03:16которые still stand at 50%,
04:52that are really cannibalizing European industry.
04:55Is it now time, Minister, for the EU
04:57to really be more assertive in its approach to China?
05:01We have to go on in discussing with China,
05:05but the Chinese have to understand
05:07that they won't win anything
05:09if they destroy the European industry
05:12and then the European market.
05:14So this means that Europe has to be clear on its analysis
05:17and on the use of means that are prepared
05:22and settled for a commercial defense
05:25to protect our industry and so on.
05:28We have not to be any longer naive
05:31and this change of mind,
05:33this reinforcement of our protections
05:35of strategic industries,
05:37of the minimum level of input produced in Europe
05:42and so on and so on,
05:43this is going on, this is changing.
05:45It's not a matter of China or not.
05:47It's not only China, it's all the countries.
05:49And we have to have with China
05:51a discussion which is a frank one.
05:53But what about these specific ideas?
05:55For example, the idea that European companies
05:58should now have a policy
05:59where they cannot be sourcing 100% of components
06:03from a single supplier.
06:04Is this something you support?
06:07Yes, we have to.
06:08You know, France has a very strict position on this.
06:10We have to protect,
06:13as all over the world,
06:15all other countries do.
06:16All other zones do that.
06:19The European countries are the only one
06:22not to do that enough.
06:24So we have to strengthen this policy
06:26of protection of our strategic interests
06:30and sectors in the industry,
06:32in the new technologies,
06:33in certain number of procurement chains.
06:37And this means that the IAA...
06:40Which is the industrial accelerants, right?
06:42Yeah, yeah.
06:42Will have to be implemented very rapidly
06:44and negotiated very rapidly
06:46because we are now discussing on the scope
06:50which countries would be or not included
06:53with exemption in the European circle,
06:58if I may say so.
06:59Yes.
07:00And which would not be
07:01what will be the level of European input
07:05which is an obligation
07:07when you have some public money
07:08or when, for example, cars are subsidized
07:11and so on and so on.
07:12This is the question.
07:14And this is the discussion
07:15we are having for the moment.
07:17France has a strict position
07:20which is far more strict
07:21than the Commission's position
07:24as it was given,
07:26saying that you have 73 countries
07:28with which we have agreements
07:32and we should discuss with them.
07:34And so we think it has to be
07:36very, very restrictive
07:38if we want it to be efficient
07:41to protect our industry.
07:43What does that mean for countries
07:44like the UK, Canada,
07:46who really seem to want to be part of this?
07:48I think that the countries
07:48which are very close
07:50in terms of industrial integration,
07:52we could speak, for example,
07:54also of Morocco.
07:55We have to look what is efficient,
07:57what is normal,
07:58and what is interesting
08:01to support our own industry.
08:04I think, you know,
08:05car industry in Morocco
08:07is very much integrated
08:09to European industry,
08:11especially France.
08:12So we have to take this into account.
08:14So you could envisage countries
08:16like Morocco
08:17within the Made in Europe scheme?
08:18Yes, but with a certain number
08:20of criteria that they would have
08:23to respect.
08:25One of the issues with China,
08:26of course,
08:26is the issues of critical raw materials.
08:28I want to briefly ask you
08:29about your trip to Greenland.
08:31I know it came around the same time
08:33as the US special envoy
08:34Jeff Landry's visit as well.
08:36Does it make sense for France
08:37to be striking these kind of
08:39bilateral memorandums
08:40of understanding,
08:41while the EU is also trying
08:43to do the same thing?
08:44Is this counterproductive?
08:45We are working hand-in-hand
08:46with the institutions of Europe.
08:48I met the Commissioner
08:51for Development when I was there.
08:53I spoke also in the name of Europe,
08:57as a member of Europe.
08:59I mean, we have a special relations
09:01as French,
09:02and nobody can say that
09:04President Macron,
09:05Jean-Noël Barraud,
09:06and then me,
09:07we've been there.
09:08No other country has done that.
09:10So we are very close
09:11to the Greenlanders
09:12since one year.
09:13and the verbal aggression
09:16of the America
09:17on the idea that they could buy
09:20or they could take
09:22the Greenlanders.
09:23So we have always been in support.
09:25We are doing what we said.
09:27We are going there.
09:28We are building some
09:30win-win partnerships
09:31in all the fields,
09:32and especially mining,
09:34energy, telecommunications,
09:36and so on.
09:36But we are also doing this
09:38with Europe,
09:39and especially,
09:40it's a message I gave
09:43that we wanted
09:44that Europe
09:44to be more recognised
09:47and more involved
09:50in the future of Greenland.
09:52So there's no problem on that.
09:54Okay.
09:54Final question, Minister.
09:56On a slightly different subject,
09:58I know that your government,
10:00along with the Swedish government,
10:02has asked for a proposal now
10:04on restricting trade
10:06with the territories
10:07that Israel occupies
10:09in the West Bank,
10:10in East Jerusalem.
10:11I do understand
10:13that the Dutch government
10:14has actually just
10:15moved on this
10:16and restricted trade
10:17with higher tariffs
10:18on these products
10:19coming from settlements.
10:20Are you confident now
10:21there's going to be
10:22a proposal coming
10:23from Brussels on this?
10:25This is what we are asking.
10:26With our Swedish friend,
10:28we wrote the commission,
10:30we asked this,
10:31and we insisted
10:33on the necessity
10:35to have a European,
10:37common European position
10:39on this question rapidly.
10:41So to say,
10:42we cannot accept
10:43any import of products
10:46that are illegally,
10:47in fact,
10:48produced in illegally
10:53occupied territories
10:54in regard of
10:56the international law
10:57and so on.
10:57It's not an aggressive position.
10:59It's just a position
11:01which is in terms of law
11:06and the right of the people.
11:09It's normal that we say that.
11:11We have to be coherent.
11:12Effectively,
11:13the Netherlands minister
11:14made a statement on that,
11:17plus the French
11:18and the Swedish.
11:19And other countries
11:20also said
11:21that it was necessary
11:22to have this answer
11:23of the commission,
11:24try to have a position
11:25which is balanced.
11:27Is it a restriction?
11:28Is it the fact
11:30that we are more offensive
11:32and more strict
11:35on this question
11:36with the Israeli government?
11:37Anyway,
11:38we have to have
11:39a position of Europe
11:40and the proposal
11:42of the European Commission.
11:43Has the commission
11:44been taking too long
11:45to come forward with this?
11:47They were very attentive
11:48to what we said.
11:50Okay,
11:50so you're confident
11:51there's something coming?
11:52Yes.
11:52Okay, good.
11:53Minister Farisier,
11:54thank you so much
11:54for your time.
11:55Thank you.
