01:04:00When the genocidal government collapsed in July 1994,
01:04:04the soldiers and militia fled across the border into DRC,
01:04:09forcing millions of civilians along with them.
01:04:15Inside the camps, they were organized into what is now known as FDRR
01:04:21and launched a sustained cross-border insurgency against Rwanda,
01:04:28claiming tens of thousands more lives.
01:04:32This was the period known as the Aberchanges insurgency.
01:04:42And the western border was only fully secured by the end of
01:04:49the 1990s through the combined efforts of our army
01:04:55and the brave residents of those areas.
01:05:00And since then, our defensive measures have been aimed at ensuring
01:05:09that such attacks can never again be made across our borders.
01:05:20This is not a problem that should be left to Rwanda alone.
01:05:30Doing so only rewards those behind the threats,
01:05:35while Rwanda is penalized for standing up for itself.
01:05:47Imagine a farmer whose field catches fire.
01:05:55At first, the flames are small.
01:06:02A few neighbors think it does not concern them.
01:06:08Others say the wind will change
01:06:13and the fire will die out on its own.
01:06:19So they watch and wait.
