01:18A confidential trove of government documents obtained by the Washington Post reveals that the senior U.S. officials failed to
01:25tell the truth about the war in Afghanistan throughout the 18-year campaign, making rosy pronouncements they knew to be
01:32false and hiding unmistakable evidence that the war had become unwinnable.
01:38The documents were generated by a federal project examining the root failures of the longest armed conflict in U.S.
01:45history.
01:45They include more than 2,000 pages of previously unpublished notes of interviews with people who played a direct role
01:52in the war, from generals and diplomats to aid workers and Afghan officials.
01:57So, yes, we have been in the Afghanistan war for 18 years. There are people in my audience right now
02:03who didn't know time that we weren't over in the Middle East doing fucking nothing and spending billions of dollars

02:13The U.S. government tried to shield the identities of the vast majority of those interviewed for the project and
02:18conceal nearly all of their remarks.
02:20The Post won release of the documents under the Freedom of Information Act after a three-year legal battle.
02:25In the interviews, more than 400 insiders offered unrestrained criticism of what went wrong in Afghanistan and how the United
02:32States became mirrored in nearly two decades of warfare.
02:36We were devoid of a fundamental understanding of Afghanistan. We didn't know what we were doing.
02:42Douglas Lute, a three-star army general who served as the White House's Afghan war Caesar during the Bush and
02:49Obama administrations, told government interviewers in 2015.
02:53He added,
02:55What are we trying to do here? We didn't have the foggiest notion of what we were undertaking.

03:04If the American people knew of the magnitude of this dysfunction,
03:082,400 lives lost.
03:11Since 2001, more than 775,000 U.S. troops have deployed to Afghanistan, many repeatedly.
03:18Of those, 2,300 died there and 20,589 were wounded in action, according to the Defense Department figure.
03:26The interviews, though an extensive array of voices, bring into sharp relief of the core failings of the war that
03:33persists to this day.
03:35They underscore how three presidents, George Bush, Barack Obama, and Donald Trump, and their military commanders have been unable to
03:43deliver on their promises to prevail from Afghanistan.

04:44have spent or appropriated between $934 billion and $978 billion.

04:56Several of those interviewed described explicit and sustained efforts by the U.S. government
05:01to deliberately mislead the public.
05:04They said it was common at the military headquarters and at the White House
05:08to distort statistics and make it appear the United States was winning the war when it was not the case.
05:15Every data point was altered to present the best picture possible.
05:18Surveys, for instance, were totally unreliable but reinforced that everything we were doing was right
05:24and we became a self-licking ice cream cone.
05:27John Soko, the head of the federal agency that conducted the interviews,
05:31acknowledged to the Post that the documents show the American people have been constantly lied.
05:37The Post is publishing the documents now instead of waiting for a final ruling to inform the public
05:43while the Trump administration is negotiating with the Taliban
05:45and considering whether to withdraw 13,000 U.S. troops who remain in Afghanistan.

05:58James Dobbins, a former senior U.S. diplomat who served as a special envoy to Afghanistan under Bush and Obama,
06:06told government interviewers,

06:11We invade violent countries to make them peaceful and we clearly failed in Afghanistan.

06:43We are never going to get the U.S. military out of Afghanistan unless we take care
06:47to see that there is something going on that will provide the stability that will be necessary for us to

06:56The memo was dated April 17th, 2002, six months after the war was started.
07:04Interviews show that as the war dragged on, the goals and missions kept changing
07:09and a lack of faith in the U.S. strategy took root inside the Pentagon, the White House, and the

07:16Fundamental disagreements went unresolved.
07:18Some U.S. officials wanted to use the war to turn Afghanistan into a democracy.
07:23Others wanted to transform Afghan culture and elevate women's rights.
07:27Still others wanted to reshape the regional balance of power among Pakistan, India, Iran, and Russia.

07:48The U.S. military commanders struggled to articulate who they were fighting, let alone why.
