00:00wing MAGA justices broke nearly 50 years of precedent to rip the right to choose away from
00:08millions, millions of American women. You can sum up both the dreadful Dobbs decision and the
00:14whole far-right philosophy the same way. Less freedom in your life, more government interference
00:21in your personal decisions. That is the MAGA way. Dobbs will go down as one of the most damaging,
00:28legally dubious, and deeply out-of-touch Supreme Court decisions in American history. It's a
00:35disgrace that the Supreme Court did. It's a disgrace on the Supreme Court itself.
00:43Trump may not like talking about his crusade against women's reproductive rights,
00:48but he cannot hide from the pain he's inflicted on women across America. 20 states, 20, have enacted
00:56total or near-total abortion bans, which means that nearly 40 percent of women of reproductive age
01:02live in a state with an abortion ban. The human cost of the Republican assault on women's reproductive
01:08freedom is sickening. I've heard so many women share their stories of the horrors they have experienced
01:14in Trump's pro-stro America. Republicans are letting women die by restricting necessary care. Some women
01:23have to travel hundreds of miles, even thousands, to get the treatment they need and deserve and are
01:29entitled to. Parents, patients, doctors have been punished like violent criminals for life-saving
01:37procedures that were legal just a few years ago and had been for decades before that. The GOP is treating
01:45mefepristone like it's poison and Planned Parenthood like it's an enemy of the state. It's despicable.
01:53Even before the justices behind Dobbs were confirmed, anyone could see they wanted to overturn Roe.
02:00Every Republican senator who voted to confirm these radical justices, who stripped away these
02:06fundamental rights to choose that women have had for so long, will have to answer to the American
02:13people. We will not, we Democrats will not let Republicans brush their radical efforts to ban
02:26abortion under the rug. The American people know it and we're going to keep showing the difference
02:33between the two parties on this issue, where the American people are strongly on our side.
02:40Now, Trump's visit to the Capitol. Seeing Trump come to the Capitol today to meet Senate Republicans
02:48is like watching the clown car pull up to the circus, made even more so by Trump's canceling of the
03:03bill signing,
03:04which I'll talk more about in a minute. When Trump comes to the Hill today, he'll find the MAGA Senate
03:09majority in
03:10meltdown. They're one big hot mess. That's what the Republican Senate is right now. Republicans are wringing each
03:20other's necks. They can't govern their own conference of 53 people, let alone a country of hundreds of
03:28millions. After being double-crossed, blindsided, embarrassed by Trump, Senate Republicans can either
03:36keep bending the knee to the president or start demanding answers on behalf of the American people.
03:42The reason the Republicans are such a hot mess is obvious. Trump's views are totally out of touch with
03:49the American people's views, and Republicans are afraid to tell him he's wrong. Speak up. Stand up to
03:57Trump. Tell him what you think, Republicans. That might do your party some good. It might even do Trump
04:03some good if he'd ever listen. Americans want to know what Republicans are doing to bring down costs.
04:09Americans want to know how Trump plans to end his disastrous war with Iran. Americans want to know
04:15whether the GOP will continue going along with Trump's all-out assault on voting rights with
04:20legislation like the SAVE Act. If my colleagues across the aisle have any sense at all, they ought to
04:28grill Trump on affordability, on his failed war with Iran, on his effort to hold American national
04:33security hostage, and all his other policies that are hurting the American people. When they emerge
04:40from their meeting, will Republicans have told Trump the truth? Will they speak truth to power?
04:49Will they do their job? Or will they just bend in obeisance to him and get more frustrated, more
04:58angry, more ineffective than they've ever been? On the Iran Powers Resolution, the successful passage of
05:05our War Powers Resolution yesterday reasserts what the American people have been saying for months.
05:11Trump's reckless war with Iran must end. For the first time, this resolution has passed both chambers of
05:17Congress and does not require the President's signature. The message from the only branch of
05:22government with the power to declare war, the Congress, could not be more clear. The Trump
05:27administration must withdraw U.S. forces from hostility in Iran. Both houses have now spoken
05:34and said just that. Every day that Trump refuses to get our troops out of harm's way, the pressure mounts
05:41on him and the Senate Republicans who continue to go along with this failed war. Trump said,
05:48our War Powers Resolution to end his war is meaningless. Trump thinks Americans' frustrations
05:53with his historic blunder are meaningless too. Trump complained that our resolution, quote,
05:59just made my job more difficult. Donald Trump, our job is not to make your job less difficult. Our job
06:07is
06:07to make the American people's lives less difficult, especially after all you've done to make it make
06:14them more difficult. We don't care about making Trump's life easier. We care about making American
06:20lives easier by ending this disastrous, costly war. Trump still has no idea of how much more difficult
06:29this war has made life for the American people. Thirteen lost service members, hundreds get hurt,
06:34hundreds of, everyone's paying hundreds of dollars more for extra gasoline, as everyone's enduring
06:42increasing inflation, costs going up, and now he's asking the American people to foot the 100 billion
06:49dollar bill for his war. Americans don't even know if they'll get anything in return because Trump
06:56refuses to reveal his deal with Iran. But what we do know is that Iran took Trump to the cleaners.
07:02Everything's worse off. Gas prices, deficit, American prestige in the world. Iran gets hundreds
07:10of billions of dollars for reconstruction, for sanctions, they get sanctions relief, they get tighter
07:16control over the Strait of Hormuz, and much more. The Congress and the American people have spoken after
07:22yesterday. Trump needs to end this disaster of a war immediately. Now on the housing bill,
07:30Trump's clown car gets more and more laughable. Ridiculous. Here's what he just did. He cancelled his bill
07:41signing on the housing bill. It's utterly amazing. Trump is running away from one of the very few
07:48accomplishments that could actually help the American people. Anytime there's an opportunity for
07:55Trump to help the American people, he runs the other way. Comes up with some idiot thing in his
08:01head that this may hurt this one or help this one. His pettiness with his enemies. And he throws up
08:08roadblocks. The bipartisan housing bill was an accomplishment that the American people want
08:14are proud of in need. Trump runs away from it. He's not going to sign it. He's petulant. He's angry.
08:19And he looks ridiculous. Canceling it just two hours before he's supposed to sign it.
08:27And saying we should do the SAVE Act instead. How does the SAVE Act lower American people's housing costs?
08:34It doesn't. How does the SAVE Act do anything good? It doesn't. It's a vicious, nasty piece of material.
08:40And probably in Trump's ridiculous mind. Oh, I don't want to sign the housing bill because it might
08:49detract from the SAVE Act. The SAVE Act, not the saving bill, the SAVE Act, will not pass Donald Trump.
09:00Get on board with this housing bill. Don't veto it. Because it's so important to the American people.
09:09The passage of our bipartisan housing bill, it was bipartisan, ought to remind the nation how
09:15government can deliver when we put aside the partisan chaos we see coming out of the White House every day.
09:23Listen to me, Trump. Sign this thing. Get something good done for the American people for once.
09:30The American people are counting on us to make life more affordable. And lowering housing costs
09:37is absolutely essential to that effort. The road to housing puts our country on the right track
09:44towards fixing the housing shortage that drives up costs for the American people.
09:48Our bill streamlines local zoning and permitting, provides new flexible funding to expand supply,
09:56supports manufactured and modular housing, helps convert old office buildings into new housing,
10:02stops institutional investors from crowding Americans out of the housing market.
10:07Our legislation is going to help build more, faster, better, cheaper housing, and build everywhere
10:14so we can get more homes on the market. What's wrong with that, Donald Trump? Why do you run away
10:19from
10:19signing it when it will be so beneficial to the American people? Trump, the housing crisis in America
10:29is too severe to let partisanship get in the way of common sense solutions. The road to housing is an
10:36important step towards ending the affordability crisis. It must not be the last. We'll keep at it,
10:41particularly if we regain the majority. But now, for once, Trump should sign it and stop running away
10:49from it and stop making such a fool of himself. I thank Senator Warren for her leadership on this bill,
10:56as well as all of the members of the Banking Committee and everyone else who helped make the road
11:01to housing a success. And it looks like even if Trump would try to veto it, there are probably enough
11:08votes in both houses to override that veto. I yield the floor.
