00:29Hey, City of LA renters. Our office is proud to present our top 100 problem rental properties dashboard.
00:36This is the first time our city has ever had a centralized database of documented violations searchable in one place,
00:43along with the ranking of the top 100 addresses with the most reported violations.
00:48Our new dashboard is an easy to understand public tool where for the first time anyone can look up a
00:55city address
00:55and look up years worth of housing violations, including property ownership info for the top 100 violators.
01:03We built this dashboard by pulling together data from several different sources, including from the housing department, city planning, and
01:10the county assessor.
01:11Many of these properties are listed as owned by business entities instead of under a person's name.
01:17In those cases, we went through public records to trace the business name back to the person whenever possible.
01:24We focused on RSO violations because they reflect major ongoing issues faced by tenants in Los Angeles, including illegal evictions
01:33and harassment.
01:34We also include housing code violations to provide additional context about physical property conditions.
01:41We built this dashboard in part because there's a huge enforcement gap when it comes to landlords illegally harassing tenants.
01:48Out of more than 23,000 tenant harassment complaints submitted to the city, only one landlord has been criminally charged.
01:56Los Angeles is a city of renters, and the city should be doing all it can to protect them.
02:02We hope this dashboard gives tenants, advocates, and public officials a clearer picture of where housing violations are happening
02:10and make these patterns easier to see and harder to ignore.
