00:09I want to say it again just because I want to hear it myself.
00:11A couple of good things have actually happened in Washington, D.C.
00:15And this was one. I don't want to overstate it, but it's a pretty good damn bill.
00:19And I actually stress tested a number of times.
00:22And I wasn't joking when I said it looks a lot like California, which may have been one of the
00:26reasons Trump didn't sign it.
00:29But I thought there was a lot of good thinking and a lot of smart work that was done on
00:34it.
00:36Federal government states have limited roles and responsibility when it comes to these things.
00:41Localism is determinative on all this.
00:43Housing and homelessness, it's a bottom-up construct.
00:46So it's really about getting rid of those regulatory thickets.
00:49It's really about creating flexibility and doing what you can to support localism.
00:55And I think what they did, what we've done, is going to feed very nicely into what the counties and
01:02cities will be doing all across this nation and subsequently all across the state of California.
