00:02through intelligence community holdings and files,
00:04today I'm releasing new evidence
00:06of longstanding U.S. government funding
00:09of more than 120 biolabs in over 30 countries.
00:13Now these biolabs include labs in places like Ukraine,
00:17which could be at risk of compromise
00:18due to the ongoing Russia-Ukraine war.
00:21In fact, the intelligence community had previously warned
00:24that a U.S. funded biolab in Ukraine
00:27likely housed dangerous pathogens
00:30and remained vulnerable to longstanding threats
00:32of Russian attack, seizure, or damage.
00:35Now, until now, evidence regarding the full existence
00:38and funding of these laboratories
00:40had been knowingly withheld from you, the American people.
00:44Many of these U.S. government funded biolabs
00:47are currently or have previously engaged in research
00:50using hazardous and highly contagious pathogens,
00:54and in some cases,
00:55included dangerous gain-of-function research,
00:58with very little visibility or oversight.
01:01Now, President Trump clearly understands
01:03the serious threat dangerous gain-of-function research poses
01:06to the American people,
01:08and this is why he took decisive action over a year ago.
01:12On May 25th, 2025, he signed an executive order
01:15to end federal funding of gain-of-function research
01:18around the world.
01:20Here at ODNI, I issued new guidance
01:22to the intelligence community,
01:23directing increased collection on these laboratories
01:26and facilities overseas.
01:28And we're already seeing the results
01:31of this increased collection.
01:33We're learning new details, for example,
01:35on clinical trials that are underway at these facilities,
01:38and that are raising significant ethical, financial,
01:41and security concerns regarding the supposed public health initiatives
01:46and U.S. national security.
01:48Now, despite the obvious potential for catastrophic global impact
01:53that research on dangerous pathogens in biolabs can have,
01:58politicians and so-called health professionals like Dr. Fauci,
02:02as well as entities within the Biden administration's national security team,
02:07lied repeatedly to the American people about the existence of U.S. funded and supported biolabs.
02:14Not only did they lie, they threatened those who attempted to expose the truth.
02:20So this release today breaks new ground, as the information surrounding the existence,
02:26history, locations, and funding of these U.S. funded biolabs has been intentionally covered up
02:32by very powerful people who falsely claimed that these biolabs didn't exist.
02:37Now, they accuse anyone who says otherwise to be foreign assets and traitors to America.
02:45Now, Odi and I will continue working closely with partners across the U.S. government
02:50to identify exactly where these labs are and what pathogens they contain to end dangerous
02:58gain-of-function research that threatens the health and well-being of the American people
