00:37are all part of this cooperative,
00:39an example of what's known as the social economy,
00:42enterprises that ensure everybody in society
00:44finds their place.
00:46And as we all face the rising cost of living and inflation,
00:49does this non-profit model offer a route
00:52to a more resilient economy?
00:58Here at the RT Co-operative in Bielowa, Poland,
01:01lives are being turned around.
01:0329-year-old Artur Maciejewski
01:06used to have a drug problem
01:07and was living on the streets.
01:09Now he's learning to weld,
01:10and it's not easy.
01:11Because I'm sick of ADHD,
01:15and I'm in general,
01:16I'm very impatient.
01:17And I have a little,
01:18let's say,
01:19broken hands,
01:20because I'm dealing with heavy elements.
01:23Artur has already earned
01:25a European Welding Certificate,
01:27and he's eager to learn more.
01:39The training at the RT Co-operative is supported by a project called Butterflies from Lower Silesia.
01:45It has a budget of €630,000,
01:4870% of which is from the European Social Fund Plus.
01:52The co-operative often holds group meetings like this to discuss problems,
01:57interview newcomers, and debate solutions.
02:00Artur has an important social and economic role in town.
02:04It helps men out of addiction and homelessness,
02:07trains them,
02:07and offers services like construction and gardening to local authorities.
02:12A deep Christian faith drives arte founder Jaroslav Pilecki
02:16to give everyone in need a chance to redeem themselves.
02:20In a commercial work,
02:23we wouldn't have the opportunity to reach ourselves,
02:29to learn the normality,
02:30because they would be free.
02:31We are tolerated,
02:33we're happy that they have an increase,
02:35and when it's over a few months,
02:37they are full-quality people.
02:41There are 4,3 million social economy organizations like arte in Europe,
02:47ranging from foundations and charities to associations and cooperatives.
02:51They represent 11,5 million paid jobs,
02:55meaning over 6% of the workforce.
02:57The sector is a sizable contributor to the European economy,
03:01but it could be bigger.
03:02A recent review of the EU's Social Economy Action Plan found that,
03:07despite significant progress,
03:09the social economy is still lacking recognition and support
03:13in a consistent way across the EU.
03:15So what can be done?
03:16One recommendation is to create frameworks to allow social economy enterprises
03:21better access to financing and investment.
03:24Here at Jaroslav University of Economics and Business,
03:27Professor Stanislav Kaminski argues for new legislation too.
03:31We need a more coordinated and supportive legal framework in the European Union.
03:37So for example,
03:38we need legal status of social enterprise that is clear across the European Union.
03:45We also need to create laws which support social economy organizations,
03:51for example,
03:52in the public procurement system.
03:55An example of that public procurement in action is underway here in Bielovo,
04:00where this social housing is being completely renovated
04:03by the arte cooperative team, including Paweł Snopek.
04:07I can do this,
04:09and this is my job.
04:12And here I am preparing for the housing for these materials.
04:25Paweł struggled with addiction and survived a suicide attempt,
04:28before joining the cooperative.
04:30When I just lost everything,
04:33when I didn't have anywhere to work,
04:35I just got a plan for the cooperation,
04:41for the mission,
04:42and I got here.
04:44Paweł is one of around 3,000 people
04:47this social economy enterprise has already helped,
04:50and the construction of these new apartments and church
04:53gives the arte cooperative room to rebuild many more.
