00:08Last night, I went down there and some guy was putting a blanket over a body.
00:12Yeah, this guy's not moving.
00:14This attack was violent.
00:17It's like having my worst nightmare come true.
00:21We start to look immediately for any surveillance cameras.
00:26There's probably blood on this.
00:29We're in a race against time to find this person as quickly as possible.
01:06Tony he had a lot of love to give Tony met his wife they had a couple of kids
01:15and he was really good father he loved spending time with him he was a fun dad
01:24just kind of the kind that's you know threw the kids up in the air all the
01:26time and ran outside with them there wasn't a kid that didn't love them
01:32just about every picture ever taken of them it was always him holding the babies
01:38that's the happiest it ever been
01:45but my brother had a hard time with his mental health and his depression did start to get a lot
01:52more noticeable we tried to get him into counseling and tried to get him on meds and
02:00he just he refused to do it he said mom if I try to get that help that means I'm
02:09gonna have to admit
02:10to myself I'm broken and I just can't do that when he and his wife ended up splitting up it
02:17was really
02:18really hard on him hi I hope you can help I'm looking for my son we had no idea where
02:26he went as a family
02:28we were trying everything we could to try to find him we would try to you know contact him through
02:35email or messenger on Facebook but he pretty much literally dropped off the face of the earth for us
02:44every day there's always that constant fear that something was gonna happen to him

03:00last one from the floor I went down there and some guy was putting a blanket over a body and

03:06He's still there, and the body never moved.
03:08Okay, one second for me here.
03:10I heard he's yelling, stop, stop!
03:13Yeah, this guy's not moving.
03:15All right, the officer should be arriving in a minute now, okay?
03:24The responding officers, they found the victim down on the sidewalk.
03:33Unresponsive, yet EMS rolling.
03:36He had severe trauma to his head and face.
03:39He was having difficulty breathing.
03:44He was identified by an ID that was in his pocket.
03:48The victim was James Tony Wise.
03:52Tony Wise was transferred to the hospital.
04:02Arrived around 7.30 in the morning.
04:05At this time, officers had the scene taped off, trying to separate witnesses and preserving the crime scene.
04:13When we arrived, we filmed crime scenes to capture and document the evidence.
04:21There was an opening to a fence to a parking lot.
04:25That's where Tony Wise was located.
04:28This must be where the assault took place.
04:31There was a pool of blood.
04:33I saw some other items that were kind of strewed upon the ground.
04:38There was a metal scooter, pink pepper spray.
04:45There was a tent that was kind of smashed down to the ground.
04:50Did you know Tony Wise?
04:52Okay.
04:53We had spoken to a witness out at the scene who told us they were familiar with Tony Wise.
05:00That witness identified his tent and said that he had been in that area for some time.
05:07Take this out over here.
05:09We were able to see that there were shoe impressions on the tent that appeared to be in blood.
05:16If we could locate that shoe, that was potentially going to be a key piece of evidence for us down
05:23the road.
05:25It definitely stood out of something that was a pretty violent attack.
05:29We were wondering what could have been the motive to what happened.
05:34Detectives contact Marcus Dayton, the 911 caller who witnessed the attack from his apartment.
05:43This is Detective Greenland with the Foreign Police Bureau.
05:46Thanks for taking my call.
05:47So if you can just kind of start from the beginning.
05:50You're in your residence there?
05:51It's 4 o'clock in the morning and I'm on that side of the street, my window.
05:55Marcus Dayton looked down to the street below his unit, out to 3rd Avenue.
06:01And all of a sudden I see this guy, like, leasing himself off the fence and then coming down with
06:06his leg, you know, stomping on something.
06:09He sees the suspect hitting and kicking what he thought initially was maybe a bag of trash.
06:15But this person was using the fence and stomping another person's head extremely violently.
06:23The guy that you see, let's describe him.
06:26How much does he weigh?
06:31He gave a very good description of the clothing that was unique.
06:43He also described him as having white shoes.
06:47There's probably blood on his shoe from stomping the guy's head to the freaking ground.
06:52After the assault ended, he observed the suspect walking southbound on Northwest 3rd Avenue, where he loses sight of the
07:02suspect.
07:03This person was definitely a danger to the public, and we needed to locate and arrest this person as soon
07:10as we can.
07:15Investigators enlist forensic evidence technician Mark Weber to find cameras that might show the attack.
07:22I went to the ODOT building, or in the Department of Transportation, to get video.
07:26They have a lot of exterior cameras that help cover the streets in that area.
07:31The building itself is one block directly east of the crime scene.
07:37There was one camera angle on the ODOT building that pointed straight across that parking lot.
07:43Right in the area where Tony's tent was, I was hoping they could show the crime scene and show the
07:50attack.
07:54Officer Weber brings the footage to the police bureau for analysis.
08:00Let's see what we got.
08:05This view, which covers this entire parking lot, but it's so far away, you're going to watch it as carefully
08:11as you can.
08:13This looks like the area where Mr. Wise was attacked.
08:18Let's go to 4 a.m. just before the 911 call.
08:27So, looking at the frame, I'm really focusing right around Mr. Wise's tent and in the area where I know
08:35the pool of blood was located.
08:49Wait.
08:50Who's that?
09:01I see a figure walk towards the direction of where Mr. Wise's tent was.
09:11And then I also see another figure also come into frame as well.
09:16And it looks like then the two figures kind of interact.
09:20Something's happening.
09:48Something's happening.
09:52Something's happening.
09:53Unfortunately, now, there's a tree that kind of blocks some of the view.
10:02Replay it.
10:07The 911 caller describes this subject to be wearing lighter colored pants and a darker colored top.
10:17There's light pants.
10:18There's light pants.
10:19That's got to be our suspect.
10:25And that's Tony Wise.
10:28The video shows the interaction between the suspect and the victim, and it actually kind of seconds what we heard
10:35from witnesses.
10:37It looks like the altercation happens rather quickly.
10:40You could tell the fight was a violent fight just based on the person getting knocked down.
10:46It appeared that there was only two people involved.
10:50The biggest drawback about this camera was that it was from far away.
10:55It was hard to positively ID the people.
11:02Investigators search for surveillance cameras that are closer to the crime scene.
11:09We should be able to find him on other video for the projected time of our homicide.
11:15The attack happened in front of the Blanchet house.
11:20There's one camera on the building point north.
11:26And there was one camera pointed south.
11:34Investigators analyzed the footage from both cameras.
11:38All right, can you start about a half hour for the first 911 call?
11:47The camera angle that we're observing here is facing to the south.
11:52To the left is the parking lot that's fenced off.
11:56And you only capture the top portion of that.
12:00Zoom in.
12:04We start watching the video at approximately 3.50 a.m.
12:09We notice where Mr. Weiss's tent is, that that portion is not captured in this camera frame.
12:17But we were hoping that this tent might have captured maybe our suspect coming to the scene.
12:24Wait.
12:26Who's that?

12:34At approximately 3.56, 20 minutes prior to this incident being called into the police,
12:41we observed a subject on the sidewalk.
12:47It does look like he was kind of loitering.
12:56Freeze it there.
12:58Zoom in on him.
13:04It's difficult to make out facial characteristics of the person.
13:08But he's wearing lighter pants and what appear to be white shoes.
13:13Which is consistent with the description Marcus Dayton provided us.
13:22Let's try the north camera.
13:24A minute or two beforehand, see where he came from.
13:31There was another camera angle that faced right at the intersection of 3rd and Gleason.
13:48Play that again.
13:51Zoom in on him.
13:53Zoom in on him.
13:57Freeze it there.
14:01At 3.55 a.m. on the north camera, we observed the subject that we had seen on the south
14:08camera.
14:09That's got to be him.
14:12You could tell that the jacket the person is wearing is a two-tone jacket.
14:16It kind of gives him away.
14:19This is a big moment because then we're seeing some collaboration on video that kind of matches what our 911
14:25caller is describing.
14:26We didn't get a good shot of his face.
14:28This was during COVID.
14:30So he was wearing a face mask at the time.

14:38We see the suspect.
14:40He speaks with someone at the northwest corner of the intersection at Gleason and 3rd Avenue.
14:45Then I could see that our suspect walking back southbound towards the direction of our scene.
14:53Putting him directly in the path of Mr. Weiss's tent, which is just off camera.
14:59We still don't know who our suspect is.
15:03But we have a better idea of his movement throughout the scene to start looking at different cameras in the
15:10area.

15:24That was the hospital.
15:25It looks like he's not going to make it.
15:29We're notified that Mr. Weiss is not going to survive his injuries.
15:34It was severe skull fractures that Tony Weiss received.
15:39That's his mother's number.
15:51hello i kind of knew right then before he went any further that it was something about my son
15:59and it was like having my worst nightmare come true where is he
16:07okay thank you i needed to be with him to say goodbye as good as i could
16:24when i saw him
16:28i just kept telling him over and over i love you son i love you so much
16:36that he couldn't hear it at least you know i was able to hold his hand
16:43and tell him goodbye and i would see him in another life
16:50tony dies from his injuries the following day
16:58it turns into a homicide investigation at that point
17:02we want to bring justice to the family
17:05and know that this person's being held accountable for their actions
17:18detective greenley and i are on scene getting briefings from the responding officers
17:25we learn that another assault had occurred earlier in the morning
17:31so there was uh another assault just around the corner
17:34what
17:35yeah
17:35the officer tells investigators that the assault happened around 2 55 a.m
17:4080 minutes before the attack on tony wise
17:47and it was a block across from where mr weiss had been assaulted
17:52we don't know if they were connected but it was definitely odd
17:55it was very similar to the attack on mr weiss
17:59a witness called 9-1-1 to report the incident
18:059-1-1 what is the address for the emergency
18:08i am right in front of the Chinese garden downtown
18:12there's this man that was like really brutally beat up
18:16and he's like passed out on the side of his car
18:19um and he's like really bloody
18:21i don't think he's conscious
18:23what's the color inside the vehicle
18:25it's a white mercedes bin
18:29what stood out to us was the witnesses describing the suspect also
18:33kind of kicking and stomping the victim
18:36and the victim also had severe injuries to his face
18:41the victim of the assault is tembalani deniso
18:47how many people assaulted him
18:48it was like two guys
18:52what about the victim
18:54i learned from officer garth that he interviewed the victim mr deniso at the hospital
18:59he couldn't remember any of it
19:00he was unable to provide much of a statement
19:03as to what occurred because of the head injury
19:08the mercedes bin was currently still located at the scene
19:14so we take a look
19:23we saw a significant amount of blood on the vehicle
19:28some of our criminalists document the scene and photographs
19:31and collect blood evidence as well
19:34with tony wise and another victim
19:37mr deniso
19:39the similarities stood out
19:42but we just didn't have much information on what could have been the motive
19:45connecting these two incidents
19:47tony wise was homeless
19:49and now we have another victim with a vehicle
19:51mercedes-benz
19:52you have a person just randomly
19:55assaulting and attacking people downtown
19:58it's very unusual
20:03we start looking for surveillance video cameras in that area
20:08that we can capture this assault
20:10and see if it matches up with the suspect
20:13that we had seen at the blanchet house
20:17right at the corner there is the trailhead credit union
20:20we observed the credit union there
20:23to have an exterior surveillance camera
20:25that we believe captures that intersection
20:27and ultimately that first assault
20:35investigators review the footage back at the police bureau
20:39can you go to 2 30 a.m.
20:42see if we can spot the vehicle
20:49we're looking for a white mercedes
20:53there's a lot of lighting there
20:55so you can see everything in color
20:57the video doesn't come out grainy
21:01there was a good camera that picked up the intersection
21:04i'm really looking
21:06can i place mr deniso's vehicle there
21:14there that's it
21:17at 2 42 hours on the camera
21:20we observed deniso's white mercedes
21:23driving northbound on northwest 2nd avenue
21:29you can see the brake lights illuminate
21:31and pull along the west curb line
21:37i'm just trying to understand
21:38what led up to this assault
21:40that took place at the vehicle
21:47who's that
21:54about 2 53 hours
21:56i see a person walking
21:58kind of looking at his phone
22:00and he's walking northbound
22:01towards direction of mr deniso's vehicle
22:08hang on who's this
22:14the person walking behind
22:16is wearing a kind of a darker shirt
22:17but his pants were of a light color
22:20and wearing white shoes
22:21and that stood out to me
22:24but it also looked like he was carrying an object in his hand
22:26that looked like a jacket
22:33zoom in on that
22:36as they walked towards the vehicle
22:38i could see
22:38it almost looked like
22:40the door was ajar at one point
22:52it's so far away
22:54you can't see clearly
22:56what exactly happens
22:57you can see movement
22:59the one gentleman's white pants
23:01kind of you can see it moving
23:02but you can't really tell what's going on
23:05we're really looking closely
23:07it looks like there's a physical disturbance
23:09a fight that happens at the vehicle
23:12that must be a zone
23:16keep playing it
23:21they come walking back
23:23facing the cameras
23:24with nice bright lights
23:26we get to see everything
23:27as they're walking toward us
23:29look he's wearing the jacket
23:33that's our man
23:36looking at what he's wearing
23:38a jacket with the leather
23:40along the sides
23:42it was consistent to the attack
23:44on mr. wise
23:46so i believe this was the same person
23:50the one gentleman's wearing a mask
23:51we can't really see this face
23:54he's in there
23:57can you zoom in on the shoes
24:02you can see blood on the shoes
24:05you can very plainly see it
24:08i believe this was blood
24:10that was from the attack
24:11with mr deniso
24:14this is definitely our guy
24:22so we have our suspect at 259
24:25it's within just a few blocks
24:27and an hour and a half
24:29before mr weiss is assaulted
24:33when they walk off to the south
24:35that was also the same direction
24:36where tony weiss had been murdered
24:40but there wasn't a clear connection
24:42between both the attacks
24:44so we didn't have a clear motive
24:45at this time
24:47zoom in on the other guy
24:52this other person
24:54that's with our suspect
24:55he's a high priority
24:57for us as well
24:58at this point
24:58to identify
25:02as officers search for the suspects
25:05investigators meet with tony's family
25:09the detective in charge was really nice
25:13he seemed to really care
25:14if they found out who did it
25:16which surprised me
25:18because a lot of times
25:20when somebody's homeless
25:21they don't seem to get any attention
25:23can you think of anyone
25:25who might have done this to tony
25:27tony's family
25:28had no idea who this person
25:30is that committed this offense
25:33we just try to get an understanding
25:35of what prompted this attack
25:36kind of the motive behind it
25:38i want to show you
25:39that we're doing everything we can
25:41to find who did this
25:43if you know anything
25:45we'll let you know

25:54they trace the suspect's movements
25:56following the attack
25:57on mr deniso
26:02at the entrance to the credit union
26:04there's a recessed alcove area
26:07where there's a camera
26:13there he is
26:17about 342
26:18observed our suspect
26:20he was no longer
26:21with the male observed previous
26:23with the attack on mr deniso
26:25he was walking towards the atm machine
26:28so i bring up that camera
26:36and i see a white female
26:38kind of wearing a pinkish color jacket
26:40almost like a kind of plastic shower cap
26:43on her head
26:44in an unknown male
26:50i then see our suspect
26:53come into the frame
26:54of the atm
26:56it's nice and clean and crisp
26:58and it lets us see our suspect
27:01and it lets us see our suspect
27:01in full light
27:03you can really get a clear image of
27:05kind of the t-shirt that he's wearing underneath
27:07the jacket
27:09and that he's wearing glasses
27:15we see that they're both interacting
27:17like they know each other
27:21what are they doing
27:24seems like they're pushing
27:26trying to get money out of the machine
27:29at one point it looks like
27:30the female gets frustrated
27:38then also a moment
27:40that the suspect looks like
27:41he gets frustrated
27:42at the machine as well
27:43and he punches the machine
27:46when he punches the atm
27:48it seems like he punched the atm
27:50with a lot of force
27:52you could tell that
27:53something disturbed him
27:54or angered him at this point
27:57this is maybe 15 minutes
27:59before the actual homicide attack
28:01at tony's tent
28:03is this guy going to strike somewhere else
28:05we're going to race with this time
28:07to find this person as quickly as possible
28:11looking at the video
28:12that we obtained
28:13from the credit union
28:14that was probably our clearest image
28:16that we had of the suspect
28:17so I did a screen capture
28:19and then I distributed that
28:20through police channels
28:22see if they recognized the person as well
28:27meanwhile

28:29who can tell her about
28:31Tony's last days
28:34the police told me
28:36where he had been staying
28:37I wanted so badly to know
28:39what was going on with them
28:41did they know
28:43did they know if he was trying
28:44to get back in touch
28:46with his family

28:53somebody that
28:54worked at the shelter

28:57there was a
28:58handwritten note in there

31:04there he is
31:06and I observe the suspect
31:08then walk westbound
31:10towards the direction
31:11of the shoreline
31:12the shoreline is
31:15transitional housing
31:16for people that have been
31:17released recently
31:18he took me from prison
31:20he appears to enter
31:21the front entrance
31:23of the shoreline
31:25I was just like
31:26holy cow
31:27I know where this guy lives
31:30investigators send images
31:31of the suspect
31:32to local parole officers
31:33to see if they recognize him
31:40and we received a call
31:42from Multnomah County
31:43probation officer
31:44Paula Feta
31:46who explained to us
31:47that she recognized
31:49the person
31:49as being
31:50Elijah Williams
31:54what can you tell me
31:56about Elijah
31:56she explains to us
31:58that Elijah Williams
32:00was incarcerated
32:01for a period of time
32:02for a sexual assault
32:04of a minor
32:04and this is now
32:05living at the shoreline
32:06as kind of a transitional
32:07housing upon being released
32:10it all made sense
32:12the shoreline is literally
32:14five blocks
32:16from where Tony Weiss
32:17was murdered
32:21on February 19th
32:23we established surveillance
32:24at the shoreline
32:25our plan was to locate
32:27Mr. Williams
32:28away from the apartment
32:30take him into custody
32:31safely
32:32and execute
32:33the search warrant
32:34at his residence
32:36one of our detectives
32:37observed
32:38Mr. Williams
32:39leave the shoreline
32:40he got on
32:41a TriMet bus
32:46and we followed him
32:51and once he
32:53was in a position
32:54that was safe
32:55we took him
32:56into custody
32:59now we need
33:01to understand
33:01why this thing
33:02happened
33:09we entered
33:11Elijah Williams' apartment
33:12and we recover
33:13this jacket
33:15we recover
33:16the pants
33:17we recover
33:18the glasses
33:20we also saw
33:22a pair
33:22of white shoes
33:24this was very
33:25important evidence
33:26because we knew
33:26now that we
33:27had the shoes

33:29during the assault

33:31the impressions
33:32observed previously
33:33on the tent
33:37DNA confirmation
33:38determined
33:39that Tony Weiss's

33:41on the shoes

33:46on the carpet

34:26detectives ask

34:28the assault
34:29on Mr. Deniso
34:30there was a fight
34:32someone called it
34:33in early morning

34:36I was actually
34:37one of the ones
34:38that was assaulted
34:38you were one of the ones
34:40that was assaulted
34:41what happened
34:43a guy stole
34:45my friend's phone
34:47and
34:49we confronted him
34:50about it
34:51and he
34:51started attacking

34:54get him back

34:59that he was

35:01of the attack
35:02but that was
35:03kind of the first
35:04win in the interview

35:15I don't believe
35:16that he was the victim
35:17and what friend
35:19was it that
35:19you were with
35:20to go confront
35:21this guy

35:56a surveillance video

36:19closing me down

36:22that's when I ran

36:23to go grab

36:24grabbing my throat
36:26and grabbing my jacket
36:28and so I tried
36:29to like wrestle
36:29him for it
36:30and then I threw
36:31him on the ground
36:31started kicking it

36:40to him about
36:40the injuries
36:41the significant
36:42damage
36:43and just the
36:44pure violence
36:44of what the
36:46assault had done

36:49that I showed you
36:50in that lecture
36:51when he was taken
36:52to the hospital
36:53he was treated
36:54for very serious
36:55injuries
36:56but he passed away
36:59and so we
37:00we can't change that
37:01don't say that

37:07he ultimately
37:08regretted
37:09what he had done
37:11it's easy
37:12to walk away
37:13from Tony Weiss
37:14to not recognize
37:15him as a person
37:16as a human being
37:17because he was
37:18a homeless person
37:19Williams is charged
37:21with second degree
37:22murder for killing

37:24and second degree
37:25assault

37:34to rule out

37:45at the ATM
37:46as having
37:47any involvement
37:48in the

37:51prosecutors
37:52piece together
37:53what happened
37:53on the early
37:54morning of
37:55February 13th
37:58Elijah Williams
37:59he was taking
38:00his testosterone
38:01his steroids
38:02drinking heavily
38:04and decided
