EXCLUSIVE: Commission prepares enlargement reform proposals to regain the initiative

The European Commission is working on proposals to reform the enlargement process, aiming to regain control over a debate now largely shaped by member states and to avoid placing the burden of new safeguards discussions solely on Montenegro, the most advanced candidate country.

00:01The European Commission is preparing proposals to reform the EU enlargement process in an effort to reassert its role in
00:09a debate that has increasingly been shaped by member states, three EU officials told Euronews.
00:15Six EU founding members have proposed strengthening existing safeguards to prevent democratic backsliding and breaches of the rule of law,
00:24lessons drawn from Viktor Orban's Hungary.
00:26They have proposed swift penalties, including the suspension of EU funding and even voting rights in the institutional decision-making
00:34process.
00:35Other measures less controversial among European governments include the potential extension of transitional periods, limited derogation from the full application
00:45of EU law.
00:46One of the most significant transitional arrangements likely to be extended, for example, concerns the ability of other EU countries
00:55to temporarily restrict labour market access for workers from new member states.
01:00Another idea on the table is making participation to the European Public Prosecutor's Office mandatory for new member states.
01:08Currently, 24 out of 27 member states are part of this body.
01:13How other member states will receive the Commission's move remains an open question.
01:18Some capitals may welcome the Commission taking the initiative.
01:21Others may see it as a power grab to regain control of the discussion.
