00:00We are seeing Russian military operations inside the sovereign territory of Ukraine
00:05on a scale that Europe has not seen in decades.
00:11Day after day, I've been clear that such unilateral measures
00:15conflict directly with the United Nations Charter.
00:18The Charter is clear, and I quote,
00:21all members shall refrain in their international relations
00:25from the threats or use of force against the territorial integrity
00:29or political independence of any state
00:32or in any other manner inconsistent with the purposes of the United Nations.
00:38The use of force by one country against another
00:42is the repudiation of the principles that every country has committed to uphold.
00:48And this applies to the present military offensive.
00:53It is wrong. It is against the Charter.
00:56It is unacceptable, but it is not irreversible.
01:02I repeat my appeal from last night to President Putin.
01:06Stop the military operation.
01:09Bring the troops back to Russia.
01:13We know the toll of war.
01:16With death rising, we are seeing images of fear, anguish and terror in every corner of Ukraine.
01:22People, everyday innocent people, always pay the highest price.
01:27That is why the United Nations is scaling up our humanitarian operations in and around Ukraine.
01:32Today, I am announcing that we will immediately allocate 20 million U.S. dollars
01:38from the Central Emergency Response Fund to meet urgent needs.
01:42We and our humanitarian partners are committed to staying and delivering
01:46to support people in Ukraine at their time of need.
01:51United Nations staff are working on both sides of the contact line,
01:55always guided by the humanitarian principles of neutrality, impartiality, humanity and independence.
02:02We are providing life-saving humanitarian relief to people in need,
02:06regardless of who or where they are.
02:10The protection of civilians must be priority number one.
02:15International humanitarian and human rights law must be upheld.
02:20The decisions of the coming days will shape our world
02:25and directly affect the lives of millions upon millions of people.
02:30In line with the Charter, it is not too late to save this generation from the scourge of war.
