00:00Police were familiar with the male from prior contacts and knew he had a suspended driving status as well as
00:05a bond condition to not be in any bars or taverns. The male was identified as 27-year-old Larry
00:11Baldwin Jr. As the officers were near Larry's vehicle, they observed him get into the driver's seat and leave.
00:33Larry appeared to be traveling at a high rate of speed without any lights on. When a traffic stop was
00:39initiated, he pulled over briefly, but then took off rapidly.
00:59Due to safety concerns, the officer decided not to pursue him.
01:04Four days later, police observed a vehicle commonly driven by Larry in an alley.
01:10Upon approach, the officers noticed Larry in the driver's seat, and he quickly put the car in gear, again fleeing
01:16at a high rate of speed.
01:21Stop! Stop! Stop! Stop right now! Stop!
01:28Stop! Stop! Stop! Stop! Stop! Stop! Stop! Stop! Stop! Stop! He's leaving at the alley on seven.
01:43Good call though. We just missed him. Mm-hmm.
01:47He didn't see this at all. No. What a f***ing moron.
01:50He knew he was going to go pull the car door. He was helping the car. Yeah.
01:56Another four days later, police were dispatched to a bar for trouble with a party call.
02:01As officers arrived, they saw several people screaming and yelling outside.
02:06They also recognized Larry, and another male began walking away.
02:10Arrest me.
02:11What for?
02:13I don't know. Ask the guy who's recording me for no reason.
02:18Like, they gonna finally catch this guy? I mean, my goodness.
02:23My goodness.
02:24And me personally, I think police officers should pursue.
02:29They should pursue.
02:31Or start a pursuit.
02:33Because, bro, just letting criminals, hey, yo, if you take off, we won't chase you.
02:40Like, no. Go get them.
02:42Like, go get them.
02:44Whatever that takes, you go get them.
02:46You need spike strips, you gotta do the pit maneuver.
02:49You're standing out in public.
02:51For what, though?
02:52What are you walking towards him for?
02:54Videos.
02:55Officer Graves.
02:56Why are you walking towards him?
02:57Like, I'm the one who is talking.
02:59I'm not Officer Graves.
03:01Due to Larry having pending felony charges from the last few weeks, they approached him.
03:06Come talk to me for a second.
03:09We got a call here at the Old South.
03:11Finally catching up to him.
03:14Well, you guys yelling at someone and...
03:16I'm not yelling at nobody.
03:18I'm not in my business.
03:19Okay.
03:21Larry, I gotta talk to you, man.
03:24That's not even my name, bro.
03:26Come over here right now.
03:26You're being detained.
03:28What?
03:28You're being detained.
03:29Go what?
03:30I gotta talk to you.
03:32Go what?
03:32Come here.
03:36Come here.
03:38Come here.
03:41Stop.
03:42You're being detained.
03:50Bro, he is the worst at running.
03:55Bro, what kind of running was that?
03:58What was that?
04:00That was terrible.
04:03It looked like that Buick was his.
04:06Like, he was about to turn around and try to get back to it.
04:09But, like, bro, if you're gonna run, like, wow, that was horrible.
04:16Horrible.
04:17Get down the ground.
04:19Get down the ground now.
04:36Stop now.
04:38Stop.
04:45Justine.
04:46Bro, is he drunk?
04:48Or is he just, like, so unathletic that he can't run?
04:53I'm confused.
04:55I did see a clip the other day on Instagram where a guy was talking about how, you know,
05:06his whole life he had been an athlete.
05:08So, when he realized that most people aren't athletes, it was shocking to him.
05:13Am I having that moment right now?
05:15Like, is this just, like, how average people run?
05:19Son, y'all let me know.
05:23Because I was an athlete myself, too.
05:25So, I'm watching this, like, bro.
05:28I'm not advocating breaking the law, but, like, that cop would have been dusted.
05:34I would have been up out of there.
05:36You're not catching me, son.
05:38This dude is falling, like, six times.
05:41And I'm like, I wouldn't have fallen once.
05:45I'm just, like, flabbergasted.
05:47Why does he keep falling?
05:48Y'all let me know, please.
05:50Turn off the fifth, white shirt, black pants.
05:52As the officers pursued him on foot, Larry ran back to his vehicle and got into the driver's seat.
05:58Stop.
05:59I figured that's what he was doing.
06:00Stop, Larry.
06:06Stop.
06:07Stop.
06:08Get away with me.
06:10Stop.
06:11Hey, it's not doing it.
06:12Stop.
06:13Hey, it's not doing it.
06:17We have nothing to do with this situation.
06:20Why are you guys targeting him?
06:22Can you answer that for me comfortably?
06:24Can any of you answer that?
06:25Why are you targeting him?
06:28He does not have s***.
06:30You guys have saw that s***.
06:31He has no warrants.
06:33He has nothing.
06:34Why the s*** are you guys attacking him?
06:36I'm the reason you guys got called, because he was recording me.
06:40I can't have nothing to do with that s***.
06:42What the s*** is wrong with you guys?
06:46Arrest me, please.
06:48Because what the s*** is that?
06:49I'm just saying.
06:50What the s***, y'all?
06:52Something to get warrants.
06:53He didn't, though.
06:54We have felony charge.
06:55She said that she called because he was recording her, but then she was mad because they made contact with
07:02him?
07:04I'm confused.
07:06They got a call for him because of her, but then also he's been running from them continuously, including a
07:14third time here, which, golly.
07:23That's pretty embarrassing, too.
07:25I mean, hey, that's pretty embarrassing to let him get away with as much as he was falling over.
07:31My goodness.
07:32You have felony charges.
07:33For what?
07:34I don't know what to do.
07:35For what?
07:35For what?
07:36For what?
07:37Can you guys list any f***ing felony charges before you attack another person?
07:41Felony claim, secondary route to safety.
07:43Okay, now it is.
07:44No, answer what?
07:45Can you?
07:45Okay, please.
07:46I'm not trying to be a psycho.
07:47I'm just saying.
07:48Can you guys please tell me why you attacked that male?
07:51Out of all the situation, you guys come here and you attack him for what?
07:54We're not going to talk to you.
07:54You're not?
07:55For what?
07:56For what?
07:5675 status.
07:56You're not going to talk to me?
08:00Why are you talking to me, not answering that?
08:02We have charges on him.
08:04You guys literally got told because that guy was recording me.
08:09Me.
08:10Are you kidding me?
08:11People can record in public.
08:12People record us all the time.
08:14It's not a crime to record.
08:14Okay, what happened to you called the cops and you attacked him?
08:16For what?
08:17That is f***ing wrong.
08:20That is wrong.
08:21Right there.
08:28I haven't talked to him yet.
08:31Can I call him?
08:36I guess he got away this time.
08:37I don't know what her problem is.
08:39I just pulled out.
08:39Listen man, because you got people talking right here.
08:43Yeah.
08:43Dude took, started making, saying this.
08:46We heard that's why we were here.
08:47He was recording, so she called us.
08:49He was recording people.
08:50We got garbage.
08:51Recording.
08:51Okay.
08:52Yep.
08:52That's one.
08:54That's, that's a violation.
08:56It's not though.
08:58But at the same time, you're violating somebody.
09:00Bro, how, the number of people that are ignorant to what you can actually do is crazy.
09:07It is legal to record somebody in public.
09:11You are not, uh, um, expected any type of privacy in public.
09:17If you are standing outside on the sidewalk, people can record you 100%.
09:25Whatever they can see from the sidewalk, from the public, they can record and there's nothing you can do about
09:32it.
09:33Now, if they're on your private property, that's a different story.
09:39But if they're in public, on public property, they can record all they want to from, from public property.
09:45If it can be seen, they can record it.
09:48That is the law.
09:50If you don't like it, then find out some way to be private about it.
09:55Go inside of your establishment.
10:00Privacy, recording.
10:01But you're out in a public space.
10:02Yeah.
10:03There's no law against it.
10:04There's no law against it.
10:05I understand it.
10:05We couldn't do anything about it.
10:06We could just tell them stop.
10:07When they asked me to stop, kept on saying...
10:10Because he was screaming.
10:12It's our own fault.
10:12First, it was like this.
10:14Normal.
10:14I mean, she's taking something that wasn't a big deal, turning it into a huge deal, so...
10:18I actually know!
10:20Larry's got a bunch of charges, so that officer tried to arrest him.
10:23And he obviously got away.
10:26Moments later, his vehicle was located unoccupied and crashed.
10:30Witnesses stated they saw a male flee from the car.
10:34Yeah, what happened?
10:36We were in our apartment down there, and we heard squealing.
10:39We were about to leave to go hiking, and we saw this car.
10:42We thought someone might have been passed out.
10:43So we realized there might be a medical emergency, and we just walked over there.
10:46Yeah, this car just took off from a fight down there at Old Style.
10:49So, obviously, he crashed into this thing.
10:51Yeah, we just heard the crash.
10:54We got someone to pass out or something.
10:55He's gone?
10:56You guys didn't see him take off?
10:57No, we didn't see anybody take off.
11:0039, he crashed down here.
11:01He's gone on foot somewhere.
11:03I was getting gas, and I heard somebody squealing, so I don't know if he came out of here or
11:07what.
11:08And I looked up, and he hit the pole.
11:09Yeah.
11:10He can't run or drive.
11:12And then he took off.
11:13Took off running that way.
11:15Yeah.
11:16He was a colored guy, six foot.
11:18Was he wearing all black?
11:20A white shirt.
11:21A white shirt.
11:22Yeah.
11:22He tried to take off with it, and it just revved up, and he couldn't move it.
11:27Yeah.
11:28Tires are toast on it.
11:29Yeah.
11:29He saw him crash into this pole here, and then he just took off running.
11:33White shirt.
11:35Yeah.
11:35Just a white shirt, no?
11:36White shirt, I think.
11:37Yeah, that's what he said.
11:39It's running.
11:40It's open, so it's a abandoned vehicle.
11:43Well, there's blood on there.
11:48So he took off this way?
11:49Yeah, he went running northbound.
11:51Just pulling in.
11:52Just got some little day trade action, and I heard taser deployed in it, so that's not good to hear.
11:57Six and a half.
11:59Six and a half.
11:59Towards a lot of Wells Fargo, possibly.
12:02Oh, he must have been falling in the mail.
12:04Yeah.
12:04Well, you can see the marks here.
12:08So, Larry Baldwin's driving this?
12:10Allegedly.
12:10He smoked his tires.
12:12What happened?
12:13Here's a chunk of his rim.
12:15He caught up.
12:15He's holding on to it, trying to get it on the ground.
12:17And I just about had him, and it got loose.
12:20So I pulled out the taser.
12:21He tased it at the same time.
12:23We missed him.
12:24It hit his shirt.
12:25His shirt was...
12:26I think I got one prong in.
12:27Yeah.
12:28And then we had him again, and I was coming up, and I tripped in the tomato plants.
12:34Took a digger.
12:35Jesus.
12:35Yeah.
12:36And then he gets in the car.
12:37Then he got in the car.
12:38And he started, and I thought, like, f*** it up.
12:40Yeah.
12:40Because at that time, neither one of us had a cartridge.
12:43Almost a month later, La Crosse police were informed that Larry had been arrested by
12:47Wisconsin State Patrol in Monroe County on his warrant.
12:50He was then extradited back to La Crosse County Jail.
12:53So, yeah, we can take him to the interview room if you want to talk to us.
12:56Yeah.
12:57Talk to me?
12:58Yeah.
12:59Why do we got him?
13:00Yeah.
13:01I have to read you this sheet, but we can go to the interview room, and then we can
13:04go from there.
13:06So.
13:07About what?
13:08Yeah.
13:09Well, we'll just.
13:11I'll make you feel real.
13:13I was comfortable with what's going on.
13:15You have the right to remain silent.
13:16Anything you say can't, it will be used to do in court.
13:18You have the right to talk to a lawyer before questioning, and have the lawyer with you during
13:22questioning.
13:23If you cannot afford a lawyer and want one, a lawyer will be appointed for you without
13:27charge prior to any questioning.
13:28If you decide to answer questions at this time, you can stop at any time during the questioning.
13:32Do you understand these rights if I read them too?
13:36Yes.
13:36I need a verbal yes, man.
13:38Wait.
13:39Do you understand these rights if I read them too?
13:40Yes.
13:40I understand.
13:41Okay.
13:41Having those rights in mind, you wish to answer any questions I may have for you at this
13:44time.
13:44This is an investigation?
13:46Yes.
13:46Yes.
13:47So I need a yes or no on that last question.
13:51Having these rights in mind, are you willing to answer any questions I have right now?
13:54This is regarding an investigation with you taken off from some of our officers.
13:59Taken?
13:59Oh, that's not an investigation.
14:01Come on, we talk, man.
14:02Put that piece of paper.
14:03Talk.
14:03What's up?
14:03Okay.
14:05Having these rights in mind, are you willing to answer any questions I have at this point?
14:08No, you will.
14:08I know my law, all that.
14:10Who do you guys think I ran out from?
14:12It's just like, like, I'm fleeing.
14:16Like, what do you guys want from me, bro?
14:19Okay.
14:19Why do you guys have rights?
14:20All right.
14:21So, right now it sounds like based on the initial reports, you've taken off from our officers
14:26three times that they've tried to talk with you.
14:29So, pretty requisite because multiple officers were able to identify you.
14:36How?
14:36How?
14:37Because they saw you.
14:38So, all of these charges, what were you guys' proper cause for trying to come up to the
14:43person you're saying that's me?
14:45What?
14:46Like, why or what are you gonna, like, for real?
14:48Like, since I moved back out here, I'm not stupid.
14:52I know me and my dad, I dealt with my dad.
14:54I don't sell drugs.
14:55Y'all don't have to follow me.
14:57You two.
14:57You two.
14:58I didn't send you, like, why do y'all bother me, bro?
15:01Y'all don't have no drugs.
15:02Y'all trying to get any little thing just because y'all couldn't get my dad?
15:05Don't look at me like that.
15:06Answer, like, talk.
15:07You ask me questions, I should be able to ask you.
15:10You're a public servant.
15:11You're an agent.
15:11Uh, officer, why?
15:13Like, why y'all keep harassing me?
15:15For nothing.
15:16I don't have f*** on me.
15:17Okay.
15:18Well, this is just from the other officer's report.
15:20Bro, ask you my question.
15:21Don't you wanna ask me?
15:21It was more like, come on, we grow in this field.
15:23Alright.
15:24Exactly.
15:26So, I'm just letting you know what the charges are.
15:28You know, I'll ask you a question, bro.
15:30You don't wanna ask my question back.
15:33You're supposed to be a public servant.
15:37Why?
15:37Cause I got on orange.
15:38They wanna treat me different, bro.
15:39Alright.
15:40So...
15:41Alright.
15:42Yeah.
15:43I'm assuming there's some, uh, confidential information, which is why it's blurred out right
15:48now.
15:48We...
15:49Yeah, that might be alright.
15:51Yeah, you gave us a little bit, so.
15:53You're so kind.
15:54Genuine, man.
15:55Yeah, it looked like some computer screens were open, and so they were blurring out, just blurring
16:01out the whole screen just to be safe, I guess.
16:12Oh, he just admitted it.
16:15He just admitted it.
16:17Did John catch that?
16:19Let's...
16:20Listen to what he's saying in the background.
16:24Of course they had no leave.
16:26They'll try to harass somebody else and they're going to get away on y'all ass too.
16:32Try to harass somebody else and they're going to get away on y'all A2.
16:37They're going to get away on y'all too?
16:41As in like also?
16:44Okay.
16:46Interesting.
16:47You know, sometimes when you just let people talk, they'll actually tell you the truth.
16:51If you just sit back and listen.
16:55Which, to me, that sounded like an admission, but y'all can let me know how you feel in the
17:00comments.
17:04Larry was charged with felony counts of vehicle fleeing eluding an officer, times three.
17:09Second degree recklessly endangering safety, times two.
17:13Misdemeanor counts of resisting obstructing an officer and bail jumping, times three.
17:17He received several citations totaling over $2,000.
17:21Larry's attorney asked the court that he'd be released on a signature bond since he turned himself in voluntarily.
17:27The judge rejected the request, stating Larry showed a gross lack of respect for the community while fleeing and set
17:33his cash bond at $10,000.
17:35So after, what, getting away like four times, they finally caught him, finally caught up to him.
17:41Only for him to, in my humble opinion, admit that he was the one that was running at the end.
17:46Like I said, let me know what y'all think about that.
17:48But then also, let me know about the whole running situation, because that one just confused me too.
17:52Like, how was, how, why was he falling so much?
17:56I'm just, how do you fall that many times just running?
17:58I'm, I'm, I'm confused.
18:00Or is that just like the average person, or is that just how the average person runs?
18:04They fall.
18:04You know, when the average person is trying to full tilt sprint, they're probably going to fall over.
18:09Is that like the case?
18:10Because I, like I said, I have seen an Instagram reel that was speaking about that recently, which would be
18:15quite interesting.
18:16So yeah, please let me know about that as well.
18:18All right.
18:19I'm out.
18:19Peace.
