00:07international law, he's repudiated the Minsk agreements and torn up the understanding from
00:15Budapest in 1994 that Ukraine's territorial integrity would be respected. He's completely
00:23torn up international law. We will immediately institute a package of economic sanctions,
00:31which I think people would expect, targeted not just at entities in Donbass, in Lugansk and Donetsk,
00:37but in Russia itself, targeting Russian economic interests as hard as we can. This is, I should
00:44stress, just the first barrage of UK economic sanctions against Russia, because we expect,
00:51I'm afraid that there is more Russian irrational behaviour to come. And I'm afraid all the
00:59evidence is that President Putin is indeed bent, as you said just now, on a full-scale invasion
01:06of Ukraine and the overrunning, the subjugation of an independent, sovereign European country.
01:16And I think that, let's be absolutely clear, I think that would be absolutely catastrophic.
01:23If Vladimir Putin continues down this track of violence, of aggression, of a full-scale invasion,
01:33of encircling Kiev itself, which is what he seems to be proposing to do, capturing the Ukrainian capital,
01:39it is absolutely vital. It is absolutely vital that that effort, that conquest of another European country
01:47should not succeed and that Putin should fail.
