD, and other major authorities within Riverport, as well as most of the important media outlets.
00:51:40Our strategy is two-fold. One, maintain control. It's imperative that we ensure that the city's various power structures remain
00:51:50under our control. This means maintaining a close relationship with numerous individuals and organizations, as well as manipulating the information
00:51:59at their disposal.
00:52:00While Charlie Wincott is unfortunately no longer working on this project due to unforeseen complications, he has set up powerful
00:52:09tools and procedures for scrubbing the internet and identifying and locating problematic situations and individuals.
00:52:17We're stationing people in key locations and maintaining control, often under the guise of advisors and consultants to people in
00:52:25power. They are ready to step in as required.
00:52:29Anybody working in these roles needs to be proactive and project a constant aura of helpful authority and dependability. Diplomacy
00:52:38is the order of the day, people. That's vital for maintaining certain fictions, such as Jack Joyce's culpability at the
00:52:45events at the university, etc.
00:52:48Minimize conflict. That is to say, make sure that individuals, whether they're politicians, city officials, police officers, reporters, ordinary citizens,
00:52:58etc., suffer a minimal impact from our activities.
00:53:01If we have to use force, the situation needs to take place out of sight and remain entirely contained.
00:53:08Whether containment means misdirection, coercion, intimidation, bribery, or some other means depends on the circumstances, but it's vital that nobody's
00:53:17left in a position to complain.
00:53:19To be explicitly clear, this doesn't mean we can eliminate witnesses and cover it up. When people don't come home,
00:53:26others start to ask questions, so that has to be a last resort.
00:53:29I expect all supervisors to monitor their teams closely to ensure things stay on an even keel.
00:53:35I know most of our operatives haven't been trained in the soft touch, and I'll be blunt, the last thing
00:53:41we need is somebody thinking this is Afghanistan and smacking a civilian around.
00:53:45We're one YouTube video away from this whole thing blowing up in our faces, so we have to maintain our
00:53:50operational profile throughout.
00:53:53For all of these activities, we have a considerable budget. Monarch Solutions is very well off.
00:53:58We've been building resources for a long time, and this is considered a priority. So, we can buy a lot
00:54:04of silence and cooperation from authorities and citizens alike.
00:54:07But that only works as long as those things are for sale, and the moment we're seen as a threat,
00:54:12that opportunity will disappear.
00:54:14If you see a problem, be proactive and call it in. Don't let anything run out of control or think
00:54:20it'll work itself out. We have to be sure.
