00:00So let me say it plain.
00:02The Republican agenda is one big broken promise.
00:08Americans across the country didn't vote for higher costs.
00:13They didn't ask for endless chaos.
00:15And they certainly didn't sign up for rampant corruption.
00:18Yet Republicans are doubling down on their failed agenda.
00:24Their rotten budget bill, which we still haven't seen because they're still fighting
00:29with each other, but it will give $72 billion to ICE and Border Patrol without any guardrails.
00:39The same agency is already sitting on $100 billion and sending masked agents to sow chaos
00:48in the streets of our cities.
00:51The Republican bill has zero dollars to lower Americans' costs.
00:55Zero dollars.
00:57Nothing to address health care, to cut gas prices.
01:00Not a word on housing, utilities, groceries.
01:04And of course, the Republicans did try to sneak a billion dollars for Trump's corrupt ballroom.
01:11But the American people caught him red-handed, and now they're trying to drop that hot potato.
01:18In the coming debate, the Congress between Democrats and Republicans will be on full display.
01:28All of America will see it.
01:30We will show Democrats are fighting for lower costs for health care, for energy, for groceries,
01:36for gasoline, for childcare.
01:38Trump and Republicans are making costs skyrocket.
01:43Democrats want to end the chaos threatening our communities at home and abroad.
01:48We want to put an end to this reckless Iran war.
01:51Trump and Republicans are fueling the unrest and keeping your gas prices high.
01:59Democrats are cracking down on corruption in government.
02:01Republicans are actively helping Trump steal from the American people to fund his ballroom
02:09and his multi-billion dollar MAGA slush fund.
02:13We must not allow any president to corrupt our democracy.
02:17Well, Republicans better wake up.
02:21Americans want their representatives to fight for them.
02:24They want Congress to lower costs, end chaos, stop corruption.
02:29Today, we will give Republicans countless chances to do the right thing, to join us, to help
02:36Americans in real concrete ways.
02:38But if Republicans don't, the American people will see it in black and white.
02:43The contrast will be glaringly clear.
02:47Ballroom Republicans are not working for you.
02:51They're busy fighting for Trump.
02:53Democrats are fighting for you.
02:56The American people are watching.
02:59And in November, they will be voting.

03:11Good morning, everyone.
03:13Thank you, Leader Schumer, for your friendship, your partnership, and your leadership.
03:17It's a high honor and a distinct privilege to stand with our Senate colleagues, House and
03:23Senate Democrats united together in strong opposition to this reckless Republican budget.
03:32That will not make life better for the American people.
03:35It will continue to make things worse.
03:39Here in America, our country is far too expensive.
03:44The cost of living is out of control.
03:48Housing costs are too high.
03:51Grocery bills are too high.
03:53Gas prices are too high.
03:56Utility bills are too high.
03:59And health care costs are way too high.
04:03America is too expensive.
04:06And it's a direct result of failed Trump Republican policies.
04:13We believe in this country that there are far too many people struggling to live paycheck
04:21to paycheck, hardworking American taxpayers who can't thrive and can barely survive.
04:30That is unacceptable in the United States of America, the wealthiest country in the history
04:35of the world, and things need to change.
04:44Democrats believe that in this great country of ours, when you work hard and play by the rules,
04:52you should be able to live an affordable life, a comfortable life, and a good life.
04:59We believe that in this country, every single American should be able to afford to go see
05:06a doctor when they need one.
05:10That in this great country of ours, access to high-quality and affordable health care can't
05:16simply be a privilege available only to the wealthy, the well-off, and the well-connected.
05:23Access to high-quality and affordable health care should be a right available to every single
05:29American.
05:30And that's what we're going to continue to fight hard to bring about.
05:38We believe that in this great country, we have a broken immigration system.
05:45We're committed to making sure we always have a strong, a safe, and a secure border.
05:51But this broken immigration system, it should be fixed in a comprehensive and in a bipartisan
05:59way.
05:59We believe that taxpayer dollars in this country should be used to make life more affordable
06:07for the American people, not subsidize corruption of Donald Trump and his cartel.
06:13That taxpayer dollars should be used to make the lives of everyday Americans more comfortable,
06:24more affordable, give them the ability to experience a middle-class life and beyond.
06:31And that taxpayer dollars under no circumstances, which is one of the major problems with this
06:36reckless Republican budget, taxpayer dollars under no circumstances should be used to brutalize
06:43or kill American citizens or violently target law-abiding immigrant families.
06:49That's unpatriotic, unacceptable, and it's un-American.
06:53Which is why we are strongly opposing this bill.
06:58Immigration enforcement in this country should be fair, it should be just, and it should be
07:02humane.
07:04But that's not what's happening in America right now.
07:07ICE remains out of control, and we're committed to reining them in.
07:13And so, there's a clear choice that the American people are going to be asked to confront over
07:21the next several months.
07:24Do you want an affordable country that Democrats are fighting hard to bring about?
07:29Or do you want a country that solely is benefiting the wealthy, the well-off, and the well-connected?
07:36Do you want a country that brings people together, which is what we are committed to doing, or
07:42a country where Republicans are continuing to tear us apart?
07:46Do you want to move America forward, or do you want to turn back the clock?
07:51That's the choice that the American people are confronting.
07:56And Democrats remain committed to driving down the high cost of living, to fixing our broken
08:03healthcare system, to getting ICE under control, to ending this reckless and costly war of choice
08:10in the Middle East, and to cleaning up corruption wherever it's found.
08:15In the Congress, in the White House, and certainly across the street in the United States Supreme
08:20Court.
08:21Democrats are going to fight hard to make your life better.
08:29It's now my honor to yield to Senator Brian Schatz, who has the shortest commute of anyone in
08:37Washington, D.C.
08:39But so appreciative of his hard work, his passion, his strength, and his eloquence, I now yield
08:46to the distinguished gentleman from the great state of Hawaii, Senator Schatz.
08:54Thank you, Leader, thank you, Leader.
08:57Americans are struggling to get by.
08:59Gas is at $455 nationally, $565 in Hawaii.
09:03Food prices are rising at the fastest rate in years.
09:08Electricity is through the roof.
09:09Millions of people are losing health care.
09:12Hospitals are closing.
09:14Housing is unaffordable for many people.
09:16And everything from clothing to electronics costs more because of the tariffs.
09:22And what the Republicans are telling the American people now is not that there's not enough money.
09:31There is enough money, apparently, for a ballroom.
09:34Apparently there is enough money to quadruple the size of ice.
09:39Apparently there is enough money to spend a billion dollars a day on a regime change war
09:44of choice.
09:45There is enough money.
09:47What they are telling you is that there's no money for you as an American.
09:53And that's what we're fighting against.
09:55There is enough money in the richest country in human history.
09:59There is enough money if we allocate it properly.
10:03What they are telling you is that they want to enrich their friends and do escapades in Cuba
10:10and Venezuela and Iran and everywhere except your community, your kitchen table, your family.
10:19And that's why we're all so united in fighting this ridiculous proposition.
10:23I am now pleased to yield to my good friend, Representative Clark.
10:30Thank you so much.
10:33I am so proud to stand with these Democrats because they're standing with the American
10:38people.
10:39And we're about to mark Memorial Day where we will honor those who gave the ultimate sacrifice
10:46for our freedoms.
10:49And what a disgrace to spend the days before this solemn commemoration debating this budget.
10:58This budget that puts over 70 billion dollars into ICE.
11:05That is promoting and funding a gilded ballroom and is putting together a slush fund for allies
11:14of the president.
11:17Think about that.
11:18Going into Memorial Day, funneling billions of dollars into a violent paramilitary force,
11:26handing taxpayer money to a militia that acts in our neighborhoods as judge, jury, and even
11:35executioner.
11:38Alex Preddy, Renee Good, killed in cold blood in broad daylight, not because they posed a threat
11:48to our security, but because they were exercising their fundamental freedom to protest.
11:56Republicans promised the American people their deportation would be about the worst of the
12:05worst.
12:06Instead, we've seen communities of law-abiding people be terrorized by their own government.
12:15They've witnessed the kidnapping and brutalization of their neighbors.
12:19And this week, we're seeing the GOP do everything in their power to fund ICE, while doing nothing
12:29for the mom that I met recently.
12:33She makes a good income, but between child care, her mortgage, and student loan payments,
12:41when her husband lost his job, they are simply not making it.
12:46He is now selling plasma to make sure that they can make their budget work.
12:55And we know that we have to do better by the people of this nation.
13:03And we know that what is being put before them is not only are we going to fund ICE to
13:10control
13:11and terrorize law-abiding citizens, but they are going to be asked to pay for it with their
13:18health care, with their kids' school lunches, with Medicare, with Medicaid, with cuts to medical
13:25research, and even the elimination of veterans' benefits.
13:30So this weekend, when we are hearing the nice tributes from our Republican colleagues, salutes
13:38to the service of our veterans, our fallen heroes, and our military families, I've referred
13:46them to the oft-quoted President Kennedy.
13:50The highest appreciation is not to utter words, but to live by them.
13:55Honoring the fallen means rejecting this investment in terror.
14:05Let's vote to invest in the working people of this country and create a future that is worthy
14:14of our hero's sacrifice.
14:15Please.
