00:35last year, processing down to 5 days, e-passports with chips coming in, the external affairs minister is on X
00:41celebrating and then one line from a senior official swallows every headline, a passport he says is a travel document,
00:48it attests your nationality abroad, but it is not a document of citizenship, by the next morning that's the only
00:55thing anyone is talking about.
00:56So, Passport to Bharat ke Nagariko koi milta hai? Chin ke Nagariko ko Bharat ka passport milta hai kya?
01:02Here's why this is not just legal hair splitting. The question didn't come from nowhere, it came from the SIR,
01:07the Special Intensive Revision of Electoral Roles.
01:10Bihar first, now Punjab, it's happening in Delhi soon as well. So, people are being asked, prove you belong on
01:16this list and someone asked the obvious thing, if I'm dropped from the role, can't I just show my passport?
01:21The MEA's answer, no, you can't, not on its own. And once you pull that thread, the whole sweater unravels.
01:28Aadhaar, identity and residence, it's not a citizenship.
01:31Voter ID, it's proof you were registered, but it's not citizenship again. Passport, proof you can travel, but in the
01:37strict legal sense, citizenship.
01:39The grey zone, now the MEA is not wrong, that's what makes this a real story, the law itself is
01:44contradictory.
01:45The Passports Act says you must be a citizen to get one, but the courts have split.
01:50Delhi High Court once treated a passport as strong evidence of nationality.
01:53Bombay High Court said citizenship can only be settled under the Citizenship Act of 1955.
01:59The Supreme Court in May drew a hard line. The Election Commission decides who votes, it cannot decide who's a
02:04citizen.
02:05Only a competent authority can.
02:07So, here's the uncomfortable truth underneath the outrage.
02:10In a country of 1.4 billion people, there is no single common document that conclusively proves you are Indian,
02:16not one you carry in your wallet.
02:18For decades, that gap did not matter.
02:20Now, with the SIR running and a committee already studying an NRC-style exercise, it matters enormously.
02:26The passport line is the shock, but the real question is older and bigger.
