00:58I understand a lot of women came forward after that but you have sort of put yourself out there
01:03now I think that girl oh well I I learned a lot from that experience about how you know the
01:13media
01:13operates so hopefully I'm a bit savvier now
01:34so I printed you both a document of all the materials we've received from the Met and as
01:40predicted they were mightily pissed off at having to hand it over and they even said that they had
01:44no desire in the current financial climate to spend disproportionate sums defending a claim that
01:50was many years out of date and legally had no prospect of success well they can fuck right off
01:57couldn't have said it any better myself okay so as predicted the IPCC investigations into both of
02:05your cases find the complaints are not substantiated and the most serious disciplinary action that they
02:10recommended was a few written warnings what about telling me that the CPS had reviewed my case when
02:18it hadn't a genuine mistake okay and what about not telling me that they found the drugs that he used
02:27to sedate me in my bloodstream they actually do find that largely substantiated but they they do want
02:31to note that the investigating officer at the time had um a heavy workload what we now know that they
02:38didn't search war boys house when he was first arrested I was told that they did and that they
02:43didn't find anything incriminating but actually the most incredible revelation is of the CCTV footage
02:49of you leaving the club that night they said that there was no sign of me on the verge that's
02:56because
02:57they were looking at the wrong night the 27th not the 26th if they had the correct date they would
03:03have seen that you left the club at 2am and they would have known that war boys was lying when
03:07he said
03:07he picked you up at 350 the initial investigation didn't even analyze your mobile phone data which
03:13would have confirmed when you got into his cab and where he took you it's like a joke I'm guessing

03:21doesn't get any funnier for me no because almost all the allegations in your case they say are not
03:25proven you saying that you weren't believed not proven being told not to show emotion in your
03:30interview well DC Stevens even denies ever saying that to you so it's your word against his the only
03:35concession is that they agree that the guy living in your old flat Billy Houghton should have been
03:41interviewed and to cap it all off they've released a statement saying that they have improved training
03:46and changed procedures so that none of this will ever happen again it's what they always do so
03:54what do we do because to be honest this is only making me even more determined yeah same we need
03:59somebody who's got to take this on for us in court and I have somebody in mind a really top

08:28basically can we resolve this without going to court
08:31is there a non-financial remedy we can explore

09:12that didn't need to be
09:14and those are just
09:17the women that we know about
09:18I mean they're almost certainly more
09:20who never reported what happened to them
09:23I was disbelieved
09:24and humiliated
09:25and
09:25I don't believe
09:27the police have sufficiently been held to account
09:29I think the impact of what the police did to me
09:32was worse than the actual rape itself
09:35like Leila
09:36I continue to live with a sense of guilt
09:38for all the women that came after me
09:41even though I know it's not my fault
09:43I asked myself
09:44could I have done more to stop him
09:46I'm shocked that you won't just admit liability
09:50the fact that you are fighting this
09:54makes me feel like you still don't believe me
09:57the police's position
09:59is that
10:00whilst we are of course
10:02sympathetic
10:02to the undoubted trauma
10:04you've both suffered
10:06we do not admit any liability
10:08on the part of the metropolitan police
10:10we believe the investigation
10:11into the crimes of John Warboys
10:13was reasonable
10:14ultimately successful
10:16successful?
10:18it took you five years
10:19to work out these attacks were linked
10:21year after year
10:22he was left to roam the streets
10:23and attack other women
10:24when he should have been locked up
10:31what we would like to do however
10:32is to invite you both
10:34to attend a police training program
10:35present your experiences to the attendees
10:38the hope is that this would be educational
10:40and beneficial to both sides

11:02about what happened to us

12:14even after she'd been sick in the toilet
12:16she still carried on drinking
12:17did this have
12:19an impact on your assessment of NBV?
12:22the CCTV footage of her falling over at the campus
12:26was entirely consistent
12:27the actions of someone
12:28who had had too much to drink that night
12:30I thought the whole thing was odd
12:34I thought it was odd
12:35that an educated girl
12:36would accept a drink from a stranger
12:38in those circumstances
12:40DSD told us
12:41she had taken some cocaine with her friends
12:43and this showed up subsequently
12:44in her blood tests
12:45had she also drunk alcohol
12:48that evening
12:49before getting into all boys cab?
12:51well her friends told us
12:52they put her into the cab
12:52after their night out
12:53because she was so out of it
12:57my conclusion was
12:58that DSD had not sustained
13:00any specific psychiatric injury
13:02as a consequence of the rape
13:04she had however
13:05suffered a depressive episode
13:06as a consequence
13:07of how she'd been dealt with
13:08by the police
13:10well following the assault
13:12NBV developed symptoms
13:13of post-traumatic stress disorder
13:15including nightmares
13:17intrusive imagery
13:19flashbacks
13:20avoidance
13:21anxiety and depression
13:22poor concentration
13:24and social withdrawal
13:25she still suffers
13:27from moderate to severe symptoms
13:29she can be tearful
13:30and experiences mood swings
13:32and she suffers
13:34from continuing sexual aversion
13:36and a lack of sexual enjoyment
13:45are you aware
13:46Inspector Underwood
13:48of a guide
13:49which outlines the Met's
13:50standard operating procedures
13:51for investigative techniques
13:53in rape and sexual assault cases
13:56I am aware of it
13:58yes
13:58it lays out detailed steps
14:00and considerations
14:01to be followed
14:01from a starting point
14:03of treating
14:04the victim's account
14:06as truthful
14:07does it not?
14:09I don't know
14:12why not may I ask?
14:13I just can't recall it
14:14in any detail
14:15as a member
14:16of one of the Met's
14:17Sapphire teams
14:19which are
14:20specialist rape
14:21and sexual assault
14:22investigation units
14:23I find that
14:24quite an extraordinary
14:25thing for you to say
14:26in my opinion
14:27it's not something
14:28I consider practical
14:29to apply to each
14:30and every case
14:32to this case?
14:34I think these
14:35policies are fine
14:36in theory
14:38but they're not always
14:39applicable to
14:39day-to-day policing
14:41then why have they
14:42been set out by the Met
14:43of their guidelines?
14:46I think they have been
14:48created purely
14:49to protect the police
14:51from legal challenges
14:53if a case is not
14:54classified as a serious
14:55sexual assault
14:56then details of the
14:57investigation are not
14:58entered into the
14:58criminal intelligence
14:59computer database
15:00are they?
15:02no
15:03meaning
15:04no closing report
15:06would need to be done
15:06would it?
15:07no
15:07is that a good thing?
15:09honestly
15:10an opportunity
15:11to not have to do one
15:12would be taken gladly
15:14was there a drive
15:16from your superiors
15:17at borough management
15:18to disprove
15:19allegations of rape
15:20and sexual assault?
15:23yes
15:24why was that?
15:26because if an allegation
15:27can be legally disproved
15:29then it will
15:29improve detection rates
15:31so junior officers
15:32were effectively encouraged
15:33not to pursue
15:34allegations of rape
15:35and sexual assault
15:35and instead to focus
15:36on other crimes
15:37such as burglary
15:38which were easier
15:39to clear up
15:39is that right?
15:42broadly speaking
15:43yes
15:44coming now
15:45DC Coldham
15:46specifically to the
15:47case NBV
15:49even though her case
15:50bore all the
15:50hallmarks of a drug
15:51facilitated sexual assault
15:52she was not treated
15:53as such
15:54was she?
15:55personally
15:55I believed her account
15:56but I knew
15:57there was no prospect
15:58of the case being reopened
15:59once the forensic
16:00and toxicology results
16:01had come back
16:01as inconclusive
16:02even though there were
16:03still many important
16:04leads still to be
16:05followed up
16:06yes
16:07so under pressure
16:08from on high
16:09her case
16:10was not recorded
16:11as a serious sexual assault
16:12supervision from more
16:13senior officers
16:14did not occur
16:15and her case
16:15was not entered
16:16into the databases
16:18no
16:18and the case
16:19was cleared up
16:20in three months
16:21no case closure report
16:23no detailed report
16:24entered into the system
16:25and the borough's
16:26clear up rate
16:27was thereby improved
16:28since the case
16:29was not left
16:30as unsolved
16:32like I say
16:33that was the situation
16:34at the time

29:17of the decision
29:17on the grounds
29:18that it was
29:18legally irrational
29:19to release

29:20and we have
29:21to move

29:23have been
29:23able to
29:23find out
29:24is that
29:24as late
29:25as 2015
29:27he was denied
29:28transfer from
29:29a high security
29:30prison to a

29:31open prison
29:32on the grounds

29:36saying he's
29:36suitable for

29:37that sounds
29:38pretty irrational
29:39to me
29:39the thought
29:41of him being
29:43released in
29:44just a few
29:44weeks is
29:48it's terrifying

29:52to stop that

31:20they came to
