The problem is that Windows 11 and Windows 10 add a "layer" over the game that interferes with the GPU. By disabling this, you allow the game to have direct control over the display, which makes everything run much smoother.
Steps to fix it:
Go to your game's installation folder and find the .exe file.
Right-click on the executable and select Properties.
