34:03And I think that that figure speaks for itself
34:06in that it's not hard to see why so many girls would get into this industry
34:11just because it can be so, so lucrative.
34:14There's no law stopping Charlotte from earning a living selling her body,
34:18but not all aspects of prostitution are legal.
34:21I want to know exactly what the laws are on buying and selling sex in Britain.
34:25I've been looking at the law on prostitution and it's pretty complex.
34:28It is legal to sell sex, but it's illegal to do it on the street in public.
34:34And with brothels, it's really complicated.
34:37They're illegal, at least it's illegal to run one.
34:40But it says here it's actually not illegal to work in one.
34:49Is it just me that finds the law complex, contradictory and hard to understand?
34:55I want to know how much other people know on the laws on prostitution
34:58and whether they think they work.

35:34and they're getting blind drunk, buying girls drinks, having a one night stand,
35:38not even remembering her name, for a guy's point of view,
35:41I can't really see the difference between that and just cutting the chase and paying for a prostitute.

38:00Like, if there's one prostitute in a household being paid for sex,
38:05that's legal, but as soon as more than one are in the same building
38:08or the same house, it's classed as a brothel, so that's illegal.
38:12It's illegal to run or to help run a brothel, but, as I found out earlier,
38:17it's not actually illegal to work in one.
38:19I understand why they're illegal, because they don't want it to be,
38:22like, big business and have pimps and madams and stuff.
38:25But I think it's a really vulnerable position to be in.
38:28You could be, like, you could be a victim of violence or, like, rape,
38:31so it would be really important, I think, to allow people to live in
38:35brothels, as long as it was, like, regulated so that it wasn't
38:38exploitative, maybe.
38:40OK.
38:40Does anyone know who's at fault in that situation?

38:46It's the bloke.
38:48Blokes get caught going to these brothels.
38:50They are the ones in the wrong and they will get prosecuted.
38:53Actually, men are only committing a crime if the woman they have sex
38:56with has been forced or trafficked.

39:16But many of the quizzers seem unhappy with the way the law works
39:19at the moment.
39:20All of us are confused about the laws.
39:21Not one person here got everything correct.
39:24And I'm sure the whole British Republic is like that, so I think
39:27it should be cleared up and kind of set straight, the laws,
39:29rather than them contradict itself, yeah?
39:31The law does need to be reviewed.
39:32Like, it's a two-way thing.
39:33They're both participating in this act.
39:35Why should the woman be victimised and be made out to be the criminal
39:38and, like, the male get away with it?
39:40I think if they change the law with prostitution, I think,
39:43and give more rights to prostitutes, I think it's going to promote it
39:47and more women will get into prostitution.
39:49That's what I kind of meant.
39:49And, which I completely disagree with.
39:54We've found reports of 93 raids on brothels by police in 2013.
39:59I want to know more about brothels to understand why they're illegal,
40:02but it's proved impossible to get into one.
40:06Madam Becky Adams, though, has agreed to help me out.
40:10She ran several brothels in the home counties for 25 years
40:13until she retired in 2009.
40:17Becky's going to show me what's really involved in running a brothel.
40:24So we've come to an apartment I've hired on her advice.
40:29So here we are.
40:31Excellent. This is nice.
40:32Where the magic is about to happen.
40:34Fantastic.
40:36Is this, like, all right, though?
40:40Yeah, I think this looks perfect, really.
40:42So why is it good to rent an apartment like this?
40:44Look, a serviced apartment is a mixture between a very smart hotel room
40:49and renting your own apartment.
40:52But it's serviced like a hotel.
40:54It's not always a good idea to have somewhere
40:56that you're renting on a six-month lease.
40:58You know, you could be shut down tomorrow.
41:00So at least with a serviced apartment,
41:02it means we can take our bits and pieces,
41:04we can set up for the day,
41:06and then we can go and be somewhere else tomorrow.
41:11Oh, sick. Here we are.
41:14Becky checks over the apartment.
41:15Yeah, it's brilliant. Perfect.
41:17That will become my brothel.
41:18Got some kinky mirrors.

41:23It turns out the action starts in the bathroom.
41:26So you don't have to have a smelly customer.

41:55We always had a tray of biscuits,

42:09It's all these little essentials, you say.
42:11You thought it was all about the sex,
42:13but it's all about the biscuits.
42:16Becky then takes me through the essentials...
42:19It's like Christmas, isn't it?
42:21...that every self-respecting madam needs.
42:25You can never ever have enough towels in a brothel.
42:28They do their activities on top of the bed, on top of towels.
42:34Baby wipes are an essential part of massage parlours and working flats,
42:40so they'll help clean the customers when they've finished.
42:43Obviously condoms.
42:46You know, always, always, always safe sex.
42:48So, to use a condom for sex and oral sex as well.
42:52So, 18 won't last very long.
42:56Next, Becky wants to show me how to get the bedroom ready for action.
43:03So, I'll just show you really quickly how to sort of fold the towels.
43:09Does it always start with a massage or does it ever just go straight into sex?
43:13Normally your customer would be front down,
43:15so he's going to have a nice back massage.
43:17And then when the customer's ready, he sort of turns over
43:20and then it can be a front massage and then moving into sex.
43:24So, kind of by now, you know, you're probably half an hour into your hour's booking.
43:30And although gentlemen like to think that they're paying for an hour's booking
43:35and they're going to have an hour's sex,
43:37and people have this perception, you know, that prostitution is all about sex,
43:41I think we all know that gentlemen normally can't last that long.
43:46So, out of an hour's booking, probably about 30 seconds of it will be sex.
43:50And then it's all done and then it's all finished.
43:52By running brothels, Becky was breaking the law.
43:55She was raided and closed down by the police six times,
43:58though never prosecuted.
44:01If you obey the unwritten rules, which are no drugs, no underage girls,
44:06no alcohol, no coercion, and the girls are paying their sort of tax
44:12and national insurance, then the police always knew where we were.
44:16They always kept an eye on us.
44:18And as long as we weren't making, being a nuisance or causing trouble,
44:23then they sort of left us alone.
44:26I was always aware that we were breaking the law,
44:29but to me, I didn't feel as if I was doing anything wrong.
44:33You know, my moral sense, I was just helping girls and helping customers stay safe
44:40and in a sort of a controlled environment.
44:45Set the ambiance there, dear.
44:47Becky believes that brothels provide the safest place for sex workers
44:50and campaigns for them to be decriminalised.
44:56Why do you feel that, you know, the law has ignored, then, the fact that lots of girls
45:01will be putting themselves at risk if they do abide by it?
45:04The law is ridiculous, but sex workers don't really have a voice,
45:09and they certainly don't have a voice that anybody particularly listens to.
45:13So, I don't know the answer to that.
45:18Why have the government seen fit to endanger women?
45:22It is utterly ridiculous.
45:26I really do feel properly equipped to run a brothel now, considering it.
45:34Just talking to someone who it's affected first hand
45:36makes it all so much more real than just hearing about, you know, brothels are illegal.
45:43And it just makes me confused about why they are,
45:47because, you know, someone like Becky running a brothel
45:50just seems like it would be such a safe, smooth running business.
45:59Around 10% of the sex industry is street prostitution.
46:03It's the smallest section of the industry, but it's the one that grabs all the headlines.
46:09Many street workers start before the age of 18.
46:13We do regular outreach sessions three, four nights a week.
46:16I've come to Liverpool to spend the evening with Shelley Stoops,
46:19who works for the local NHS Trust.
46:22She regularly visits the city's 200 street sex workers.
46:26We would go around, see the women, giving them condoms.
46:30We operate a needle exchange.
46:32And they're listening here if there are any problems they need help with.
46:36We might be the only person who's stopped and spoken to them like a human being.
46:42Most street workers are coping with addiction.
46:47Out here they're also selling sex where the risks and dangers are highest.
46:52We've often actually been on outreach and come across women being attacked.
46:56People throwing eggs and throwing stones at the women.
46:59People attacking them when they can't, you know, follow through on the act.
47:07140 sex workers have been murdered in Britain since 1990.
47:13Shelley's brought me to one of the main areas favoured by Liverpool's street workers.
47:17But it's also the site of a murder.
47:19So this is where Anne-Marie Foy was murdered in 2005.
47:25Anne-Marie was just, you know, doing her normal business and working as normal.
47:30And what happened was the next day one of our other clients found her.
47:34Just propped up against the tree there.
47:40Anne-Marie was a 46-year-old mother and grandmother.
47:45How was she killed? She was beaten to death.
47:49Gosh.
47:51Yeah, it's heartbreaking. Yeah, it is.
47:56We're talking about people here, not about headlines.
48:01Anne-Marie was a woman and she was someone we cared about.
48:04So it's about that and everybody belonging to somebody.
48:08It's weird to think that they're still working around her as well.
48:11It must just be a constant reminder of the danger that they're in.
48:13Yeah.
48:14Yeah, I mean, and the women come here to kind of remember Anne-Marie.
48:19You'll often see them popping up and putting flowers there.
48:21Their children come here.
48:23So very much a reminder of all the women we've lost here in Liverpool.
48:27Far too many lives.
48:29Yeah. Far too many.
48:30Yeah.
48:38The next day I go to the Armistead Centre in Liverpool,
48:41a place that supports street sex workers.
48:44Shelly has arranged for me to meet a woman who worked in street prostitution
48:48from the age of 24.
48:50Like many street workers, she was driven by a need for money to fund addictions.
48:56Thanks so much for coming to talk to me.
48:58Liz is 33 and a mum of two children.
49:01She doesn't want to reveal her identity.
49:04Tell me a bit about your story.
49:06You used to be a sex worker, right?
49:08Yeah.
49:09Come from a loving family.
49:12No problems at all.
49:14But I had a serious drug addiction, serious alcohol problem.
49:20The desperation I had as soon as I opened my eyes in the morning to get up,
49:26to get dressed and get out on the street to earn a few bob for my alcohol and my drugs.
49:32What was your life like?
49:34Because it's something that is quite difficult for me to get my head around.
49:36Like what it's actually like the act of being paid to do something like that
49:40or like how you can deal with it.
49:41It's just a nightmare.
49:44The times like I'd wake up crying in the middle of the night.
49:48I'd be screaming in my sleep.
49:51I'd wake up in cold sweats.
49:53I'd see the faces of these men who absolutely violated me.
49:57The flashbacks and the mental damage I've been left with,
50:02even now, nearly three years clean and sober, is untold.
50:07There was a lot of anger, rage, self-hatred, self-loathing.
50:14This belief that I was worthless.
50:19Despite her anguish with the job,
50:21it took a series of attacks for Liz to leave the streets.
50:25I'd got to a point where I'd been seriously sexually assaulted
50:31once by four punters and then I'd been seriously assaulted by another.
50:37I left for dead.
50:39I'd had all my teeth kicked out of my mouth.
50:41And then I was held in a flat for eight hours
50:45and repeatedly raped and beaten by another punter.
50:51I said, you know what I need?
50:53I need out. I need to get out.
50:55Shelley organised for Liz to enter a rehab programme two years ago.
50:59Were any of the people that attacked you arrested?
51:02Yeah.
51:03They were?
51:04Yeah.
51:04Of course they were.
51:06In one case, the fella got three years for beating me up.
51:11And the same with the guy who kept me imprisoned.
51:19I've had friends and family who have struggled with drug addiction.
51:24And it's always heartbreaking to see how much it can change people.
51:29You know, it's horrible to hear about these stories of, you know,
51:35people being beaten up and left for dead on the street
51:38and drugs and violence.
51:42But hearing that sort of made me realise that it's not this, like, polarised world
51:50of, you know, maybe glamour, high-class escorts
51:53and then drug-addicted prostitutes on the street,
51:57I think that they both put themselves at risk in the same areas.
52:05Given the high risk involved in prostitution,
52:08I want to know what the police are doing to protect women.
52:11If brothels can provide greater safety but remain illegal,
52:14what should the police do?
52:17I've come to Merseyside Police Headquarters to meet the senior officer
52:21who takes the leading role on national police policy on prostitution.
52:28I've read up a bit on the law and I've found it a bit confusing.
52:33It's not particularly hard to spot a brothel.
52:36Are police going and raiding them or shutting them down or what's happening?
52:40Where concerns are raised or we believe there's organised criminality
52:43sitting behind this, then, yes, we will raid them
52:46and we will take enforcement action,
52:48but it's about prioritising our resources.
52:50In the majority of cases,
52:52the individuals working within those brothels
52:54are doing so of their own choice.
52:56In many ways, in many ways, they're safer, perhaps,
52:59than somebody working out on the street.
53:00You know, would the legalisation of brothels
53:02not make a lot of girls' work safer?
53:05It's a difficult debate and it does polarise opinions
53:09because a community might be, quite rightly, fairly outraged
53:12if they thought there was going to be a legalised brothel
53:15sitting on their high street.
53:17But you do see Australia and New Zealand at the moment,
53:20there are some regulated and licensed brothels operating.
53:26The early signs of that are that it has reduced both dependency issues,
53:30violent attack, and they're operating in areas
53:33that don't appear to be provoking a community backlash.
53:44Last time we saw Charlotte,
53:46she was preparing her tour dates across the country.
53:49Her London leg is now over.
53:53She has been selling sex from an apartment she's hired with a friend.
53:58I'll just let them through the front door
54:01and Eva, if it's my client or my friend's client,
54:03my friend's bedroom.
54:05It's a smaller one, I've got the bigger one.
54:07So she was in that room.
54:09And so she would take them through there,
54:10we would offer them some water,
54:11and then my clients would come through to this room.
54:16You know, do the money first, business first, pleasure second.
54:21She's packing to leave after a lucrative three days.
54:26I made £1,750.
54:29My outgoing's about £500,
54:31so I've made about £1,250 profit.
54:35I'm very happy with that.
54:37But in the process, Charlotte risks falling short of the law.
54:42I'm working with one of my friends,
54:43but that technically means
54:45that we've turned the apartment into a brothel.
54:48This is one of the safest tours I've done,
54:50because I'm with someone and the law is telling me,
54:53no, you shouldn't be safe, you should be working by yourself.
54:56It doesn't even cross my mind what I'm doing is wrong.
54:59We're not in here trashing the place.
55:01We're not taking drugs.
55:02We're not doing anything really that illegal.
55:04I mean, it is a real job.
55:06And I make far more than loads of people.
55:08It should be treated like a normal job,
55:09and there should be things in place to make it safer
55:11and to make it better for us to work.
55:14Despite her concerns on the law,
55:16Charlotte has no regrets about the life she's chosen.
55:20The only real thing I don't like about it
55:22is sort of with my personal life, with relationships.
