The visit to Germany by the Chief of Staff of the Fascist militia (Milizia Volontaria per la Sicurezza Nazionale, MVSN), Lieutenant General Enzo Emilio Galbiati (often referred to as General Russo), took place from July 14 to 23, 1938.
It served to strengthen the paramilitary ties between the Axis powers and to deepen ideological and organizational cooperation between the Italian militia and the German SA.
