00:13The most significant progress of the government
00:16is initially ratified the UN Convention as a matter.

02:08Hoy en día en Colombia y en la mayoría de países del mundo existe una figura que se llama la
02:12interdicción,
02:13que es que cuando alguien tiene una discapacidad intelectual o psicosocial,
02:16llega esa figura legal de interdicción que básicamente le da sus derechos a un tutor,
02:23a alguien que tome las decisiones por esa persona.
02:26Lo que plantea la Convención es que en vez de hacer eso hay que darle apoyos alrededor de esa persona
02:33para que estas personas puedan tomar sus decisiones y no perder la vida civil,
02:41porque por ahí derecho se va, no sé, la oportunidad de votar, de casarse,
02:46de tomar decisiones sobre el patrimonio, etc.
02:50Hay un problema en estos momentos en la información que sirve como diagnóstico.
02:58La cifra que arroja el DANE es del censo del 2005, es decir, está bastante desactualizada
03:05y dice que hay 2.600.000 colombianos con discapacidad.
03:11La OMS dice que la media mundial está entre el 10 y el 15%
03:16y un país como Colombia que ha estado con un conflicto, imposible que esté por debajo de esos números.
03:22Hay otra herramienta que es el registro de caracterización que hace que las personas con discapacidad
03:28voluntariamente vayan y se autorreconozcan como personas con discapacidad
03:32y este está como en 1.200.000 o 300.000, más o menos.
03:38Si nos acogemos a lo que dice la OMS, está entre 6 y 7 millones.
03:43Entonces, sabemos que hay algo ahí mal contado en su registro.
03:48Sin embargo, el DANE, para el próximo censo nacional que debe suceder este año,
03:55a principios del siguiente, está haciendo la tarea de discapacidad bien hecha.
04:02Lo que a mí me gustaría es una inclusión para las personas con discapacidad.
04:06Que no hicieran falta programas porque ya estuviéramos,
04:10ya deberíamos estar incluidos en todos los ámbitos de la sociedad.
04:16Lo que yo sueño es que algún día la discapacidad sea culturalmente percibida
04:22como una característica del ser humano.
04:26Como hay gente alta, bajita, gorda, negra, blanca, gay o heterosexual,
04:30pues también hay gente que es ciega y gente que está en silla de ruedas y gente que es sorda.
04:37Entonces, lo que sueño es que como sociedad evolucionemos
04:42para que desde el Estado de la sociedad civil
04:44logremos todos esos cambios en todos esos entornos para que esto sea posible.
