00:20can work and it limits governments to such an extent that many of the things that are
00:27never mind that are wished for but that are necessary for services to the people are not
00:34our government is unable to deliver and that's how important that is that's how important the effects
00:40of corruption are and that's why in this anti-corruption drive that we have that I have
00:47started it was there was no way to do it easily or painlessly we had to turn everything on its

01:00and to make very very clear that these abusive practices that we had to suffer from before
01:06will no longer be will no longer be allowed and and to find that how did this system get so
01:20so destroyed uh how how did we get to this point we have to discover that so we don't go
01:28and do it
01:28again and make the same mistakes and so that's how that's that's we we have to find those who have
01:35those who are found to be to be uh uh to be part of this uh system of corruption uh
01:43that they will
01:45be punished and that they will provide restitution uh to the Philippine the Filipino people because what
01:54they are what they have taken is not my money or your money or a company's money it's the money

01:59the people and that is the worst sin of all as far as I'm concerned that's the worst form of
