00:005 billion pesos from the UNGD in the last four years ago. The Contraloría has the
00:06lupa put on the entity that led Olmedo López and Schneider Pinilla, which, according to
00:10themselves, was a foco of corruption. The Ente Control, which is vigilance in the
00:13public resources, found that since 2020, and above all in the last year, there are irregularities
00:18in the contratos entregados by the UNGD in different departments, and that,
00:22summed with each other, give the 5 billion that no quadran.
00:25The irregularities in these millionaires contratos are mainly two, and,
00:28of course, that, at the end of the contract, they don't comply with all the law and that
00:32the obras or the insumos are not due to be paid, even though they have been paid.
00:36But the most scandalous thing they found was in Santander, where it is
00:39from Schneider Pinilla. That department, according to the Contraloría, is where
00:42more contratos for the mitigation of risks have been given and,
00:45also, would be of greater value.
00:47According to the Contraloría, of those 5 billion in irregularities in
00:50contratos that are found in the entire country, the 30% are only in Santander.
00:55Also, the majority of the projects in that department would be reparting only
00:59between 3 contractors.
01:00The scandal that began with the purchase of 40 cars with
01:03overcasts to carry a Gola Gojira has increased to a point in which,
01:06as well as the prices of the vehicles, there are many other things that do not
01:10pay. For example, that this type of vehicles also acquired in Córdoba, Bolívar, Santander
01:14and Boyacá, all with overcasts.
01:15But the purchase of vehicles is not the only apparent irregular in the
01:19contract of the unit.
01:20The Contraloría also found that there are apparent irregularities in
01:24contratos for the Hambre Cero program, which had as objective the
01:27provision of alimentos for damnation by the phenomenon of the
01:30Niña. So in that program, the Contraloría found that, in the last year,
01:33Schneider Pinilla and Olmedo López gave 31 contratos for more
01:36than 130.000 million. And, apparently, they gave them to
01:39companies, or that they didn't have experience for what they
01:42were contrating, or that they were
01:44companies of paper.
01:44What has found is so grave that the Contraloría
01:47already worked with other entities of control
01:49sharing information, such as the Fiscalía and the
01:51Procuraduría, so that each one investigate from their jurisdiction.
