00:00Governor Koyke, welcome to Astana. Thank you for agreeing to speak with us.
00:04You've traveled to Kazakhstan through Rotterdam and Amsterdam. What was the purpose of those visits?
00:09During this trip, I visited Amsterdam and Rotterdam, as well as Astana, Kazakhstan.
00:16In Rotterdam, I was a speaker at the World Hydrogen Summit,
00:21where I engaged in discussions on hydrogen and other next-generation energy sources.
00:28I shared Tokyo's hydrogen vision and related initiatives.
00:35I also met with the mayors of Amsterdam and Rotterdam and conducted site visits in both cities,
00:45gaining valuable insights and insights on advanced port initiatives.
00:52I was invited to Astana by the government of Kazakhstan
00:56and met with President Kasim Jamal Tokayev and other dignitaries.
01:04And since Tokyo and Astana City signed a Memorandum of Understanding
01:10on Digital and Urban Resilience in December 2025,
01:17and I visited, I paid visits to the relevant organizations.
01:22Though brief, the visit was highly meaningful,
01:26with numerous sources of findings across a wide range of fields.
01:32So you said that in Rotterdam you attended the World Hydrogen Forum.
01:37Why was this forum important?
01:38Well, with the goals of halving emissions by 2030 and achieving zero emissions by 2050,
01:47Tokyo is advancing a wide range of initiatives.
01:51And as part of these efforts, I participated as a panelist at the World Hydrogen Summit
01:59and one of the largest international conferences in this field.
02:03And during the session, we mutually exchanged views about common issues from the UK and South Africa.
02:13And by promoting Tokyo's advanced initiatives, I emphasized the vital role of cities.
02:21And this occasion provided a valuable opportunity to understand policy trends and the latest developments in other countries.
02:35And I hope that knowledge sharing in forums like this will further drive innovation
02:43and accelerate the hydrogen implementation in various regions.
02:49And meanwhile, by building on these gained insights,
02:55Tokyo will further enhance its efforts toward real-world development of hydrogen.
03:03What about the larger relationships with the Netherlands?
03:07Well, in the Netherlands, I met with Mayor Karola Sohouten of Rotterdam
03:15and Mayor Femke Harusema of Amsterdam.
03:19They're all ladies.
03:21And we exchanged views on green hydrogen, urban resilience, and startup support
03:29and confirmed the importance of major cities collaborating to address common challenges.
03:36And also, I visited the ports of Amsterdam and Rotterdam and experienced city-integrated port management,
03:47the use of cutting-edge technologies and hydrogen applications.
03:53And Tokyo will build on these insights as well as we explore ways to strengthen logistic functions
04:04through DX at the port of Tokyo and develop green hydrogen production facilities.
04:11I also toured various cutting-edge facilities, including the floating farm and urban dairy facility
04:20and a fully automated vertical farm using AI and robotics.
04:27It was very interesting.
04:30And the knowledge gained from these visits will contribute to sustainable development in Tokyo.
04:37Wonderful.
04:37Coming to your visit to Astana, with whom of the senior officials have you met and what did you discuss?
04:46Well, President Tokayev and I have a long-standing relationship in promoting exchange
04:54and cooperation between our countries and cities.
04:59And we discussed future collaboration between Astana, city of Astana, and Kazakhstan, and Tokyo, and Japan,
05:08as well as energy security in light of the current situation in the Middle East.
05:15You know, the Middle East situation is very difficult and complicated.
05:20And I exchanged views with Mayor Kashimbek of Astana City on the future cooperation under the Memorandum of Understanding
05:31and agreed to further strengthen our partnership.
05:36What about the overall outcomes of the visit to Kazakhstan?
05:39In Kazakhstan, I carried out top-level promotion for Tokyo's GX green transformation startups and SMEs
05:52by creating opportunities for their global expansion and future business partnerships.
05:58During my visit to RM-AI, which was very interesting, RM-AI, International Center for Artificial Intelligence,
06:12we agreed to deepen our cooperation in the field of AI.
06:17And at the Ministry of Agriculture, I received an overview of their initiatives in sturgeon farming and caviar production.
06:30And with Tokyo pursuing similar efforts on Kozushima Island.
06:36We have many islands, can you imagine?
06:39And our discussion strengthened the foundation for future potential collaboration.
06:49And during my visit to Nazarbayev Intellectual School in Astana,
06:55I observed their approach to human resource development through STEM education
07:03and English language instruction and inquiry-based learning.
07:10It was very inspiring because the students' eyes are shining for the future.
07:18So I myself was very much inspired by them.
07:23And this visit provided many valuable insights.
07:28It was so substantial.
07:30And we will continue to deepen our exchanges with our partner cities
07:37and further strengthen our collaboration for shared development.
