00:00The U.S. is worse off because of Trump's incompetence, his ego, his inability to listen
00:08to facts.
00:09Iran took Trump to the cleaners with this so-called understanding.
00:15Iran doesn't have to cut off support for its terrorist proxies.
00:20Iran doesn't have to give up ballistic missile production.
00:23Iran doesn't have to make any hard commitments on its nuclear program now, and there's no
00:28guarantee they make any in 60 days.
00:31But Iran does get to rake in billions of dollars in oil sales, hundreds of billions in reconstruction
00:38aid, and God knows how much more in potential fees Trump may let it impose on ships in the
00:45Strait of Hormuz.
00:47Not to mention the benefits Iran will get from the sanction relief that Trump has promised,
00:53with no idea of what he'll get in return.
00:55Again, Iran took Trump to the cleaners.

01:47Not to mention the benefits Iran will get from the sanction relief that Trump has promised,
01:54with no idea of what he'll get in return.
01:57Again, Iran took Trump to the cleaners.
02:02In Iran, the art of the deal has turned into the art of disaster.
02:08If Trump wants to send hundreds of billions of dollars to Iran, then he'll need to do it
02:14with Republican votes.
02:16Because I'll tell you, Democrats certainly won't be helping Trump send $300 billion to
02:24Iran.
02:26Are my colleagues on the other side of the aisle prepared to send Iran $300 billion when economic
02:34needs are so severe here at home, but Trump, that's what Trump wants them to do.
02:40Now back in 2015, Trump said that America's deal with Iran will go down as one of the most
02:49incompetent ever made.
02:51The U.S. lost on virtually every point.
02:53We just don't win anymore.
02:56Trump is eating these words on a silver platter served up by Iran.
03:02Iran.
03:04He said that the deal with Iran will go down as one of the most competent ever.
03:09The U.S. lost on virtually every point.
03:12We don't just win anymore.
03:14He's eating those words now because those apply so aptly to the deal he just announced,
03:21the so-called understanding with Iran.
03:24He's eating those words on a silver platter served up by Iran.
03:30Even members of the Trump administration seem to be trying to put some distance between
03:35themselves and this so-called understanding, telling the public not to read too far into
03:41the text and that there are secret deals in the works.
03:45Well, I'll tell you right now, Trump needs to reveal any secret deals to Congress and the
03:50public immediately.
03:51He's got to do it right away.
03:54If the secret deals are anywhere near as bad as the understanding we have seen, we need
04:00to know about them.
04:03This war needs to end permanently.
04:07Americans need to know how Trump plans to do it.
04:10Crucially, Americans are wondering what they got out of this war because Trump's blunder
04:15has left our country worse off by every measure.
04:21Thirteen Americans have been killed, hundreds more wounded.
04:24The Iranian regime is richer and more radical than before Trump's war.
04:29Iran has greater control over the Strait of Hormuz than before the war began.
04:33Gas prices are still much higher than before the war, with families having paid hundreds
04:39of dollars extra to fill up their tanks these past few months.
04:43The cost of everything from groceries to basic household necessities are higher than before
04:50the war as well.
04:53Trump's so-called understanding is the culmination and representation of his ruinous strategy in
05:00Iran since day one, and his inability to govern in general.
05:05In Iran, and in so much else he does, Trump leads by whim, by ego, by greed.
05:13His strategy doesn't work in the time of peace, and it certainly doesn't work in the time of war.
05:18He is about the most incompetent president we have ever seen.
05:23In Iran, as in everything, the American people pay the price for Trump's incompetence.
05:31So, as I've been saying for months, it's long past time that Trump end this war, which never
05:36should have started in the first place.
05:39On FISA, Trump has made it clear beyond a shadow of a doubt that he doesn't care about
05:46our national security and cares even less about reauthorizing FISA.
05:50Trump has embarrassed Republicans, has pulled the rug out from under them, and blown up the
05:56FISA negotiations at every step.
06:00Trump has lobbed a grenade into Gray Clayton's nomination, insisted on making his personal fixer,
06:07his own attack dog, Bill Pulte, the acting DNI.
06:12And he's demanded to tie FISA to the Extreme Save Act to attack Americans' voting rights.
06:18Trump is so hell-bent on taking away Americans' voting rights that he's willing to put them
06:23in danger to do it.
06:26Trump would rather have our intelligence community go after his political opponents
06:30than protect the American people.
06:33Can Trump get any more reckless?
06:35Make no mistake, Donald Trump is holding America's national security hostage for his own political gain.
06:44Republicans can point fingers at Democrats all they want, but Trump has himself owned up to blocking FISA.
06:51Here's what he said.
06:52This is Donald Trump.
06:54I will not approve FISA.
06:56We are canceling the Senate hearing.
06:58Bill Pulte will remain as the Acting Director of National Intelligence.
07:01Trump will own any and all consequences that come from his undermining America's intelligence community
07:10and our national security.
07:12And finally on housing.
07:14Donald Trump may show Americans how government should not function, but our bipartisan housing bill shows Americans how we should
07:22govern.
07:24The housing shortage in the United States is nothing less than an existential threat to the American dream.
07:31The fact that Democrats and Republicans were able to come together on the road to housing at a time of
07:38such division shows just how dire America's housing crisis is today.
07:46Americans feel financially stuck as renting and buying a home keeps getting more and more expensive and more and more
07:54out of reach.
07:55One of the most effective ways to meaningful lower housing costs for Americans is to build more, build faster, build
08:01everywhere.
08:02The road to housing is a crucial first step towards ending the affordability crisis and ensuring Americans don't have to
08:09break the bank to keep a roof over their head.
08:12The legislation starts to tackle the zoning and permitting bottlenecks that have slowed construction from one end of this country
08:19to the other.
08:20The bill supports new manufactured and modular housing that makes building cheaper, faster, easier.
08:27It also advances the effort to convert blighted buildings into new housing.
08:33Crucially, road to housing makes sure institutional investors don't squeeze American families out of buying a home.
08:41Now, let's make no mistake about it.
08:43The road to housing isn't the end of the road.
08:45It's just the start.
08:47Congratulations to Senator Warren for her leadership on this bill and to all my colleagues, both Democrat and Republican, who
08:55have supported it.
08:56I'm pleased we've seized this opportunity to come up with a reasonable, bipartisan solution to help the American people.
09:04Opportunities that have become few and far between thanks to the chaos coming out of the White House.
09:10This is how Americans want Congress to govern.
09:15I yield the floor.
09:17Yield the floor.
09:19Yield the floor.
