02:06माइकी का case अब social media पर भी nationwide outrage बन चुका है
02:09लोग justice की demand कर रहे हैं और strict punishment की बात कर रहे हैं
02:13करे लोग कह रहे हैं कि इंडिया के animal cruelty laws अब और ज्यादा strong होने चाहिए
02:18ताकि future में कोई भी ऐसी हरकत करने से पहले डरे इंडिया में animal cruelty के current laws इंडिया में
02:24animals को protect करने के लिए सबसे main law है
02:26prevention of cruelty to animals act 1960 जिसे PCA act भी कहते हैं
02:31इस law के section 11 में animal cruelty का कोई भी form बताया गया है जैसे animals को मारना, kick
02:38करना, torture करना, ज्यादा लोड लालना, खाना पीना ना देना या unnecessary pain देना
02:43लेकिन सबसे शॉकिंग बात यह है punishment
02:45अगर कोई पहली बार animal cruelty में पकड़ा जाता है तो fine सिरफ है 10 से 50 रुपे तक का
02:51और अगर 3 साल के अंदर दुबारा offense करें तो 25 से 100 तक का fine या maximum 3 महिने
02:57की jail हो सकती है
02:58यह fine आज के time में बहुत ही कम और outdated माने जाते हैं
03:02section 12 में फूका और doom देवी जैसे cruel practices को भी punishable बताया गया है
03:08इस में 1000 तक का fine या 2 साल तक की jail हो सकती है
03:12लेकिन severe cases में जैसे की animal को मार देना, poison देना या permanently injure कर देना
03:17Indian Penal Code यानि IPC जो भारते नैसानेता या BNS का हिस्सा है
03:22ज्यादा strong punishment देता है
03:23IPC section 408 इसके मताबिक अगर कोई किसी animal को मारता है
03:28या useless बना देता है तो 2 साल तक की jail हो सकती है
03:31और IPC section 429 में काटल या high value animals की cases में 5 साल तक की jail का provision
03:39है
03:39लेकिन problem ये है कि ground level पर implementation बहुत weak है
03:42इसलिए animal right activists और आम लोग काफी time से demand कर रहे हैं कि loss को ostrich बरा जाए
03:48अब बदलाव का वक्त आ गया है माई की brutal killing सिर्फ एक incident नहीं है
03:53ये हमारे system और society की बड़ी failure को दिखाता है
03:57community dog सिर्फ animals नहीं होते वो companionship देते है
04:00environment balance करते हैं और लोगों में empathy बराते हैं
04:04ऐसे incidents दिखाते हैं कि इंडिया को urgently ज़रुत है
