00:00The camera has been cut down, completely sprayed over with an American flag on it, and not far away, there's
00:05another flaw camera on the ground as well.
00:08HPD says it's investigating this, but so far, there are more questions than answers.
00:13These cameras, meant to help solve crimes, now becoming the target of one, both cut in half and covered in
00:20spray paint.
00:21Yeah, I didn't realize that the cameras were there until you actually pointed that out.
00:24Juan Rodriguez's business, Spar Houston, is located by Washington Avenue and Westcott, where this happened.
00:30These are flock cameras, meant to read license plates and alert police if they're connected to crimes.
00:36Rodriguez says he didn't see who did this, but he's left wondering why they did.
00:41That's what it sounds like it would be, somebody just protesting, their rights are being violated or something like that.
00:46Flock cameras have been used in the city of Houston since 2021, according to the company.
00:51The Houston Police Department tells us they were notified these cameras were damaged on the morning of July 4th.
00:57As far as the repair costs, HPD says it depends on who is responsible for these specific cameras.
01:04While some cameras are installed through city contracts, others are done with neighborhoods or private groups that choose to share
01:11footage with police.
01:12HPD couldn't confirm who was responsible for these cameras, only saying this is an ongoing investigation.
01:18ABC 13 reached out to Flock, asking if they were aware of this situation and what the repair process would
01:24look like.
01:25They didn't answer those questions, but did say, quote, damaging public safety equipment is illegal and puts the community at
01:32risk, which is why we strongly condemn this type of behavior.
01:37We got to talk about these Flock cameras, man, because that whole topic has been all the rage recently, as
01:45well as a crazy story about something that happened to a young lady due to these Flock cameras.
01:52But for those of you that aren't familiar with Flock cameras, as you saw there, they're the little black cameras,
01:58kind of like security cameras that are all around your town.
02:03Maybe, maybe.
02:04They're not everywhere, but some towns and cities have allowed Flock to install cameras.
02:11And they say they're to fight crime and things like that.
02:14But what a lot of people are discovering is that it goes a lot further than that.
02:20OK, and I want to touch on it a little bit.
02:23So let's hop into it, shall we?
02:24See, this right here's what we're talking about.
02:26This right here's what we're talking about, man.
02:27Get the Flock out of here with this junk.
02:29OK, it's already bad enough that the government is spying on us and tracking and everything.
02:34But what about people who work and have access to that data who can then turn around?
02:39And this is not anything new.
02:42This has been happening for a while.
02:43Multiple police officers have been caught doing that.
02:45How many others have not been caught?
02:48Look, they've been known to track the lovers of their ex-spouses, track their spouses and ex-spouses because they
02:58thought they're cheating on them.
03:00All these different issues.
03:01This is not OK for these systems to even be in place.
03:06And of course, they're going to abuse that power.
03:08And this is just one of the many reasons that we've got to ban the Flock cameras across.
03:14So if you can't read that, it says five former Georgia police officers have been arrested and charged for allegedly
03:22misusing Flock cameras, according to the Georgia Bureau of Investigations.

03:31Abusing the system.

03:36This is crazy, man.

03:37They try to tell us that Flock cameras are just tracking license plates.
03:40No worries, guys.
03:41They're just tracking vehicles, which is bad enough.
03:42I don't support it in any way.
03:44But look at all the places that Flock cameras have been found.
03:47There are no vehicles on these nature trails and wilderness areas in the pool.
03:53We've seen them.
03:53In addition to this list, we've seen them on a splash pad for a kid's splash pad at a park.
04:00We've seen them at the entrance to a store, which no vehicle could go to.
04:05Only people are walking in and out of there.
04:08These things are not tracking.
04:11I mean, they are tracking license plates for sure.
04:13They are tracking vehicles, but they're also tracking people.
04:16That's why they call them Flock cameras.
04:18They're treating us like sheep.
04:19They're tracking us.
04:20This is a violation of the Fourth Amendment.
04:21In my opinion, this is why we're seeing such a huge push and shoving the data centers down our throats.
04:27They need more computing power to track more data points of all of us.

04:52Like, that's pointed at the playground.
04:56There's no cars running through the playground.
04:59Like, that's just absolutely wild.
05:01Why would you have a camera pointed at a playground where people's little kids go and play?
05:11I mean, we already saw people have the ability to abuse this camera footage.
05:17I.e., you had some police officers that were arrested, obviously.
05:20And no, I'm not saying all police officers are bad.
05:23But when you have something like this that is so easy to abuse, it's going to happen.
05:29To me, that's just common sense.
05:32Now, I want to play this crazy story or this crazy video of this story of a young lady who
05:39was falsely accused of doing something that she didn't do because the flat cameras caught her on camera.
05:49I mean, listen to what this officer says.
05:52It is absolutely wild what these flat cameras are doing.

05:57You can't get a breath of fresh air in or out without us knowing.

06:13When a Colorado police officer showed up at her door holding Flock snapshots of her truck.

06:33The first thing he pulled out on the body cam is that Flock picture, the clear photograph of your car.
06:40But here's your vehicle in the neighborhood many, many times apparently casing houses because you just can't drive through for
06:47work or visit other businesses.
06:49You can only be casing houses.
06:51It is her.

06:54There is zero doubt.
06:55I wouldn't have come here unless I was 100% sure.

07:21You saw my vehicle entering in the Flock camera.

07:32The charges were dropped after Chrisana spent weeks trying to get the police chief to look
07:38at her evidence, time-stamped video from her truck, and a neighbor's doorbell camera showing
07:44she wasn't at the scene of the crime.
07:46What does it say about where we are that you feel you have to have more cameras than the
07:51police have in order to make sure you can prove yourself innocent?
07:54It sounds like it flipped the script to you're guilty until you prove yourself innocent.
07:59Without a Flock camera, that detective would not have been at her door.

09:07Like, I feel like that's something that's really, really difficult to fight in a court.
09:10If a cop is like, yo, I've got this person on camera coming in and going, you know, showing that
09:18they're the ones that did this.

09:22Now, thankfully, there were cameras angled properly.

09:30I mean, just imagine if, you know, there wasn't a doorbell camera or the neighbor didn't have a security camera.

09:40She might have actually been found guilty.
